Asra Garg is an Indian Police Service officer from the 2004 batch of Tamil Nadu Cadre. In 2023, Garg was posted as Additional Commissioner of Police, Law and Order (L&O), Chennai North in The Tamil Nadu Police.

Personal life

Born in the city of Patiala, Garg completed his schooling from DAV in Mansa, Punjab, and later on went on to acquire a degree in electrical engineering from Thapar University. Although Garg's mother tongue is Punjabi, he is well-versed in Tamil. His parents are retired lecturers who taught at institutions in Patiala.

Career

Early career

A 2004 batch officer from the Tamil Nadu Cadre, Garg began his police career at Tirupattur in the Vellore district as the Assistant Superintendent of Police.

Superintendent of Police

In 2008, Garg was appointed as the Superintendent of Police of Tirunelveli district (Rural), where he held office until 2010. During that period, Garg played a proactive role in managing the usury menace, and played a vital role in saving the people from the money lenders who were charging exorbitant interest rates; he formed a special force to track down and curtail the activities of moneylenders who used goons to collect loans. Rather than waiting for complaints against any kind of crime, Garg made his team go out and find willing complainants. [3]

Garg was also appreciated for curbing other criminal operations and maintaining the peace in the communally sensitive area. [4]

In 2010, Garg was posted as the Superintendent of Police at the Madurai district, [5] where he set out to fight against corruption and money distribution during the election. The conduct of elections by him was appreciated by Election Commission of India. [6]

He also helped to resolve a major, long-standing communal conflict. He initiated peace negotiations between the warring Dalits and non-Dalits in the village of Uthapuram and ensured the entry of Dalits into the temple. Madras High Court has placed on record the "untiring efforts of the Superintendent of Police, IPS, in not only helping the court arrive at a proper solution to the dispute but also for brokering peace between the two warring groups". Garg also filed several cases against teashop owners in Tirunelveli, Madurai, and Dharmapuri districts practicing the discriminatory two-tumbler system, wherein non-dalits are served tea in stainless steel tumblers, while dalits are served in disposable cups. [9]

Garg is known for being humane and innovative in dealing with crimes. One such instance was the release of a woman who had murdered her husband. During the probe, police found out that the man was killed when he attempted to rape their daughter. Following this, Garg ordered her release under Section 100 of the IPC, holding that the woman, acted in self-defense. This brought national attention on the case as an instance of law not being blind after all. [10]

In 2013, Garg was commended for preventing the marriage of an HIV-infected man with a young girl in Devadanapatti in Theni District of Tamil Nadu a few minutes before her marriage. [11]

Garg also played a key role in the first conviction in the state in a case of land grabbing which was a very pertinent issue at the time. Besides, in Dharmapuri, Garg busted a kidney trade racket in 2013 by making several arrests and nabbing the kingpin, Garg brought an end to the organ grafting racket, which was one of the crimes with the highest gravity. Garg took effective action against those involved in female infanticide and got murder cases registered against those involved in female infanticide. [13]

Deputy Inspector General

In 2016, he went on to deputation to the Central Bureau of Investigation as Superintendent of Police. He was the head of the investigation team that detected the murder case of a school-going boy in Ryan International School, Gurgaon which was one of the most sensitive cases in recent times, attracting nationwide attention. Eventually, Garg was promoted to Deputy Inspector General (DIG) of Police in February 2018, at the Central Bureau of Investigation, New Delhi. [16]

Asra Garg again came into the limelight in September 2019 when he got the vice-president of a Hyderabad-based construction company arrested. Mr Ramachandra Rao Patri, Vice President of Soma Enterprise Limited, allegedly offered a bribe of ₹2 crores to Mr. Garg for settling a matter against the company. Garg immediately filed a complaint against the company executive and got him arrested. [17] [18]

Inspector General of Police

In 2022, Garg was promoted to the rank of Inspector General of Police and was later posted in the South Zone in Tamil Nadu. [19] In 2023, Garg was posted as Additional Commissioner of Police, Law, and Order (L&O), Chennai North. [20]

