BioFuels Security Act

The BioFuels Security Act is a proposed legislative Act of Congress intended to phase out current single-fueled vehicles in favor of flexible-fuel vehicles. Under this proposal, contemporary single-fuel vehicles would cease production in 2016. [1]

Only a Bill

Senator Tom Harkin (on behalf of himself, and Senators Richard Lugar, Tim Johnson, Byron Dorgan, Joe Biden and Barack Obama), introduced this bill (S. 2817/109th) on March 16, 2006. This bill is still under consideration. [2]

Biofuels

The bill would also require major US gasoline companies to carry E-85 renewable fuel (85 percent ethanol), and for 50 percent of their gasoline stations to extend and increase the Renewable Fuel Standards (RFS). To assist in this increase in FFVs, all major gas companies would be required to have 50 percent ethanol distribution tanks equipped to all their facilities. Gasoline companies would receive tax credits for meeting the requirements of distributing and changing pumps to ethanol (an increase from a 30 percent reduction to that of a 50 percent reduction). Ethanol fuel One type of biofuel

Ethanol fuel is ethyl alcohol, the same type of alcohol found in alcoholic beverages, used as fuel. It is most often used as a motor fuel, mainly as a biofuel additive for gasoline. The first production car running entirely on ethanol was the Fiat 147, introduced in 1978 in Brazil by Fiat. Ethanol is commonly made from biomass such as corn or sugarcane. World ethanol production for transport fuel tripled between 2000 and 2007 from 17×109 liters (4.5×10^9 U.S. gal; 3.7×10^9 imp gal) to more than 52×109 liters (14×10^9 U.S. gal; 11×10^9 imp gal). From 2007 to 2008, the share of ethanol in global gasoline type fuel use increased from 3.7% to 5.4%. In 2011 worldwide ethanol fuel production reached 8.46×109 liters (2.23×10^9 U.S. gal; 1.86×10^9 imp gal) with the United States of America and Brazil being the top producers, accounting for 62.2% and 25% of global production, respectively. US ethanol production reached 57.54×109 liters (15.20×10^9 U.S. gal; 12.66×10^9 imp gal) in May 2017.

Methanol fuel is an alternative biofuel for internal combustion and other engines, either in combination with gasoline or independently. Methanol (CH3OH) is less expensive to produce sustainably than ethanol fuel, although it produces more toxic effects than ethanol and has lower energy density than gasoline. Methanol is safer for the environment than gasoline, is an anti-freeze, keeps the engine clean, has a higher flashpoint in case of fire, and is the equivalent of super high-octane gasoline in terms of the resulting horsepower. It can readily be used in most modern engines with a simple software setting tweak and occassionally a change in a cheap fuel seal or line. To prevent vapor lock in any possible circumstances due to being a simple, pure fuel, a small percentage of other fuel or certain additives can be included. Methanol (a methyl group linked to a hydroxyl group) may be made from hydrocarbon or renewable resources, in particular natural gas and biomass respectively. It can also be synthesized from CO2 (carbon dioxide) and hydrogen. Methanol fuel is currently used by racing cars in many countries but has not seen widespread use otherwise.

E85 is an abbreviation typically referring to an ethanol fuel blend of 85% ethanol fuel and 15% gasoline or other hydrocarbon by volume.

Flexible-fuel vehicle Vehicle that runs on multiple fuels

A flexible-fuel vehicle (FFV) or dual-fuel vehicle is an alternative fuel vehicle with an internal combustion engine designed to run on more than one fuel, usually gasoline blended with either ethanol or methanol fuel, and both fuels are stored in the same common tank. Modern flex-fuel engines are capable of burning any proportion of the resulting blend in the combustion chamber as fuel injection and spark timing are adjusted automatically according to the actual blend detected by a fuel composition sensor. Flex-fuel vehicles are distinguished from bi-fuel vehicles, where two fuels are stored in separate tanks and the engine runs on one fuel at a time, for example, compressed natural gas (CNG), liquefied petroleum gas (LPG), or hydrogen.

Common ethanol fuel mixtures Motor fuels to which ethanol has been added

Several common ethanol fuel mixtures are in use around the world. The use of pure hydrous or anhydrous ethanol in internal combustion engines (ICEs) is only possible if the engines are designed or modified for that purpose, and used only in automobiles, light-duty trucks and motorcycles. Anhydrous ethanol can be blended with gasoline (petrol) for use in gasoline engines, but with high ethanol content only after minor engine modifications.

Energy Policy Act of 2005 United States Law

The Energy Policy Act of 2005 is a federal law signed by President George W. Bush on August 8, 2005, at Sandia National Laboratories in Albuquerque, New Mexico. The act, described by proponents as an attempt to combat growing energy problems, changed US energy policy by providing tax incentives and loan guarantees for energy production of various types. The most consequential aspect of the law was to greatly increase ethanol production to be blended with gasoline. The law also repealed the Public Utility Holding Company Act of 1935, effective February 2006.

Brazil is the world's second largest producer of ethanol fuel. Brazil and the United States have led the industrial production of ethanol fuel for several years, together accounting for 85 percent of the world's production in 2017. Brazil produced 26.72 billion liters, representing 26.1 percent of the world's total ethanol used as fuel in 2017.

