The Benazir Income Support Programme (BISP) is a federal unconditional cash transfer poverty reduction program in Pakistan. Launched in July 2008, it was the largest single social safety net program in the country with nearly Rs. 90 billion ($900 million) distributed to 5.4 million beneficiaries in 2016. [3]
The program distributed Rs.19,338 (or approx. $195) per annum distributed per month in the year 2016. [4] The stipend is linked to the Consumer Price Index and is paid through a smart card. [5] The Department for International Development of the United Kingdom is the largest foreign backer of the program, providing $244 million (or 27%) of the total funds in 2016 with the Pakistani Government providing the rest. A separate ministry, Ministry of Poverty Alleviation and Social Safety (PASS), was established [8] and Benazir Income Support Program was made part of the Poverty Alleviation and Social Security Division. [9]
The Benazir Income Support Programme was established in 2008 by Yousaf Raza Gillani who took the advice of President Asif Ali Zardari. The program's name is a tribute to former Prime Minister and wife of President Asif Ali Zardari, Benazir Bhutto, who was assassinated in 2007. [10]
Since 2005, the purchasing power of many Pakistani families has been eroded by high inflation and the increasing cost of food and oil. BISP arose against this backdrop as a means to address reductions in purchasing power. [11] Along with the economic development aims of the program, BISP also seeks to empower women by presenting cash transfers directly to female members of households. [12]
BISP is currently the largest aid program in Pakistan and the government's third largest budgetary allocation. BISP spending accounts for 0.3% of Pakistan's GDP. [11]
In the 2008–2009 fiscal year, more than 3 million Pakistani families received cash transfers through BISP; this figure accounts for 1.5% of the general population [11] and 10% of the population below the poverty level. For the 2009–2010 fiscal year, the program was expanded to cover 5 million low-income families. [11] At the program's start in 2008, the Pakistani government allocated RS 34 billion, or $425 million, for BISP; the allocation doubled to RS 70 billion, or $875 million in the following year. [12]
The Benazir Income Support Programme is planning to launch a new initiative that encourages human capital development through a conditional cash transfer. The Waseela-e-Taleem initiative will condition cash payments on primary school enrolment for the children of eligible families. [12] On 18 June 2017, BISP launched an e-commerce platform for its beneficiaries. [13]
The Benazir Income Support Programme has been implemented in the provinces of Punjab, Sindh, Baluchistan, and Khyber-Pakhtunkhwa. The program also operates in the federally administered regions of Azad Jammu and Kashmir, and the Islamabad Capital Territory. [12]
In its first year of operation, recipients of BISP cash transfers were identified and selected by Parliamentarians through a process of recommendation. Each Parliamentarian received 8,000 forms to distribute throughout his or her constituency. Selected individuals underwent an eligibility verification process through the National Database and Registration Authority. A final list of eligible families was generated and sent to the postal service. Funds were disbursed from the Treasury directly to the postal service and then delivered to the female head of eligible households. [11]
In April 2009, the process for identifying and selecting eligible families through Parliamentarian recommendation was ended. The identification process has been reformed and now uses a Poverty Scorecard. Through the Poverty Scorecard, families are identified through a proxy means test. [12] The Poverty Scorecard has been approved by the World Bank and requires families to answer 13 questions regarding assets and expenses in a survey. [10] The poverty survey has been tested in 16 districts and will be distributed nationwide. [12]
Internal monitoring systems are being developed to track deliveries and payment amounts to eligible families. Another mechanism to address corruption and political favouritism is being considered that would allow a neutral third party access to the list of eligible families to verify eligibility. [11]
Recently, BISP has expanded to include several special initiatives. The Waseela-e-Haq program empowers women through the provision of small loans. A vocation training program, Waseela-e-Rozgar, offers members of eligible families up to 1 year of professional training. The Waseela-e-Sehat program provides financial assistance specifically for obtaining basic health care. BISP will launch its first program that conditions cash payments on schooling. The Waseela-e-Taleem initiative will require families receiving cash payments to enroll children between the ages of 5 and 12 to enroll in primary education. [12]
