Professor Anastase Shyaka, is a Rwandan academic, politician, and diplomat who currently serves as the Ambassador of the Republic of Rwanda to the Republic of Poland.
Originally from the region of Mutara, Shyaka was born in Rwempasha, Nyagatare District. He holds a PhD in Political Science from the University of Gdańsk in Poland. He received a Masters in Chemical Technology from Warsaw University of Technology and
Following the completion of his academic education in Poland, Anastase settled in present-day Huye (former Butare) as a Professor of Political Science and Director of Center for Conflict Management (CCM) at the University of Rwanda. Among his many contributions at CCM, he spearheaded the establishment of two Masters programs: Genocide Studies and Prevention, and Peace and Development Studies. [1] Additionally, he was the first Rwandan recipient of a Fulbright Scholar in Residence at George Mason University and Northern Virginia Community College in the 2006-2007 academic year. [2]
In 2011, as the founding Chief Executive Officer of the Rwandan Governance Board (RGB), Shyaka worked to develop the annual Rwanda Governance Scorecard, an annual comprehensive index aiming to spur accountability and service delivery across all governing agencies in the country. [3] [4] [5]
In 2018, he was appointed the Minister of Local Government (MINALOC) in the Cabinet of RwandaHe served until his 2021 appointed as the first and founding Ambassador of the Republic of Rwanda to the Republic of Poland in 2021. [3] [4]
In addition to his professional engagements, Anastase Shyaka has held various leadership roles in his career. As the chairperson of the National Consultative Committee (NCC), an institution created to fast track the East African Community (EAC) political federation, he championed the integration process and discussions. [6] He served on the Board Member of the UNDP Global Center for Public Service Excellence (based in Singapore) between 2013 - 2016. Founding Member of the Section on African Public Administration of the American Society of Public Administration (ASPA), and subsequent Advisory Member. [7]
Rwanda is a de facto one-party state ruled by the Rwandan Patriotic Front and its leader Paul Kagame since the end of the 1994 genocide against members of the Tutsi ethnic group. Although Rwanda is nominally democratic, elections are manipulated in various ways, which include banning opposition parties, arresting or assassinating critics, and electoral fraud.
Paul Kagame is a Rwandan politician and former military officer who has been the President of Rwanda since 2000. He was previously a commander of the Rwandan Patriotic Front (RPF), a rebel armed force which invaded Rwanda in 1990. The RPF was one of the parties of the conflict during the Rwandan Civil War and the armed force which ended the Rwandan genocide. He was considered Rwanda's de facto leader when he was Vice President and Minister of Defence under President Pasteur Bizimungu from 1994 to 2000 after which the vice-presidential post was abolished.

The Rwandan Civil War was a large-scale civil war in Rwanda which was fought between the Rwandan Armed Forces, representing the country's government, and the rebel Rwandan Patriotic Front (RPF) from 1 October 1990 to 18 July 1994. The war arose from the long-running dispute between the Hutu and Tutsi groups within the Rwandan population. A 1959–1962 revolution had replaced the Tutsi monarchy with a Hutu-led republic, forcing more than 336,000 Tutsi to seek refuge in neighbouring countries. A group of these refugees in Uganda founded the RPF which, under the leadership of Fred Rwigyema and Paul Kagame, became a battle-ready army by the late 1980s.

Silas Stanislaus Bernard Lwakabamba or simply SilasLwakabamba, is a Tanzanian engineer, academic and politician. Since May 2021, he has been serving as the Regional Managing Director of Coventry University African Hub, based in Kigali, Rwanda. Lwakabamba holds a PhD in Mechanical Engineering from University of Leeds in England since 1975. Since 1997, he served as the founding Rector of Rwanda’s Kigali Institute of Science and Technology. In 2006, he was appointed Rector of National University of Rwanda until 2013. Lwakabamba served as Rwanda's Minister of Infrastructure between February 2013 and July 2014, he also served as Rwanda's Minister of Education since July 2014 until June 2015.

Usta Kayitesi is a Rwandan legal scholar who is the former Deputy CEO of the Rwanda governance board (RGB). She succeeded Anastase Shyaka following his appointment as Minister of Local Government (MINALOC).
