Bulaki Das Kalla (born 4 October 1949) or Dr. B.D. Kalla,is an Indian politician from Bikaner Rajasthan. He is Former minister of Education (primary and secondary),sanskrit education,arts,literature and culture &ASI in Rajasthan government. [1]
He has done B.Sc.,M.A. (Economics),L.L.B. and Ph.D. He is the son of Giridhari Lal Kalla. He married Shiv Kumari Kalla on 10 February 1971. They have two sons,Ashwani Kalla and Pawan Kalla,and two daughters,Radha and Rajani.
Kalla began his career in 1974 as a lecturer in a B.J.S. Rampuriya College in Bikaner. Then he turned towards politics and served as an MLA from Bikaner city in the Rajasthan Legislative Assembly upon winning assembly elections five times i.e. in 1980,1985,1990,1998 and 2003.
Kalla served as the Minister for Secondary Education from 1990 and 2003 and did justice to his position with his previous experience in the education sector. Dr. B.D. Kalla was the Leader of the Opposition party from January 2004 to January 2006,as an active member of Indian National Congress in Rajasthan Legislative Assembly. He also served as President of Rajasthan Pradesh Congress Committee &Chairman of 4th Finance Commission.
In 2008 Rajasthan Legislative Assembly elections,the Bikaner constituency was split into Bikaner East (Rajasthan Assembly constituency) and Bikaner West (Rajasthan Assembly constituency) after the delimitation of boundaries by the Govt. BD Kalla lost 2008 &2013 elections to BJP candidate Dr. Gopal Joshi (who is also Dr. Kalla's brother-in-law). [2]
In November 2018,INC announced its first list of candidates and Dr. Kalla's name was not in it. His supporters took it offensively which caused political turmoil in Bikaner and Congress leadership took note of it,hence allocating ticket to Dr. Kalla from Bikaner West Constituency. [3] [4]
In December 2018,Dr BD Kalla won [5] &became Minister in CM Ashok Gehlot's cabinet. [6] He is one of the three ministers who have studied up to Ph.D.,out of a total of 23 ministers in Gehlot's 2018 Cabinet. [7] He was minister of Energy,Public Health Engineering,Ground Water,Art,Culture &Archeology departments till November 2021,and currently is the State Education Minister in Rajasthan Government. [8]
Although India is a parliamentary democracy,the country's politics has become dynastic or with high level of nepotism,possibly due to the absence of party organizations,independent civil-society associations which mobilize support for a party,or centralized financing of elections. The dynastic phenomenon is present at the national,state,regional,and district level. Ashok Gehlot is an Indian politician who served as the Chief Minister of Rajasthan from 1998 to December 2003,then again from 2008 to December 2013,and later from 2018 to December 2023. He represents Sardarpura constituency of Jodhpur as Member of Legislative Assembly of Rajasthan since 1999. He was a Member of Parliament,Lok Sabha from Jodhpur from 1991 to 1999 and from 1980 to 1989 and Union Minister of State for Textile from 1991 to 1993,Tourism and Civil aviation from 1984 to 1984 and Deputy Union minister for Sports from 1984 to 1984. He was also a national General secretary of Congress Party,in-charge of organisations and training from March 2018 to 23 January 2019. He was also made in-charge of Gujarat state in 2017 Gujarat Legislative Assembly election.
Captain Sachin Pilot is an Indian politician. Earlier he served as the MoS Corporate Affairs &MoS Communication &IT,Government of India,Deputy Chief Minister of Rajasthan and also President of the Rajasthan Pradesh Congress Committee. As Member of the Congress party,he has represented the Tonk assembly seat in Rajasthan since 2018. Pilot became the youngest citizen of India to become Member of Parliament.
C. P. Joshi is an Indian politician and a five-time MLA from Nathdwara,Rajasthan. He was born in a Brahmin family in Nathdwara,Rajasthan and he is a member of the Indian National Congress. He is the current Speaker of the Rajasthan Legislative Assembly. Previously,he was the Member of Parliament of India from Bhilwara in the 15th Lok Sabha. He was one of the first 19 members of India's new cabinet sworn in on 22 May 2009,despite being a first-time member of the Lok Sabha. As a union minister,Joshi held key portfolios like Road Transport and Highways,and Rural Development and Panchayati Raj in the Second Manmohan Singh ministry. In similar name,but slightly different abbreviation of HJUJ,a university was established in 2012 by the Congress govt through an Act of the Government of Rajasthan which was closed in 2015 by the next BJP govt.
