The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order ... without distinction of race, occupation, position or sex." The award criteria include "service in any field including service rendered by Government servants" including doctors and scientists, but exclude those working with the public sector undertakings. As of 2020, the award has been bestowed on 1270 individuals, including twenty-four posthumous and ninety-seven non-citizen recipients.
The Padma Shri, also spelled Padma Shree, is the fourth-highest civilian award of the Republic of India, after the Bharat Ratna, the Padma Vibhushan and the Padma Bhushan. Instituted on 2 January 1954, the award is conferred in recognition of "distinguished contribution in various spheres of activity including the arts, education, industry, literature, science, acting, medicine, social service and public affairs". Homi Nusserwanji Sethna was an Indian nuclear scientist and a chemical engineer, gaining international fame as the Chairman of the Atomic Energy Commission (India) during the time when the first nuclear test, codename Smiling Buddha in Pokhran Test Range in 1974 was conducted. He was the primary and central figure in India's civilian nuclear program as well as the construction of nuclear power plants. In 1991, he was appointed as Sheriff of Mumbai.
Abdur Rehman Rahi was an Kashmiri poet, translator and critic. He was awarded the Indian Sahitya Akademi Award in 1961 for his poetry collection Nawroz-i-Saba, the Padma Shri in 2000, and India's highest literary award, the Jnanpith Award in 2007. He is the first Kashmiri writer to be awarded the Jnanpith, India's highest literary award for his poetic collection Siyah Rood Jaeren Manz. He was honoured with Sahitya Akademi Fellowship in 2000 by Sahitya Akademi, New Delhi.

Rehana Khatoon is an Indian scholar, teacher of Persian language, former Head of the Department of Persian, University of Delhi and the author of Encyclopaedia of Persian Language and Literature . She was honoured by the Government of India, in 2014, by bestowing on her the Padma Shri, the fourth highest civilian award, for her contributions to the propagation of Persian language and literature. Rehana Khatoon is the first woman alumni of the Aligarh Muslim University to be awarded the Padma Shri.
Mohammad Sharaf-e-Alam is an Indian writer, educationist, scholar of Persian language and the first vice chancellor of Maulana Mazharul Haque Arabic and Persian University. He served at the university from 2004 till 2007 and has worked at B. N. College as the head of the department of Persian Language. He is also credited with several publications. Alam, a recipient of the Certificate of Honour from the Government of India, was honored again by the Government, in 2013, with the fourth highest Indian civilian award of Padma Shri.
Kiran Segal is an Indian classical dancer known for her proficiency in Odissi, a classical dance form from India. She is the daughter of actor Zohra Segal, a 1998 winner of Padma Shri award and has written a book, Zohra Segal - Fatty, on her mother. A disciple of M. K. Saroja, Segal has performed at various stages around the world. She was honored by the Government of India, in 2002, with the fourth highest Indian civilian award of Padma Shri.
Gokulotsavji Maharaj is a Hindustani classical musician, specializing in Khayal, Dhrupad Dhammar, Prabandh Gayaki and various other ancient indian musical styles. He is also a singer-cum-composer, writer, poet, and musicologist.
Kshetrimayum Ongbi Thouranisabi Devi is an Indian classical dancer and author, specialising in the Indian classical dance form of Manipuri. She was honoured by the Government of India in 2003 with Padma Shri, the fourth highest Indian civilian award.

Amalprava Das, also known as Amal Prabha Das, (1911–1994) was an Indian social worker, Gandhian and the founder of Kasturba Ashram at Sarania Hills, Assam, a self help group for women and their economic upliftment and Guwahati Yubak Sevadal, a non governmental organization working for the social development of harijans. The Government of India honoured her in 1954, with the award of Padma Shri, the fourth highest Indian civilian award for her contributions to the society, placing her among the first recipients of the award. A recipient of the 1981 Jamnalal Bajaj Award, Das was honoured again by the Government of India with the second highest civilian award of Padma Vibhushan which she declined to accept.
Claire Marie Jeanne Vellut (1926–2013) was a Belgian-born naturalised Indian leprologist, humanist and the founder of the Damien Foundation India Trust, a non profit non governmental organization engaged in providing treatment and rehabilitation services to people with leprosy and tuberculosis in India. She spent 55 years in India treating leprosy and tuberculosis patients, associating with the state and central governments or independently under the aegis of the trust she founded in 1955. The Government of India awarded her the fourth highest Indian civilian honour of Padma Shri in 1981.
Nuchhungi Renthlei was an Indian poet, singer and school teacher, known for her poems written in Mizo language. She was the founder of Girls' Auxiliary, an organization for women's rights, which she founded in 1939. The Government of India awarded her the fourth highest civilian honour of Padma Shri in 1986.
Inderjit Kaur Barthakur is an Indian civil servant, economist and writer. She is a member of the North Eastern Council (NEC), which carries the rank of a Minister of State of the Union government. She has published several books of poetry, stories and cuisine and So Full So Alive and Stories to Win the World are some of her notable works. She served as a secretary to the Government of India and was the president of the Indian Economics Association in 1990.
Tsering Landol is an Indian gynecologist and one of the pioneers of women's health in the Ladakh Union Territory of India. She served at the Sonam Norboo Memorial Government Hospital, Leh and is also associated with other educational institutions. The Government of India awarded her the fourth highest civilian honour of the Padma Shri, in 2006, and Padma Bhusan in 2020 for her contributions to Indian medicine, making her one of the few woman recipients of the award from Jammu and Kashmir and the first Ladakhi woman doctor to receive the honour. She is also featured on the 'Wall of Fame' which features those who have exhibited excellence throughout their career or existence have exemplified glory and greatness. The Wall recognizes those individuals and teams which have attained high achievement and/or made a significant contribution to society. Landol is featured in The Song Collector, a documentary film on the life of the renowned Ladakhi folk musician, Morup Namgyal. She was awarded Padma Bhushan, the third highest civilian award in India in the year 2020.

Lourembam Bino Devi is a practitioner and a popularizer of the appliqué art of Manipur called Leeba in the Meitei language. The Leeba art is used in creating Monmai which is a decorative circular appliqué art piece used in covering both ends of the traditional Manipuri bolster pillow. In the olden days, Leeba was practiced at "Phiribi Loishang", which is a house for maintaining clothes worn by the deities and royals. The apparels used by the royals, including shoes, were mostly designed using the Leeba technique. Bino Devi has devoted her life to practice this art form and to revive it by trying to transmit her skills to younger generation of interested women. She has been providing this training in collaboration with the Heritage Foundation of Mankind, a Non-Governmental Organization located in Imphal. She has also conducted several workshops at Imphal and at various other places in India.
