The Central Superior Services is a permanent elite civil service authority and the civil service that is responsible for running the bureaucratic operations and government secretariats and directorates of the Cabinet of Pakistan. The Government of Punjab is the provincial government of the Pakistani province of Punjab. It is based in Lahore, the provincial capital. The Pakistan Administrative Service, or PAS is an elite cadre of the Civil Services of Pakistan. The Pakistan Administrative Service over the years has emerged as the most consolidated and developed post-colonial institution in Pakistan, with the PAS officers of Grade 22 often seen as stronger than the federal government ministers. The service of PAS is generalist in nature and officers are assigned to different departments all across Pakistan during the course of their careers. Almost all of the country's highest-profile positions such as the Federal Secretaries, the provincial Chief Secretaries, and chairmen of top-heavy organizations like the National Highway Authority, Trading Corporation of Pakistan and State Life Insurance Corporation usually belong to the Pakistan Administrative Service.

Recruitment both at tier and occupation in service and group vary commensurate with qualification. All services are organized in hierarchical order and officials serving therein are categorized in various grades for the sake of smooth, transparent and meticulous execution of task and are paid accordingly. Jalil Abbas Jilani is a retired Pakistani diplomat who served in Grade 22 as the Foreign Secretary of Pakistan. He is currently serving as the outgoing Caretaker Minister of Foreign Affairs, in office since 17 August 2023. He was born on February 3, 1955, in Multan to a family known for high-profile bureaucrats. He served as the 22nd Ambassador of Pakistan to the United States from December 2013 to February 2017, and previously served as the Foreign Secretary of Pakistan from March 2012 to December 2013. The current Establishment Secretary is Inamullah Dharejo.
Sikandar Sultan Raja is a retired Pakistani civil servant who serves as the Munshi Election Commissioner in office since January 2020. He retired from civil service in BPS-22 grade and has the honor of having served at the top bureaucratic positions such as the Railways Secretary, Petroleum Secretary, SAFFRON Secretary, Federal Secretary Aviation and Chief Secretary of both Azad Kashmir and Gilgit-Baltistan.
National Institute of Management (NIM), formerly known as National Institute of Public Administration (NIPA), is a constituent unit of National School of Public Policy (NSPP) and was established to impart training for Civil Servants of Pakistan.
Grade 22 is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 3-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan, only a few dozen officers serve in BPS-22 grade at a given time. Hence, not even 1% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country.
Syed Abu Ahmad Akif is a retired Pakistani civil servant who served in BPS-22 grade as the Cabinet Secretary and Climate Change Secretary of Pakistan. Akif belongs to the Pakistan Administrative Service and was promoted to the rank of Federal Secretary by Prime Minister Nawaz Sharif in 2016. A topper of the 1982 CSS examinations, Akif is known for his performance as Director General of Pakistan's Hajj mission in Saudi Arabia from 2010 to 2015 and later as the longest serving Secretary of the Ministry of Climate Change.
The Central Selection Board (CSB) of the Establishment Division is supposed to meet twice in a year to consider promotion opportunities for the appointed employees of Civil Service of Pakistan to BPS-20 grade and BPS-21 grade. The board is chaired by the chairman of the Federal Public Service Commission (FPSC), with its members being Establishment Secretary, Cabinet Secretary, four federal secretaries each having domicile of one of the four provinces and all four provincial chief secretaries. From the Parliament, one member of the Senate of Pakistan and one member of the National Assembly of Pakistan (MNA) are appointed to sit on the board. The secretary of the board is Additional Secretary Establishment Division.
Sajjad Saleem Hotiana is a retired Pakistani civil servant who served in BPS-22 grade as Chief Secretary Sindh. Hotiana also served as Chief Secretary Gilgit Baltistan and Senior Member Federal Land Commission. After retirement from active civil service, he tenured as Member of Punjab Public Service Commission (PPSC). He is civil service batchmates with Babar Yaqoob Fateh Muhammad, Shehzad Arbab and Tariq Bajwa.
Raja Muhammad Abbas is a retired Pakistani civil servant who served in BPS-22 grade as the Federal Secretary Ministry of Interior, Board of Investment, & Ministry of Housing & Works. Interior Secretary of Pakistan and Chief Secretary Sindh. Abbas belongs to the Pakistan Administrative Service and was a part of Pakistan Navy before joining the elite civil services.
Muhammad Sualeh Ahmad Faruqi is a Pakistani civil servant who serves in BPS-22 grade, the highest attainable rank for a civil servant, as the Commerce Secretary of Pakistan, in office since July 2020. Faruqi belongs to the Pakistan Administrative Service and was promoted to the rank of Federal Secretary in June 2020. He hails from Sindh and holds a master's degree from the London School of Economics. In 2022 after the retirement of Federal Secretary Rizwan Ahmed, Sualeh Faruqi being the next senior-most grade 22 officer from Sindh was appointed as Member of the Central Selection Board- the prestigious body responsible for promotion of the country's senior civil servants.
