Ahmad Allam-Mi (born 1948 [1] ) is a Chadian diplomat who has been Secretary-General of the Economic Community of Central African States since 2013. He was the Foreign Minister of Chad from 2005 to 2008,and he was Chad's Permanent Representative to the United Nations from 2008 to 2013.
Allam-Mi's first diplomatic post was as First Counsellor at the Chadian Embassy in Tripoli,Libya [1] [2] from 1975 to 1976. [1] Subsequently he was the attaché of the Cabinet to the Ministry of Foreign Affairs [2] before being posted to the Chadian Embassy in Paris as First Counsellor from 1978 to 1979 and then Chargéd'affaires at the same embassy from 1979 to 1980. [1] He was then promoted to the position of Ambassador of Chad to France,Switzerland,Spain,and UNESCO, [2] serving in that post during the 1980s; [1] [3] he was additionally accredited as Ambassador to Morocco and the Vatican City from 1983 to 1991. [1] Back in Chad,he was briefly Adviser to the Presidency of the Republic in charge of International Relations [2] before serving as Ambassador to France,Switzerland,Spain,and UNESCO for a second time from 1992 to 1994. He was Director-General of Foreign Affairs and Cooperation from 1997 to 2002,then Technical Adviser to the Presidency from 2002 to 2004 and Special Adviser to President Idriss Déby from 2004 to 2005. When Prime Minister Pascal Yoadimnadji reshuffled the government on 7 August 2005,Allam-Mi was appointed as Minister of Foreign Affairs and African Integration. [4] [5]
Allam-Mi told the United Nations General Assembly on 22 September 2006 that "the continuing armed conflict and humanitarian crisis engulfing Sudan's Darfur region threaten the security of the entire region." Allam-Mi said Chad has had to house over 300,000 refugees since the Darfur crisis began and at least 50,000 Chadians have been displaced and hundreds have died. Allam-Mi called on the United Nations to take over peacekeeping operations as approved in United Nations Security Council Resolution 1706,and that the deployment of peacekeepers would not violate Sudan's sovereignty. On 6 August 2006,Allam-Mi attended the meeting in Beijing at which Chad and China formally re-established diplomatic ties. The two countries had initiated relations in 1972,but China broke them off in 1997 when Chad established ties with Taiwan. [7]
In the government of Prime Minister Youssouf Saleh Abbas,which was announced on 23 April 2008,Allam-Mi lost his post as Minister of Foreign Affairs,being replaced by Moussa Faki. [8] He was then appointed as Chad's Permanent Representative to the United Nations,presenting his credentials to UN Secretary-General Ban Ki-moon on 8 September 2008. [1]
After five years at the UN,Déby appointed Allam-Mi to replace Nassour Guelendouksia Ouaido as Secretary-General of the Economic Community of Central African States on 29 July 2013. He took office on 5 August 2013. [9]
The foreign relations of Chad are significantly influenced by the desire for oil revenue and investment in Chadian oil industry and support for former Chadian President Idriss Déby. Chad is officially non-aligned but maintains close relations with France,its former colonial power. Relations with neighbouring countries Libya and Sudan vary periodically. Lately,the Idris Déby regime waged an intermittent proxy war with Sudan. Aside from those two countries,Chad generally enjoys good relations with its neighbouring states.

Acheikh Ibn-Oumar is a Chadian politician and military leader. In the 1980s he led the Democratic Revolutionary Council,a military-political group opposing the government of President Hissène Habré. He studied mathematics in France,and then,in the late 70's,joined the historical Chadian revolutionary mouvement FROLINAT . He held several cabinet positions within the GUNT,led by Goukouni Weddeye . In November 1984,Acheikh Ibn-Oumar was arrested in Tripoli and then transferred to Tibesti where he remained in detention until December 1985,because of serious divergences with both late Colonel Gaddafi and Goukouni. After a short-lived reconciliation with Goukouni,in 1986,Acheikh Ibn-Oumar and the CDR withdrew support for Goukouni Oueddei,leaving Goukouni isolated. Libya switched support from Goukouni to Ibn-Oumar,backing Ibn-Oumar's forces as they took Ennedi in northern Chad,and sending aircraft and tanks to help Ibn-Oumar defend against a counter-attack by Toubou forces loyal to Goukouni. In mid-November 1986,supported by Libya,Ibn-Oumar became president of a newly constituted GUNT,consisting of seven of the original eleven factions. In 1987 Ibn-Oumar's militia was driven into Darfur by French and Chadian forces,fighting the Fur people there. In defeat Acheikh Ibn Oumar distributed 1,500 automatic weapons to his Arab allies in Chad and "across the international boundary in Darfur."
Mahamat Idriss Déby Itno is a Chadian politician and military officer who has been the leader of Chad since 2021,first as President of the Transitional Military Council from 2021 to 2022,then as Transitional President from 2022 to 2024,and then as the 7th President since 2024 following his victory in the presidential elections. He is widely known in Chad by his nickname Kaka. He is also the General Secretary of the Patriotic Salvation Movement since 2022. He gained power on 20 April 2021,succeeding his father and predecessor,Idriss Déby,who died in action while commanding troops in the Northern Chad offensive. He previously served as the second in-command of the military for the Chadian Intervention in Northern Mali (FATIM).
