Aleksa Buha (born 21 November 1939) is a Bosnian Serb philosopher and member of the Academy of Sciences and Arts of the Republika Srpska. During the 1990s,he was the minister of foreign affairs of Republika Srpska. [1] Buha is also a member of the Senate of Republika Srpska. [2]
From 1996 until 1998,he was the President of the Serb Democratic Party.

The Senate of Republika Srpska is consultative body of the highest constitutive institutions of Republika Srpska,an entity within Bosnia and Herzegovina. Its organization and functions are regulated with the Constitution of the Republika Srpska and Law on the Senate of Republika Srpska. According to the initial text of the law of 1997 only Serbs could be appointed as members of the senate. The European Commission for Democracy through Law reported in 2001 that this was abrogate discriminatory and obviously unconstitutional. The law has been changed in 2010 and allowed people of any ethnicity to be appointed as members of the senate.
Order of the Republika Srpska is the highest decoration of Republika Srpska. It was established on April 25,1993 by the decision of the National Assembly of Republika Srpska. The medal may be awarded on a necklace or strips with the order star worn on the breast. Like every order in Republika Srpska,the Order of Republika Srpska also has a statute defining terms about the order.

The Dayton Agreement ended the Bosnian War and created the federal republic of Bosnia and Herzegovina (BiH),which consists of the Bosniak and Croat-inhabited Federation of Bosnia and Herzegovina (FBiH) and the Serb-inhabited Republika Srpska (RS). Although the Bosnian Serbs were viewed as "anti-Dayton" during the first years after the war,since 2000 they have been staunch supporters of the Dayton Agreement and the preservation of RS. Bosniaks generally view RS as illegitimate,and an independence referendum from BiH has been proposed in RS. The 2006 Montenegrin independence referendum and Kosovo's 2008 declaration of independence have raised the possibility of a referendum and unification with Serbia. In 2015,after a judicial and police crisis,the governing Alliance of Independent Social Democrats said that it would hold an independence referendum in 2018 if RS's autonomy was not preserved.