The energy policy of the United States is determined by federal, state, and local entities in the United States, which address issues of energy production, distribution, and consumption, such as building codes and gas mileage standards. Energy policy may include legislation, international treaties, subsidies and incentives to investment, guidelines for energy conservation, taxation and other public policy techniques. Several mandates have been proposed over the years, such as "gasoline will never exceed $1.00/gallon" (Nixon), and "the United States will never again import as much oil as it did in 1977" (Carter), but no comprehensive long-term energy policy has been proposed, although there has been concern over this failure. Energy policy acts have been passed in 1992, 2005, 2007, 2008, and 2009 which include many provisions for conservation, such as the Energy Star program, and energy development, with grants and tax incentives for both renewable energy and non-renewable energy.

Ethanol fuel in the United States

The United States became the world's largest producer of ethanol fuel in 2005. The U.S. produced 15.8 billion U.S. liquid gallons of ethanol fuel in 2019, and 13.9 billion U.S. liquid gallons in 2011, an increase from 13.2 billion U.S. liquid gallons in 2010, and up from 1.63 billion gallons in 2000. Brazil and U.S. production accounted for 87.1% of global production in 2011. In the U.S, ethanol fuel is mainly used as an oxygenate in gasoline in the form of low-level blends up to 10 percent, and, increasingly, as E85 fuel for flex-fuel vehicles. The U.S. government subsidizes ethanol production.

The United States produces mainly biodiesel and ethanol fuel, which uses corn as the main feedstock. The US is the world's largest producer of ethanol, having produced nearly 16 billion gallons in 2017 alone. The United States, together with Brazil accounted for 85 percent of all ethanol production, with total world production of 27.05 billion gallons. Biodiesel is commercially available in most oilseed-producing states. As of 2005, it was somewhat more expensive than fossil diesel, though it is still commonly produced in relatively small quantities.

Energy Independence and Security Act of 2007 United States law

The Energy Independence and Security Act of 2007, originally named the Clean Energy Act of 2007, is an Act of Congress concerning the energy policy of the United States. As part of the Democratic Party's 100-Hour Plan during the 110th Congress, it was introduced in the United States House of Representatives by Representative Nick Rahall of West Virginia, along with 198 cosponsors. Even though Rahall was 1 of only 4 Democrats to oppose the final bill, it passed in the House without amendment in January 2007. When the Act was introduced in the Senate in June 2007, it was combined with Senate Bill S. 1419: Renewable Fuels, Consumer Protection, and Energy Efficiency Act of 2007. This amended version passed the Senate on June 21, 2007. After further amendments and negotiation between the House and Senate, a revised bill passed both houses on December 18, 2007 and President Bush, a Republican, signed it into law on December 19, 2007, in response to his "Twenty in Ten" challenge to reduce gasoline consumption by 20% in 10 years.

Corn ethanol

Corn ethanol is ethanol produced from corn biomass and is the main source of ethanol fuel in the United States, mandated to be blended with gasoline in the Renewable Fuel Standard. Corn ethanol is produced by ethanol fermentation and distillation. It is debatable whether the production and use of corn ethanol results in lower greenhouse gas emissions than gasoline. Approximately 25% of U.S. corn croplands are used for ethanol production.

Global Warming Pollution Reduction Act of 2007 Green industrial policy bill in the 110th Congress introduced by Bernie Sanders

The Global Warming Pollution Reduction Act of 2007 (S. 309) was a bill proposed to amend the 1963 Clean Air Act, a bill that aimed to reduce emissions of carbon dioxide (CO2). A U.S. Senator, Bernie Sanders (I-VT), introduced the resolution in the 110th United States Congress on January 16, 2007. The bill was referred to the Senate Committee on Environment and Public Works but was not enacted into law.

The Renewable Fuel Standard(RFS) is an American federal program that requires transportation fuel sold in the United States to contain a minimum volume of renewable fuels. It originated with the Energy Policy Act of 2005 and was expanded and extended by the Energy Independence and Security Act of 2007. Research published by the Government Accountability Office in November 2016 found the program unlikely to meet its goal of reducing greenhouse gas emissions due to limited current and expected future production of advanced biofuels.

Low-carbon fuel standard Rule to reduce carbon intensity of transportation fuels

A low-carbon fuel standard (LCFS) is a rule enacted to reduce carbon intensity in transportation fuels as compared to conventional petroleum fuels, such as gasoline and diesel. The most common low-carbon fuels are alternative fuels and cleaner fossil fuels, such as natural gas. The main purpose of a low-carbon fuel standard is to decrease carbon dioxide emissions associated with vehicles powered by various types of internal combustion engines while also considering the entire life cycle, in order to reduce the carbon footprint of transportation.

The fleet of flexible-fuel vehicles in the United States is the second largest in the world after Brazil, and there were more than 21 million 85 flex-fuel vehicles registered in the country by the end of 2017. Despite the growing fleet of E85 flex-fuel vehicles, actual use of ethanol fuel is limited due to the lack of E85 refueling infrastructure and also because many American flex-fuel car owners were not aware they owned an E85 flex-fuel vehicle. Flex-fuel vehicles are common in the Midwest, where corn is a major crop and is the primary feedstock for ethanol fuel production. Also the U.S. government has been using flex-fuel vehicles for many years.

United States policy in regard to biofuels, such as ethanol fuel and biodiesel, began in the early 1990s as the government began looking more intensely at biofuels as a way to reduce dependence on foreign oil and increase the nation's overall sustainability. Since then, biofuel policies have been refined, focused on getting the most efficient fuels commercially available, creating fuels that can compete with petroleum-based fuels, and ensuring that the agricultural industry can support and sustain the use of biofuels.