BISP also provides cash payments for emergency relief efforts. These payments are similar to the payments received by low-income families but are distributed to families affected by terrorism, war, and natural disasters such as earthquakes. [12]
To be eligible for cash payments under BISP, families must earn less than RS 6,000 per month; equivalent to $67. [11] Further eligibility requirements stipulate that:

Eligible families receive cash payments of 8500 quarterly. This amount increases the purchasing power for families earning approximately RS 2,800 each month by 20%. Most low-income families spend 50–70% of total income on food alone. According to BISP, the cash payment of RS 8,500 every quarter, or RS 2,833 each month, will allow a family of 5–6 to purchase 20–25 days worth of flour. [11]
Since the program's inception, critics have pointed out several overall flaws in the Benazir Income Support Program design. Some claim that the amount of RS 3000 bi-monthly, or RS 1,500 per month, is not enough to move impoverished families above the poverty line as this would require RS 2,550 per month. Another major flaw with BISP is its lack of conditionality. Conditional cash transfer programs in Latin America have experienced greater degrees of success because recipient families must meet certain requirements before receiving a cash payment. [10] These programs build human capital through requiring recipients to enroll their children in primary education, participate in health and nutrition seminars, and visit health care providers. [15] The BISP programmes also seems to be moving to this direction given that that Waseela-e-Taleem and Nashonuma component are both conditional requiring beneficiaries' to change both health and education seeking behaviour. The Unconditional Cash Transfer component of the BISP previously renamed Kifalat, is also being built up to encourage savings which would be matched by through government subsidies. [16] Some experts have argued that attaching conditionalities to social safety net programmes moves them away from the conception of Negative Income Tax initially proposed by Milton Friedman by assuming that it is behaviour on part of the beneficiaries which is to blame for their poverty while ignoring deep rooted structural inequalities in society which may limit individual's ability to effectively participate in the labour Market. One such example from Pakistan is that of transgenders who would be restricted from accessing the labour market in any meaningful manner unless the society around them changes.
There have also been accusations of corruption and political favouritism. By some estimates, only 50–60 percent of beneficiaries actually receive cash payments from BISP. The previous method of identifying families through the recommendation of Parliamentarians was flawed. Many have claimed that Parliamentarians simply recommended their own family and friends to receive cash payments. [10] It has been pointed out that there is a disproportionate number of families receiving BISP aid in geographic areas where the ruling Pakistan People's Party dominates. For example, in the Prime Minister's hometown of Multan, there is twice the number of people receiving BISP payments than in Lahore, the opposition party's stronghold. Punjab, another area where opposition parties dominate, has the lowest ratio of eligible families—1,974 for every 100,000 people; versus 6,829 families for every 100,000 people in Sindh, the ruling party's stronghold. Beneficiaries have also complained that the postal service charges an additional RS 100 to RS 200 for each delivery of payment. [10] [17]
Other critics have argued that as the Benazir Income Support Programme makes up a substantial portion of the Pakistani government's budget, impact evaluations should be conducted to evaluate the benefits and actual need for the program. [10]

Supplemental Security Income (SSI) is a means-tested program that provides cash payments to disabled children, disabled adults, and individuals aged 65 or older who are citizens or nationals of the United States. SSI was created by the Social Security Amendments of 1972 and is incorporated in Title 16 of the Social Security Act. The program is administered by the Social Security Administration (SSA) and began operations in 1974.
Welfare spending is a type of government support intended to ensure that members of a society can meet basic human needs such as food and shelter. Social security may either be synonymous with welfare, or refer specifically to social insurance programs which provide support only to those who have previously contributed, as opposed to social assistance programs which provide support on the basis of need alone. The International Labour Organization defines social security as covering support for those in old age, support for the maintenance of children, medical treatment, parental and sick leave, unemployment and disability benefits, and support for sufferers of occupational injury.
