Building the Education Revolution (BER) is an Australian government program administered by the Department of Education, Employment and Workplace Relations (DEEWR) designed to provide new and refurbished infrastructure to all eligible Australian schools. [1] The program was part of the Rudd government's economic stimulus package designed as a response to the 2007–2010 global financial crisis.
The program, totaling A$16.2 billion has three elements: [1]
The program has attracted attention from critics for alleged "rorting" (misappropriation of public funds) and for not delivering value-for-money outcomes[ citation needed ]. Instances of inflated quotes or new buildings that were not particularly useful to the school were reported[ citation needed ]. The Leader of the Opposition Tony Abbott called for a judicial inquiry into the BER and the Home Insulation Program, described by the opposition Liberal Party as "failed programs" and a "waste of public money". [2]
In April 2010, the government announced the formation of the BER Implementation Taskforce "to ensure projects are providing value for money". Gillard defended the BER saying that it was "already one of the most heavily scrutinised programs in the nation's history" and that the program was the "centerpiece" of an economic stimulus package that helped to "ensure that a generation of Australians weren't consigned to months or years of joblessness". After the 2010 election BER moved under the portfolio of Senator Chris Evans.
The Taskforce, headed by Brad Orgill, former chairman and chief executive of UBS Australasia, delivered its report to Senator Evans on 15 December 2010. The report found that most of BER projects had been successfully delivered, with only 3% of the schools involved in the program making complaints. Projects in NSW received the most complaints. The third and final report by Brad Orgill found that BER projects in NSW, QLD and VIC overpaid for buildings by more than 25% on average compared to Catholic schools and more than 55% compared to independent schools. However, the ANAO investigation into the project ruled that comparison with those projects were not valid as the standards applied to government school facilities were higher. [5] [6]
On 25 March 2014 three Australian academics published a paper in the International Journal of Public Administration that argued that the BER program represents a "'case study' of how governments should not pursue large-scale public expenditure programs". [7] The paper says that the BER illustrates the pitfalls of large-scale public expenditure programs, and that it did not provide value for money. [8] However, one of its authors subsequently noted that the "paper did indicate that most jurisdictions and school systems were successful". [9]

The Royal Commission into the Building and Construction Industry, or informally the Cole Royal Commission, was a Royal Commission established by the Australian government to inquire into and report upon alleged misconduct in the building and construction industry in Australia. This took place just nine days after the defeat of the Howard government, which was a Coalition of members of the Liberal and National parties, at the 2007 federal election. The Rudd government concluded on 24 June 2010 when Rudd, under pressure from an impending leadership caucus ballot, stepped down from the leadership of the ALP and was succeeded by his deputy, Julia Gillard. Rudd was re-elected leader of the Labor Party in 2013 and served a second term as prime minister.

Kevin Rudd, the prime minister of Australia, was challenged by Julia Gillard, the deputy prime minister of Australia, for the leadership of the Australian Labor Party. Gillard won the election unopposed after Rudd declined to contest, choosing instead to resign. Gillard was duly sworn in as prime minister by Quentin Bryce, the Governor-General, on 24 June 2010 at Government House, becoming Australia's first female prime minister.

The Digital Education Revolution (DER) was an Australian government–funded educational reform program, promised by then prime minister of Australia Kevin Rudd during the launch of his 2007 Australian federal election campaign in Brisbane. It was officially launched in late 2008, with the first deployments announced by then Deputy Prime Minister of Australia and Minister for Education, Employment and Workplace Relations, Julia Gillard and then New South Wales counterpart, Verity Firth. The first deployment took place at Fairvale High School in August that year.

The Royal Commission into Trade Union Governance and Corruption was a Royal Commission established by the Government of Australia to inquire into alleged financial irregularities associated with the affairs of trade unions. The Australian Workers Union, Construction, Forestry, Maritime, Mining and Energy Union, Electrical Trades Union, Health Services Union and the Transport Workers Union were named in the terms of reference. The Royal Commission inquired into the activities relating to slush funds and other similar funds and entities established by, or related to, the affairs of these organisations.
