Betty Jean Sapp (born 1955) is the former Director of the National Reconnaissance Office (DNRO). [2] She served as a United States Air Force Officer in a variety of roles,before joining the Central Intelligence Agency in 1997. She was the first female Director of the NRO,serving nearly seven years.
Sapp is a native of St. Louis,Missouri,and now resides in Alexandria,Virginia. [3] She holds a Bachelor of Arts,and an M.B.A. in Management,both from the University of Missouri. She is also Level III certified in Government Acquisition and was certified as a Defense Financial Manager.
She began her government career as a United States Air Force officer in a variety of acquisition and financial management positions,including:business management positions in the NRO;as a Program Element Monitor at the Pentagon for the Milstar system;as Program Manager for the Fleet Satellite Communications System program at the Space and Missile Systems Center in Los Angeles,California;and as manager of a joint-service development effort for the A-10 engine at Wright-Patterson Air Force Base in Dayton,Ohio.
In 1997,she joined the Central Intelligence Agency. She was assigned to the NRO where she served in a variety of senior management positions. In 2005,she was appointed the Deputy Director,Business Plans and Operations,where she was responsible for all NRO business functions,including budget planning,current year financial operations,contracting,financial statements,business systems development,cost estimating,and legislative affairs.
In May 2007,Sapp was appointed Deputy Under Secretary of Defense for Portfolio,Programs and Resources in the Office of the Under Secretary of Defense for Intelligence,responsible for executive oversight of defense intelligence-related acquisition programs,the planning,programming,budgeting and execution of the Military Intelligence Program.
She was appointed the Principal Deputy Director,National Reconnaissance Office (PDDNRO) on April 15,2009. In July 2012,she was appointed Director of the NRO,becoming the first woman to hold that position. [4] She left the agency in April 2019. [5] As of May 29,2019,she was named as a member of the BALL board of directors. [6]
The National Reconnaissance Office (NRO) is a member of the United States Intelligence Community and an agency of the United States Department of Defense which designs,builds,launches,and operates the reconnaissance satellites of the U.S. federal government,and provides satellite intelligence to several government agencies,particularly signals intelligence (SIGINT) to the NSA,imagery intelligence (IMINT) to the NGA,and measurement and signature intelligence (MASINT) to the DIA. The NRO announced in 2023 that it plans within the following decade to quadruple the number of satellites it operates and increase the number of signals and images it delivers by a factor of ten.
The director of national intelligence (DNI) is a senior,cabinet-level United States government official,required by the Intelligence Reform and Terrorism Prevention Act of 2004 to serve as executive head of the United States Intelligence Community (IC) and to direct and oversee the National Intelligence Program (NIP). All IC agencies report directly to the DNI. The DNI also serves,upon invitation,as an advisor to the president of the United States,the National Security Council and the Homeland Security Council on all intelligence matters. Edward "Pete" Cleveland Aldridge Jr. is an aerospace engineer and former government official in the U.S. Defense Department. Bruce Allen Carlson,was the 17th Director of the National Reconnaissance Office (NRO). He is a former four-star general in the United States Air Force and served as the sixth Commander,Air Force Materiel Command,Wright-Patterson Air Force Base,Ohio. The command conducts research,development,test and evaluation,and provides acquisition management services and logistics support necessary to keep Air Force weapon systems ready for war. After over 37 years of service,he retired from the Air Force on January 1,2009. Carlson served as a general authority and a member of the Second Quorum of the Seventy of the Church of Jesus Christ of Latter-day Saints from April 2009 to October 2015.
Scott F. Large is an American intelligence officer who served as the sixteenth Director of the National Reconnaissance Office from 2007 to 2009. He previously served as the Principal Deputy Director of the National Reconnaissance Office from April to October 2007,and as the Central Intelligence Agency's Associate Deputy Director for Science and Technology.

Also,as the commander,Air Force Space Command Element,she manages all air force personnel and resources assigned to the NRO and serves as the senior adviser to the DNRO on all military matters. Mashiko is the first Japanese American woman to be promoted to flag rank.
