Axel Rubbestad (2 October 1888 - 6 August 1961) [1] was a Swedish farmer and politician. He represented the Farmers' League (currently the Centre Party) in the lower house of the Swedish bicameral parliament between 1933 and 1959,and he was a minister without portfolio in the coalition government headed by Per Albin Hansson which governed the country during World War 2. Rubbestad was Minister of Civil Affairs in 1943–44,and then Minister of Fuel from October 1944 until the government was dissolved in July 1945. [2]
Rubbestad was born as Axel Hansson in Ödeborg in Dalsland,which then belonged to Älvsborg County,as the eleventh of twelve siblings. He went to school in Uddevalla and Gothenburg,and intended to become a clergyman;for health reasons he was not able to finish his studies,and he became a tenant farmer at the estate Rubbestad near Ödeborg. In 1936 he moved to Vrine,another farm in the same area. [1]
When Axel Hansson became a member of Parliament in 1933,there were several other members called Hansson. Conforming to the convention in the Swedish parliament,he added the name of his home to his name,and went by "Axel Hansson in Rubbestad". When he became a government minister he legally changed his last name in order to avoid being confused with the Prime Minister,Per Albin Hansson. [1]
He married Augusta Johansson (1894-1971) in 1914. [1]
Rubbestad had a conservative outlook and frequently argued in favour of frugality and against public spending. He was an opponent of higher education,he believed that married women should not work outside the home,and he did not approve of public funding for secular cultural purposes such as the Royal Swedish Opera. [1] He had an isolationist stance during the war,and argued against Sweden's joining the United Nations. [2] In 1951,he demanded that the author Vilhelm Moberg should be sentenced to two years in prison,due to a scene in his novel The Emigrants where a prostitute identifies a church warden as one of her former clients. [3]
Towards the end of his political career he disagreed more and more frequently with the other Farmers' League MPs:he was a vocal opponent of the ordination of women within the Church of Sweden,he argued against the proposed switch to right-hand driving,and he was negative to the Farmers' League being in government together with the Social Democrats between 1951 and 1957. [1]
Per Albin Hansson was a Swedish politician,chairman of the Social Democrats from 1925 and two-time Prime Minister in four governments between 1932 and 1946,governing all that period save for a short-lived crisis in the summer of 1936,which he ended by forming a coalition government with his main adversary,Axel Pehrsson-Bramstorp. During World War II,in which Sweden maintained a policy of neutrality,he presided over a government of national unity that included all major parties in the Riksdag with the exception of the Communist Party. Forging the Social Democratic grip on Swedish politics that would last throughout the century,Hansson left an astounding legacy on his party as well as creating the idea of Sweden to become "Folkhemmet","The People's Home". This remained intact until the early 1990s,including a strict policy of neutrality,a wide-stretching welfare state through parliamentary legislation,and reformist social corporatism rather than Marxist socialization of the means of production. Following the war,Hansson formed a Social Democratic cabinet enjoying absolute majority in the Riksdag before succumbing to a heart attack on his way home from work late at night on 6 October 1946.

Folkhemmet is a political concept that played an important role in the history of the Swedish Social Democratic Party and the Swedish welfare state. It is also sometimes used to refer to the long period between 1932 and 1976 when the Social Democrats were in power and the concept was put into practice,but also works as a poetic name for the Swedish welfare state. Sometimes referred to as "the Swedish Middle Way",folkhemmet was viewed as midway between capitalism and socialism. The base of the folkhem vision is that the entire society ought to be like a family,where everybody contributes,but also where everybody looks after one another. The Swedish Social Democrats' successes in the postwar period is often explained by the fact that the party managed to motivate major social reforms with the idea of the folkhem and the national family's joint endeavor.

After the 1940 general election,the government represented 227 out of the 230 seats in parliament,and after 1944 general election,215 out of 230.