Child benefit or children's allowance is a social security payment which is distributed to the parents or guardians of children, teenagers and in some cases, young adults. Countries operate different versions of the benefit. In most child benefit is means-tested and the amount paid is usually dependent on the number of children.
Guaranteed minimum income (GMI), also called minimum income, is a social-welfare system that guarantees all citizens or families an income sufficient to live on, provided that certain eligibility conditions are met, typically: citizenship and that the person in question does not already receive a minimum level of income to live on.
The Assured Income for the Severely Handicapped (AISH) is a provincial program established in 1979 in Alberta, Canada, that provides financial and health related benefits to eligible adult Albertans under the age of 65, who are legally identified as having severe and permanent disabilities that seriously impede the individual's ability to earn a living. The total AISH caseload was 69,785 in 2020, which represents 1.6% of Alberta's population. For those eligible for AISH, benefits include a monthly payment, as well as access to a number of services and/or subsidies, including prescriptions, dental and optical services. In 2020, the primary medical conditions of 44.1% of AISH recipients were related to physical disabilities, 30.4% were related to mental illness disorders, and 25.4% to cognitive disorders, and over 40% of AISH recipients were over fifty years of age. By 2020, the maximum AISH rate for a single person was C$1,685 per month. AISH was indexed to the Consumer Price Index in 2018, de-indexed in 2020, and is being indexed again beginning January 2023. Since 1998, there has been a C$100,000 limit on the amount of liquid assets an AISH recipient can possess. There is also a dollar for dollar claw back on any form of additional income above a set amount that an individual or a family unit receiving AISH, might earn or receive. Such offsets include federal aid, such as Canadian Emergency Response Benefit (CERB), Canada Pension Plan (CPP) disability benefits, a spouse's income, disability benefits through a private insurance plan, and/or Worker Compensation Board (WCB) benefits.
Bolsa Família is the current social welfare program of the Government of Brazil, part of the Fome Zero network of federal assistance programs. Bolsa Família provided financial aid to poor Brazilian families. In order to be eligible, families had to ensure that children attend school and get vaccinated. If they exceeded the total of permitted school absences, they were dropped from the program and their funds were suspended. The program attempted to both reduce short-term poverty by direct cash transfers and fight long-term poverty by increasing human capital among the poor through conditional cash transfers. It also worked to give free education to children who couldn't afford to go to school, to show the importance of education. In 2008, The Economist described Bolsa Família as an "anti-poverty scheme invented in Latin America [which] is winning converts worldwide." The program was a centerpiece of former president Luiz Inácio Lula da Silva's social policy and is reputed to have played a role in his victory in the general election of 2006. Bolsa Família was the largest conditional cash transfer program in the world, though the Mexican Oportunidades was the first nationwide program of this kind.
Conditional cash transfer (CCT) programs aim to reduce poverty by making welfare programs conditional upon the receivers' actions. The government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. CCTs seek to help the current generation in poverty, as well as breaking the cycle of poverty for the next through the development of human capital. Conditional cash transfers could help reduce feminization of poverty.
Oportunidades is a government social assistance program in Mexico founded in 2002, based on a previous program called Solidaridad, created in 1988 and renamed Progresa in 1997. It is designed to target poverty by providing cash payments to families in exchange for regular school attendance, health clinic visits, and nutrition support. Opportunity NYC was an experimental conditional cash transfer program (CCT) by the Mayor of New York City, Michael Bloomberg. Announced in April 2007, it was the first CCT program to be launched in the United States. Its initial phases were funded by a number of private partners including The Rockefeller Foundation, Robin Hood Foundation, the Open Society Institute, Starr Foundation, AIG, and Mayor Bloomberg's own Bloomberg Family Foundation. The program is being evaluated by MDRC, a nonprofit research firm, using a random assignment research design. Opportunity NYC is administered by Seedco, a nonprofit community development organization. The program ended on 31 August 2010.
Marvi Memon is a Pakistani politician who recently served as Chairperson of the Benazir Income Support Programme, from February 2015 until June 2018. She had been a member of the National Assembly of Pakistan from March 2008 to June 2011 and again from June 2013 to May 2018.
