Government Minister

In December 1999, following the re-election of President Vladislav Ardzinba and the appointment of Viacheslav Tsugba as Prime Minister, Lushba was appointed Minister for Economy. [1] He initially kept his position after Tsugba was succeeded by Anri Jergenia, but on 28 May 2002 was transferred to the State Tax Service, succeeding Konstantin Ozgan who had been elected to the People's Assembly. [2]

Vladislav Ardzinba President of Abkhazia

Vladislav Ardzinba was the first de facto President of Abkhazia. A historian by education, Ardzinba led Abkhazia to de facto independence in the 1992–1993 War with Georgia, but its de jure independence from Georgia remained internationally unrecognised during Ardzinba's two terms as President from 1994 to 2005.

Viacheslav Mikhail-ipa Tsugba was the third Prime Minister of the Republic of Abkhazia from December 1999 to May 2001. Before his appointment as Prime Minister, Tsugba had headed the Central Election Committee, which had overseen the internationally unrecognised simultaneously held October 1999 presidential election and constitutional referendum.

Anri Mikhail-ipa Jergenia has been one of the leading politicians of the internationally unrecognised Republic of Abkhazia since it achieved de facto independence from Georgia. From June 2001 to November 2002 he was the republic's Prime Minister and for a time Jergenia looked to be the favourite to succeed Abkhazia's first president Vladislav Ardzinba.

In November 2002, Jergenia was replaced as Prime Minister by Gennady Gagulia, who transformed the State Tax Service into a Ministry, and on 18 December, Lushba was appointed as the first Minister for Taxes and Fees. [3] [4] He remained in this post under Prime Ministers Raul Khajimba and Nodar Khashba, until the election of Sergei Bagapsh as President in 2005.

Chamber of Commerce and Presidential Administration

In September 2007, Lushba became First Vice President of Abkhazia's Chamber of Commerce, under Gagulia. [1]

On 7 June 2016, Lushba was appointed deputy Head of the Presidential Administration by President Raul Khajimba. [1]
