Muhammad Amin Shah was born on 1 October 1966 to Muhammad Muhammudin Shah. He completed his secondary education at the Jalil High School of Kshetrigao before continuing at the Johnosthon Higher Secondary School until 1997. [1]

He served as the general secretary of Utkal Pradesh Congress Committee during Biren Mitra's chief ministership. Afzal-ul was the Vice Chairman and later the Chairman of Cuttack Municipality and also the President of Odisha Mohammadan Association.