A cash transfer is a direct transfer payment of money to an eligible person. Cash transfers are either unconditional cash transfers or conditional cash transfers. They may be provided by organisations funded by private donors, or a local or regional government.
The Public Distribution System (PDS) is a food security system that was established by the Government of India under the Ministry of Consumer Affairs, Food and Public Distribution to distribute food and non-food items to India's poor at subsidised rates. Major commodities distributed include staple food grains, such as wheat, rice, sugar and essential fuels like kerosene, through a network of fair price shops established in several states across the country. Food Corporation of India, a government-owned corporation, procures and maintains the PDS.
The National Health Mission (NHM) was launched by the government of India in 2013 subsuming the National Rural Health Mission and National Urban Health Mission. It was further extended in March 2018, to continue until March 2020. It is headed by Mission Director and monitored by National Level Monitors appointed by the Government of India.Rural Health Mission (NRHM) and the recently launched National Urban Health Mission (NUHM). Main program components include Health System Strengthening (RMNCH+A) in rural and urban areas- Reproductive-Maternal- Neonatal-Child and Adolescent Health, and Communicable and Non-Communicable Diseases. NHM envisages achievement of universal access to equitable, affordable and quality health care services that are accountable and responsive to the needs of the people.
The National Social Assistance Programme (NSAP) is a Centrally Sponsored Scheme of the Government of India that provides financial assistance to the elderly, widows and persons with disabilities in the form of social pensions. The NSAP scheme only includes Below Poverty Line individuals as beneficiaries.
In Brazil, universal basic income has been discussed at least since the 1980s. In 2001 a law was introduced by Senator Eduardo Suplicy of the Brazilian Workers Party which mandated the progressive institution of such a welfare system. By this move Brazil became the first country in the world to pass such a law. Suplicy had previously introduced a bill to create a negative income tax, but that bill failed to pass. The new bill called for a national and universal basic income to be instituted, beginning with those most in need. The bill was approved by the Senate in 2002 and by the Chamber of Deputies in 2003. President Lula da Silva signed it into law in 2004, and according to the bill it is the president's responsibility to gradually implement the reform. Since then Brazil has started to implement the bill through the Bolsa Família program, which was a centerpiece of President Luiz Inácio Lula da Silva's social policy, and is reputed to have played a role in his victory in the Brazilian presidential election, 2006.
Pantawid Pamilyang Pilipino Program, also known as 4Ps and formerly Bangon Pamilyang Pilipino, is a conditional cash transfer program of the Philippine government under the Department of Social Welfare and Development. It aims to eradicate extreme poverty in the Philippines by investing in health and education particularly in ages 0–18. It is patterned on programs in other developing countries like Brazil and Mexico (Oportunidades). The 4Ps program now operates in 17 regions, 79 provinces and 1,484 municipalities and 143 key cities covering 4,090,667 household beneficiaries as of June 25, 2014.
Universal basic income in India refers to the debate and practical experiments with universal basic income (UBI) in India. The National Social Investment Program of Nigeria is a social welfare initiative launched by the federal government of Nigeria in 2015. The program, overseen by the National Social Investment Office, aims to promote equitable resource distribution to vulnerable populations, such as children, youth, and women. Under President Muhammadu Buhari's administration, four key programs have been implemented to mitigate the effects of poverty and foster economic development.
Ehsaas Programme was a social safety net and poverty alleviation programme launched by the Government of Pakistan in 2019. Imran Khan, the then Prime Minister of Pakistan, called it a key initiative towards a welfare state that the Pakistan Tehreek-e-Insaf party had promised to the people of Pakistan in their election manifesto. It is aimed at uplifting the backward class, reducing inequality, investing in the masses, and lifting-off the lagging districts in the country.
The Poverty Alleviation and Social Safety Division is a division of the Cabinet Secretariat in Pakistan that was established in 2020. It's responsible for formulating and implementing policies and programs aimed at reducing poverty, improving social safety nets, and providing assistance to vulnerable segments of society.
