Bemanya Twebaze is a Ugandan lawyer and corporate executive, who currently serves a four-year term as Director General of the African Regional Intellectual Property Organization (ARIPO). [1] Previously, from 2012 to 2020, he was Uganda's Registrar General and Official Receiver of the Uganda Registration Services Bureau. [2]

Education

He holds a Bachelor of Laws, awarded by Makerere University, in Kampala, Uganda's capital and largest city. He also holds a Diploma in Legal Practice from the Law Development Centre, also in Kampala. His Master of Business Administration was obtained from the Eastern and Southern African Management Institute. [2]

Career

Mr. Twebaze originally worked as a lawyer in the areas of commercial law, business registration, intellectual property and insolvency, with experience in managing and concluding the liquidation of large parastatals. [2]

In his role as Registrar General, he worked with other government agencies and stakeholders, to shorten the time it takes to register a business, from four days, to two hours. [3]

In November 2020, he was elected by the Administrative Council of ARIPO as the organisation's Director General for a four-year term beginning 1 January 2021. [4]

Other responsibilities

In May 2017, Bemanya Twebaze, was appointed receiver-manager of Uganda Telecom Limited, a parastatal company which had failed to meet its financial obligations. [5] Although a forensic audit by PricewaterhouseCoopers determined UTL's liabilities at Sh700 billion (approx. US$196 million), with total assets valued at Sh248 billion (approx. US$69 million), Bemanya Twebaze is optimistic that the business can be revived back to profitability. [6]

In January 2020, the High Court of Uganda replaced Bemanya Twebaze with Ruth Sebatindira, as the Administrator of UTL, in court-appointed receivership. The court ruling was on 2 January 2020 and the hand-over of office occurred on 6 January 2020. [7]

MTN Uganda

MTN Uganda is the largest telecom company in Uganda, with 11.2 million subscribers, accounting for 55 percent market share, as of 30 June 2017. By 31 December 2019, its customer base had increased to 12.6 million customers. In March 2021, the Uganda Communications Commission estimated the number of MTN customers in Uganda at 15 million, out of 28.3 million mobile network subscribers, thereby attaining a 53 percent market share.

Evelyn Anite Kajik, commonly known as Evelyn Anite, is a Ugandan journalist and politician. She is the State Minister of Finance for Investment and Privatization in the Ugandan Cabinet since 6 June 2016. Previously, she served as State Minister for Youth. She was appointed to that position on 1 March 2015, replacing Ronald Kibuule, who was appointed State Minister for Water Resources. She also serves as the elected Member of Parliament for Koboko Municipality, in the West Nile sub-region, in the Northern Region of Uganda, a position she has occupied since 2011. in the 2020 National resistance movement (NRM) flag bearer elections, Anite lost her bit to retain the seat of MP koboko munisparity, Dr Charles Ayume son of former speaker of the Ugandan parliament hon. Francis Ayume won the elections.

The Uganda Registration Services Bureau (URSB) is a semi-autonomous government agency, established by Act of Parliament in 1998 in Uganda. URSB is responsible for civil registrations, business registrations, registration of patents and intellectual property rights, and any other registrations required by law.

The National Identification and Registration Authority (NIRA) is a government-owned organisation in Uganda, mandated to register births and deaths in the country and to develop a National Identification Register for both citizens and legally resident non-citizens. Mercy Kyomugasho Kainobwisho, is a Ugandan lawyer, business administrator and corporate executive, who serves as the Registrar General and Executive Director of the Uganda Registration Services Bureau (URSB), effective December 2020. Prior to her current position, she served as the Director of Intellectual Property at URSB.
