Maulana Balang-Amer, more commonly known as Alan Balang-Amer is a Maranao activist and diplomat who is the leader of One Bangsamoro Movement (1BANGSA). [1] A native of Marawi, he mainly deals with Bangsamoro-related issues. He was an ambassador of the International Commission on Human Rights (ICHR) to the Association of South East Asian Nations (ASEAN). [2] He has been convening of street parliamentarians in Metro Manila since 2015 while advocating for peace and justice of the Moros in the Philippines [3] thru Bangsamoro Organic Law. [4]

Advocacy

Balangi-Amer joined into peace advocates since 2015, the same year the Comprehensive Agreement on the Bangsamoro (CAB) signed by President Rodrigo Duterte. He had led over 50 Moros to support the signing of the Bangsamoro Organic Law. He had rallied together with Muslims outside the Golden Mosque in Quiapo, Manila in 2018, months before January 21, 2019 plebiscite. [5]

He had called Ronghiya government for equal protection of law for Burmese Muslims oppressed by Myanmar's extremist Buddhist groups and allow international communities to bring mass killings to the International Criminal Court (ICC). [6]

Besides energy-producing body that provide 65% electrical power in Mindanao, he has called the creation of an office that supervise the development for Lake Lanao located in south of Marawi. He cited a Senate Bill discussed in 18th Congress in 2019. [7]

During the 2017 Battle of Marawi, he along with members of his organization appealed to President Duterte to stop using airstrike and declare ceasefire to allow them and other group to rescue civilians. [8]

Balangi-Amer during the COVID-19 pandemic calls government to establish a body that would serve as a council for Bangsamoro people outside Bangsamoro Autonomous Region in Muslim Mindanao. [9]

He has urged scattered internally displaced persons from war-torn Marawi to go back home after enrolling to Executive Order No. 114 series of 2020, a program of Senator Bong Go due to discrimination faced by Moros residing in Metro Manila. [10]

Islam is the first-recorded monotheistic religion in the Philippines. Islam reached the Philippines in the 13th century with the arrival of Muslim traders from the Persian Gulf, Southern India, and their followers from several sultanate governments in the Malay Archipelago. The Muslim population of the Philippines has been reported as about 6% of the total population as of a census in 2000. The Maranao people, also spelled Meranao, Maranaw, and Mëranaw, is the term used by the Philippine government to refer to the southern indigenous people who are the "people of the lake", a predominantly-Muslim Lanao province region of the Philippine island of Mindanao. They are known for their artwork, weaving, wood, plastic and metal crafts and epic literature, the Darangen. They are ethnically and culturally closely related to the Iranun, and Maguindanao, all three groups being denoted as speaking Danao languages and giving name to the island of Mindanao.

The collective term Moro people or Bangsamoro people refers to the 13 Islamized ethnolinguistic groups of Mindanao, Sulu, and Palawan, native to the region known as the Bangsamoro. Haroun al-Rashid Lucman was a Filipino legislator, journalist, World War II guerilla hero, and an early proponent of Moro independence or autonomy. As Congressman of Lanao del Sur, he is best remembered for calling for the impeachment of Ferdinand Marcos 1968 because of the President's role in the Jabidah Massacre, in which government troops massaccred Tausug 68 Military trainees. When the congress could not muster enough support for the impeachment, Lucman grew convinced that Muslim Mindanao needed to become independent, and founded the Bangsamoro Liberation Organization (BMLO), which later joined forces with the Moro National Liberation Front.

Datu Yusoph Boyog Mama is a Filipino politician and government official. He was a candidate for public office as Autonomous Region in Muslim Mindanao (ARMM) Regional Governor in the previous 2013 Mid-term Elections, being the lone candidate representing the province of Lanao del Sur, one of the five (5) provinces constituting the ARMM territory. He authored investigative reports about events relating to the Daesh-Inspired group in the southern Philippines known as the Maute group in Lanao del Sur, Philippines. He was also a provincial information officer of the Province of Maguindanao last October 8, 2019.

Saaduddin Alauya

Saaduddin A. Alauya is a Maranao lawyer, Aleem or Ulama, elected vice-governor of Lanao del Sur in the Philippines in 1989 and has served the province of Lanao del Sur as an acting governor from 1992 to 1995. He was appointed as chairman of the Code of Commission on Muslim Laws in Autonomous Region in Muslim Mindanao on March 1994. He then appointed by Former President Fidel V. Ramos as Jurisconsult in Islamic Law of the Philippines serving from August 1996 to August 2015.

Basher Dimalaang Manalao

Basher Dimalaang Manalao or known to be Mostaqbal, a Maranao people, Islamic preacher and was elected vice-governor then succeeded by law the governor of Lanao del Sur in the Philippines following the death of former governor Mamintal Adiong Sr. in 2004. He took his Islamic degree at King Saud University.

1BANGSA is shortened word of non-profit organization in the Philippines known as One Bangsamoro Movement, Inc., a group of multi-sectoral leaders and activists in the Philippines advocating peace and unity among Filipinos as well as Bangsamoro people. It was led by Maulana “Alan” A. Balangi, a Maranao.

The COVID-19 pandemic in Bangsamoro is part of the worldwide pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The virus reached the Bangsamoro Autonomous Region in Muslim Mindanao on March 11, 2020, when the first case of the disease was confirmed in Lanao del Sur. Cases has been confirmed in Lanao del Sur, Maguindanao, and the independent city of Cotabato.
