The Authorized Protective Eyewear List (APEL) is a list of protective eyewear tested and approved by the U.S. Military for use by its soldiers. The APEL includes spectacles and goggles optimized for different situations.

History

The APEL was created in 2006 because statistics showed that about 10% of battlefield injuries at that time included eye injuries. [1] The APEL is updated periodically; it usually contains more than a dozen types of non-prescription and prescription spectacles and goggles for different duty situations and soldier preferences. In 2010, the APEL was placed under the oversight of the Military Combat Eyewear Protection (MCEP) program under the office of PEO Soldier. [2]

Styles

The APEL also includes different styles to accommodate soldier preferences, with the goal of increasing the use of eye protection. Approved protective eyewear includes both military standard and commercial styles. [3] Soldiers serve in different situations with different types of risk for eye injury, from ballistic projectiles. Some styles can accommodate prescription lenses. Several types of goggles are available because they are optimized for certain purposes, such as regular use, use in vehicles, or use with night vision goggles. Some fit over regular eyeglasses, some can accommodate prescription lenses, and others are designed for those who do not wear eyeglasses. [4]

Performance

Eyewear on the APEL must meet the standards established by the Army Vision Conservation and Readiness Program. For ballistic resistance, this program requires that eyewear meet the current ANSI Z87 civilian standard. [5] Then the U.S. military standard (MIL-PRF-31013) must also be met.

The U.S. civilian standard for protective eyewear was revised in 2010. The previous version from 2003 was organized by the type of protector. The Z87.1-2010 version is organized by the type of hazard such as droplet and splash, impact, optical radiation, dust, fine dust, and mist. [6] Also, the 2003 version specified that protective products be marked as providing “Basic” or “High Impact” protection. In the Z87.1-2010 standard, there is no longer a distinction between levels of ballistic protection. Products are either non-impact or impact protectors. Products marked as impact protectors must pass all high-impact testing requirements and are marked as “Z87+”. Non-impact protectors are those which do not pass all high-impact testing requirements and are therefore marked only with “Z87” (no “+” sign).

The U.S. military standard (MIL-PRF-31013), requires (at a minimum) that ballistic eyewear can always withstand a 0.15 caliber, 5.8 grain, T37 shaped projectile at a velocity of 640 to 660 feet per second (approximately 3.8 mm 0.376 g at a velocity of 195 – 201 m/s). Goggles are required to stop a 17-grain fragment simulating projectile moving at a speed of 550 feet per second (approximately twice the energy impact of spectacles). For testing, the velocity of the projectile must be verified using sound or optical chronograph methods. The eyewear is put on an Alderson 50th percentile male headform. A 0.002  inch thick aluminum foil “witness sheet” is placed behind the area of impact. This sheet shows whether any small pieces penetrate or come off of the eyewear during the test. The eyewear being tested is hit one time straight on slightly toward the outside of the center of the lens. The eyewear fails the test if the aluminum foil witness sheet is punctured or if the eyewear is cracked.

In addition to ballistic performance, the U.S. military standard includes requirements for optical clarity, protection from UV rays, fit, chemical resistance, and environmental stability (properties won’t be changed by exposure to a range of temperatures or levels of humidity). [7] Though soldiers are increasingly exposed to explosive threats, there is currently no testing or performance requirements for blast resistance of approved eyewear.

Sunglasses or sun glasses are a form of protective eyewear designed primarily to prevent bright sunlight and high-energy visible light from damaging or discomforting the eyes. They can sometimes also function as a visual aid, as variously termed spectacles or glasses exist, featuring lenses that are colored, polarized or darkened. In the early 20th century, they were also known as sun cheaters.

Photokeratitis or ultraviolet keratitis is a painful eye condition caused by exposure of insufficiently protected eyes to the ultraviolet (UV) rays from either natural or artificial sources. Photokeratitis is akin to a sunburn of the cornea and conjunctiva, and is not usually noticed until several hours after exposure. Symptoms include increased tears and a feeling of pain, likened to having sand in the eyes.

The index of refraction for both of the glasses used in the bulletproof layers must be almost the same to keep the glass transparent and allow a clear, undistorted view through the glass. The Small Arms Protective Insert (SAPI) is a ceramic trauma plate used by the United States Armed Forces. It was first used in the Interceptor Body Armor, a ballistic vest. It is now also used in the Improved Outer Tactical Vest as well as the Modular Tactical Vest, in addition to commercially available "plate carriers". The Kevlar Interceptor vest itself is designed to stop projectiles up to and including 9×19mm Parabellum submachine gun rounds, in addition to fragmentation. To protect against higher-velocity rifle rounds, SAPI plates are needed.

Improved Outer Tactical Vest

Usage of personal protective equipment

The use of personal protective equipment (PPE) is inherent in the theory of universal precaution, which requires specialized clothing or equipment for the protection of individuals from hazard. The term is defined by the Occupational Safety and Health Administration (OSHA), which is responsible for PPE regulation, as the "equipment that protects employees from serious injury or illness resulting from contact with chemical, radiological, physical, electrical, mechanical, or other hazards." While there are common forms of PPEs such as gloves, eye shields, and respirators, the standard set in the OSHA definition indicates a wide coverage. This means that PPE involves a sizable range of equipment. There are several ways to classify them such as how gears could be physiological or environmental. The following list, however, sorts personal protective equipment according to function and body area.

Enhanced Combat Helmet (United States) Type of Combat helmet

The Enhanced Combat Helmet (ECH) is a United States Army program to replace the combat helmets of the U.S. Army, Air Force, Navy, and Marines using thermoplastics instead of the ballistic fibers used on the current generation combat helmets. The term "Enhanced Combat Helmet" was originally coined by Army Lieutenant Colonel William R. Schaffer.

The M2010 Enhanced Sniper Rifle (ESR), formerly known as the XM2010 and M24 Reconfigured Sniper Weapon System, is a sniper rifle developed by PEO Soldier for the United States Army. It is derived from the M24 Sniper Weapon System and replaced the existing M24s. After winning a competitive bidding process, Remington was awarded the production contract for up to 3,600 weapons. The Army had anticipated sending the upgraded weapons to deployed snipers in late 2010, but later expected fielding would happen in January 2011.

Blast-related ocular trauma comprises a specialized group of penetrating and blunt force injuries to the eye and its structure caused by the detonation of explosive materials. The incidence of ocular trauma due to blast forces has increased dramatically with the introduction of new explosives technology into modern warfare. The availability of these volatile materials, coupled with the tactics of contemporary terrorism, has caused a rise in the number of homemade bombs capable of extreme physical harm.

Ballistic eyewear is a form of glasses or goggles that protect from small projectiles and fragments. For the U.S. military, choices are listed on the Authorized Protective Eyewear List (APEL). Ballistic eyewear including examples that meet APEL requirements are commercially available for anyone who wishes to buy it. The history of protective eyewear goes back to 1880 and extends through to World War I and the present. There are three standards that are currently used to test the effectiveness of ballistic eyewear. These include a U.S. civilian standard, a U.S. military standard (MIL-PRF-31013), and a European standard.

Integrated Head Protection System

The Integrated Head Protection System (IHPS) is the United States Army's newest combat helmet. It was developed by the US Army Soldier Protection System (SPS) program, and is produced by Ceradyne, a 3M subsidiary. The helmet was first issued in 2019 to troops deploying to combat zones like Afghanistan, Iraq, and Syria.
