Amulya Kumar Patnaik (born 15 January 1960) is a former Indian Police Service officer who served as the 21st Commissioner of Delhi Police from 30 January 2017 till 29 February 2020. [1]
Patnaik born on 15 January 1960,who hails from Odisha. He has done his graduation in Political Science from Utkal University in 1979 and masters in same subject from University of Delhi in 1981. He is a 1985 batch IPS officer of AGMUT cadre. [2]
His first posting as IPS was ACP Najafgarh (Delhi) and has also served as SSP of Pondicherry from 1989-93. In January 2017,He became the 21st Police Commissioner of Delhi and served till February 2020 and was succeeded by S. N. Shrivastava. [3]
He has been severely criticized for his role in not controlling the riots in North East Delhi in February 2020. His tenure has been full of criticism as he was unable to control the Police-Lawyers clash in Delhi in 2019,JNU scuffle,Jamia scuffle and Gargi college molestation on 8 February 2020. [4] He was set to retire in January 2020 [5] but his term was extended due to 2020 Delhi legislative elections and Citizenship Amendment Act protests. [6] Prior to this,he was serving as the Special Commissioner of Police (Vigilance and Administration) in Delhi Police.
The Indian Police Service is a civil service under the All India Services. It replaced the Imperial Police in 1948,a year after India became independent from the British Raj.
The Indian Administrative Service (IAS) is the administrative arm of the All India Services of Government of India. Considered the premier civil service of India,the IAS is one of the three arms of the All India Services along with the Indian Police Service and the Indian Forest Service. Members of these three services serve the Government of India as well as the individual states. IAS officers are also deployed to various government establishments such as constitutional bodies,staff &line agencies,auxiliary bodies,public sector undertakings,regulatory bodies,statutory bodies and autonomous bodies.
The All India Services (AIS) comprises two of the union civil services group 'A' gazetted designations known as Indian Administrative Service and Indian Police Service and one of the union natural resources services group 'A' gazetted designations known as the Indian Forest Service. A unique feature of the All India Services is that the members of these services are recruited by the centre,but their services are placed under various State cadres,and they have the ability to serve both under the State and under the centre. Because of the federal polity of the country,this is considered one of the tools that makes union government stronger than state governments. Officers of these three services comply to the All India Services Rules relating to pay,conduct,leave,various allowances etc.
The Delhi Police (DP) is the law enforcement agency for the National Capital Territory of Delhi (NCT). Delhi Police comes under the jurisdiction of the Ministry of Home Affairs (MHA),Government of India. In 2015,sanctioned strength of Delhi Police was 84,536 (including I.R. Battalions) making it one of the largest metropolitan police forces in the world. About 25% of Delhi Police strength is earmarked for VIP security.
Krishan Kant Paul is a former Indian Police Service officer,who served as the Commissioner of Police,Delhi from February 2004 to July 2007. Following his retirement from the IPS,he served as the Governor of several states—Meghalaya (2013–15),Manipur (2014-15) and Uttarakhand (2015–18). Arup Patnaik is a retired Indian Police Service officer who was the 36th Police Commissioner of Mumbai. He is revered as one of the most dynamic and respected IPS officers of the Maharashtra cadre. He retired on 30 September 2015 after a distinguished career in the Maharashtra Police spanning over 36 years in service.