The 2013 Marakkanam violence was an incident of violence in Tamil Nadu between Pattali Makkal Katchi (PMK) and Dalit villagers in Marakkanam. The violence was instigated when drunk PMK cadres attacked Dalit villagers. The Dalit villagers blocked the road demanding their attackers be arrested which stopped the vehicle convoy taking PMK members to a youth festival organized by the Vanniyar Sangam at Mamallapuram. The PMK members attacked the Dalit colony and burned down nine huts of Dalits, they attacked homes of Muslims and offices of AIADMK MPs, they vandalized buses, felled trees among other things. In the ensuing violence, two PMK members were killed.

She served in the Indian Police Service (IPS) for 37 years until her retirement in 2018 and was the first woman police officer of India to lead a central paramilitary force. Her husband Ramasundaram served as a senior state IAS officer in the state of Tamil Nadu until 2011.

The arrest of shopkeepers P. Jeyaraj and his son J. Beniks by the Tamil Nadu Police in Sathankulam, Thoothukudi district on 19 June 2020 and their subsequent sexual and physical abuse in custody resulted in their deaths three days later. The incident sparked strikes and protests by Sathankulam shopkeepers against police brutality, attracting significant media coverage and celebrity attention. The incident shone a light on the impunity of provincial policing in Tamil Nadu; the complicity of the courts in turning a blind eye to police corruption; the involvement of the members of the community policing initiative "Friends of the Police" in acts of police brutality; and the negligence of doctors conducting medical inspections of detainees. In response to the outrage compensation was paid to affected family members; nine police officers were arrested, the remainder transferred to new locations, government support for the Friends of the Police organisation revoked, and an inquiry into the event handed over to the Central Bureau of Investigation.

The 2016 Ariyalur gang rape refers to the gang rape and murder of a pregnant 17-year-old minor Dalit girl, Nandhini, by a Union secretary and three of his friends in December 2016 in Ariyalur District. The men gang raped her and pulled out the fetus from her womb after cutting her genitalia with a blade. Nandhini died at the spot due to excessive bleeding. The men then threw her body into a nearby well. Her body was found in the well with her hands tied in a decomposed state, stripped of her clothes and jewellery.

The 2019 Ponparappi violence happened on April 18, 2019, during the polling day for the 2019 Indian general election in the village of Ponparappi, Tamil Nadu. The violence reportedly started as scuffles and agitations between the supporters of Viduthalai Chiruthaigal Katchi (VCK) and the members of Pattali Makkal Katchi (PMK) together with the members of Hindu Munnani, which reportedly led to violence by the members of the PMK on a Dalit colony. 60 to115 Dalit houses were damaged and Dalits were assaulted.

<span class="mw-page-title-main">2019 Pollachi sexual assault case</span> In Tamil Nadu, India

The Pollachi sexual assault case refers to a case of rape and extortion of numerous women by a gang in Pollachi, Coimbatore in the Indian state of Tamil Nadu. The gang would entice women into isolated places after befriending them on social media and sexually assault them and filmed the act. The videos were later used to blackmail the women for sexual favors or money. The gang came into spotlight after the family of a 19-year-old college student who claimed to had been sexually assaulted and blackmailed complained to the police. According to media accounts, at least 200 women are sexually assaulted in the very same manner and the victims were college and school teachers, doctors, higher secondary school students from all over the state. On the mobiles of the accused, police said they discovered dozens of video recordings of women being abused at a farmhouse belonging to one of the accused and some were leaked.

Two tumbler system or Double tumbler system is a practice of discrimination against Dalits where Dalits are not allowed to drink in the same tumblers used by members of caste. Tea store owners maintain separate cups for Dalits and members of caste. The practice is prevalent in parts of Tamil Nadu, Karnataka and Andhra Pradesh.

Ms K Bhavaneeswari IPS presently IGP/ Joint Director, Vigilance & Anti-Corruption, Chennai, has been transferred and posted as IGP, West Zone, Coimbatore.
