Bashkim Pitarka is an Albanian former diplomat. He served as Permanent Representative of Albania to the United Nations from 1986 to 1991.

Pitarka served as Permanent Representative of Albania to the United Nations from 1986 to 1991. [2] [3] [4] [5] [6] In October 1989 he called for the dispersal of the NATO and the Warsaw Treaty military alliances. [7]
In September 1990,after a series of talks with the United States to establish diplomatic relations after a break of 51 years,Pitarka said:"We have crossed our fingers. We are ready and we are waiting for a reply. We are waiting for the last O.K. from the President of the United States. We are ready to begin tomorrow." [8]
Albania is a unitary parliamentary constitutional republic,in which the president of Albania is the head of state and the prime minister of Albania is the head of government in a multi-party system. The executive power is exercised by the Government and the prime minister with its Cabinet. Legislative power is vested in the Parliament of Albania. The judiciary is independent of the executive and the legislature. The political system of Albania is laid out in the 1998 constitution. The Parliament adopted the current constitution on 28 November 1998. Historically Albania has had many constitutions. Initially constituted as a monarchy in 1913,Albania became briefly a republic in 1925,and then a authoritarian monarchy in 1928. In 1939 Albania was invaded by Fascist Italian forces,imposing a puppet state,and later occupied by Nazi German forces. Following the partisan liberation from the Nazis in 1944 a provisional government was formed,which by 1946 had transformed into a communist one-party state. In March 1991 democracy was restored with multi-party elections.

Yuli Mikhailovich Vorontsov was a Soviet and Russian diplomat,President of International Centre of the Roerichs (Moscow). In the mid-1970s he was Chargéd'Affaires at the Soviet embassy in Washington under Ambassador Dobrynin. He was then Ambassador to India (1978-1983) and France (1983-1986). He returned to Moscow to be the first deputy foreign minister (1986-1990) and participated in arms reduction talks with the United States. In 1988-1989,he was simultaneously the Ambassador to Afghanistan as Soviet troops withdrew from the country. He then served as the last Soviet ambassador to United Nations between 1990 and 1991 and as the first Russian Permanent Representative to the UN from 1991 to 1994. After this he served as the Russian ambassador to the United States from 1994 to 1998. In 2000 Vorontsov was chosen as the high-level coordinator for issues related to a paragraph of United Nations Security Council Resolution 1284 which once again required Iraq to face "its obligations regarding the repatriation or return of all Kuwaiti and third country nationals or their remains,[and] the return of all Kuwaiti property [...] seized by Iraq".
Adrian Neritani was the Permanent Representative of Albania to the United Nations. He assumed the position in 2006,replacing Agim Nesho,and remained in it until 2009. Concurrently he served as non-resident ambassador to Cuba.
Fadil Hoxha was a Yugoslavian ethnic-Albanian communist revolutionary and politician from Kosovo. He was a member of the Communist Party and fought in the Yugoslav Partisans during World War II. AndréAdam was a Belgian-French diplomat. His postings during his lengthy diplomatic career included Consul General of Belgium in Los Angeles (1982–1986),Ambassador to Algeria (1986–1990),Ambassador to Zaire (1990–1991),Ambassador to the United States (1994–1998),and Permanent Representative to the United Nations (1998–2001). He was killed in the double suicide bombing at Brussels Airport on 22 March 2016.

Relations between East Germany and the United States formally began in 1974 until the former's collapse in 1990. The relationship between the two nations was among the most hostile during the Cold War as both sides were mutually suspicious of each other. Both sides conducted routine espionage against each other and conducted prisoner exchanges for their respective citizens which included spies for both the Americans and Soviets.
