Subsequently, he was the seventh president of Malta from 2004 to 2009. He led his party to win four general elections, in 1987, 1992, 1998 and 2003, as well as the majority of votes in 1981. Staunchly pro-European, Fenech Adami was fundamental for Malta's accession to the European Union.
