The Central Superior Services is a permanent elite civil service authority and the civil service that is responsible for running the bureaucratic operations and government secretariats and directorates of the Cabinet of Pakistan. The Prime Minister is the final authority on all matters regarding the civil service.
The Government of the Punjab is the provincial government of the Pakistani province of the Punjab. It is based in Lahore, the provincial capital. Its powers and structure are set out in the provisions of the Constitution, in which 41 districts come under its authority and jurisdiction. The government includes the cabinet, selected from members the Punjab Provincial Assembly, and the non-political civil staff within each department. Situated in Lahore, Pakistan, the Civil Services Academy Lahore is an academy for training the young bureaucrats of the country who are commissioned by the Federal Public Service Commission (FPSC) through a very competitive and tough exam known as Central superior services exam abbreviated as "CSS", was established in 1948 for the training of fresh entrants to the Bureaucracy of Pakistan Central superior services and was originally called Pakistan Administrative Services Academy.
The Pakistan Administrative Service, or PAS is an elite cadre of the Civil Services of Pakistan. The Pakistan Administrative Service over the years has emerged as the most consolidated and developed post-colonial institution in Pakistan, with the PAS officers of Grade 22 often seen as stronger than the federal government ministers. The Foreign Service of Pakistan is part of the Central Superior Services of Pakistan. It was formally created in October 1952, after having been an improvised organization since the creation and independence of Pakistan in 1947. Its old name was Foreign Service of India working within the Indian Civil Service before 1947. After 1947, its recruitment and hiring of employees is done through the larger organization Civil Service of Pakistan. Chaudhry Sir Muhammad Zafarullah Khan was a Pakistani jurist and diplomat who served as the first Foreign Minister of Pakistan. After serving as foreign minister he continued his international career and is the only Pakistani to preside over the International Court of Justice. He also served as the President of the UN General Assembly. He is the only person to date to serve as the President of both UN General Assembly and the International Court of Justice.
The Punjab Prisons is a correctional organization, a uniformed service and an attached department of the provincial Home Department in Punjab, Pakistan. The organization works under administrative control of the Additional Chief Secretary Home to Government of the Punjab, Pakistan. Functional head of the organization is Inspector General of Prisons who manages 69 prisons in the province. The organization is responsible for custody, control, care and correction of prisoners confined in various central, district and special jails in the province of Punjab, Pakistan).

Grade-22 is the highest attainable rank for a Civil Servant in Pakistan. Grade 22 is equal to a 4-star rank of the Pakistan Armed Forces. With over five hundred thousand civil servants and bureaucrats in Pakistan, only a few dozen officers serve in BPS-22 grade at a given time. Hence, not even 1% of the country's civil servants and/or bureaucrats make it to the highest rank. Officers serving in BPS-22 grade are largely considered to be the most influential individuals in the country.

Kamran Lashari is a Pakistani retired civil servant of the Pakistan Administrative Service who served in BPS-22 grade at the top bureaucratic offices including as Petroleum Secretary of Pakistan and Chief Secretary Sindh. Lashari is best known for his five-year stint as chairman of the Capital Development Authority during the government of Pervez Musharraf. After retirement from active civil service, Lashari remained president of the Lahore Gymkhana and director general of the Walled City of Lahore Authority.
Muhammad Sualeh Ahmad Faruqi is a Pakistani civil servant who serves in BPS-22 grade, the highest attainable rank for a civil servant. Faruqi belongs to the Pakistan Administrative Service and holds a master's degree from the London School of Economics. In 2022 after the retirement of Federal Secretary Rizwan Ahmed, Sualeh Faruqi being the next senior-most grade 22 officer from Sindh was appointed as Member of the Central Selection Board- the prestigious body responsible for promotion of the country's senior civil servants.
