COARC is a 501(c)(3) non-profit organization and the Columbia County, New York, chapter of NYSARC, Inc. [1] It was established in 1965 by a small group of Columbia County parents and interested community members to educate children who experienced developmental disabilities. Its mission is to expand abilities, one person at a time, so individuals experiencing disabilities can achieve their individual goals. COARC offers person centered planning, programs and services to 500 individuals who experience disabilities. These include Residential and Living Alternatives, Vocational and Employment Services, Contract Manufacturing, Day Activity Programs, Service Coordination, Advocacy and Legal Services, Children's Services, Recreation Opportunities, At-Home and Respite Services and Traumatic Brain Injury Services. COARC is supported through state and federal funding, membership and contributions from individuals, businesses and foundations. It is headquartered in Mellenville, New York, United States.

Disability Impairments, activity limitations, and participation restrictions

A disability is any medical condition that makes it more difficult for a person to do certain activities or effectively interact with the world around them. These conditions, or impairments, may be cognitive, developmental, intellectual, mental, physical, sensory, or a combination of multiple factors. Impairments causing disability may be present from birth or occur during a person's lifetime. The United Nations Convention on the Rights of Persons with Disabilities defines disability as:

long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder [a person's] full and effective participation in society on an equal basis with others.

Supplemental Security Income (SSI) is a means-tested program that provides cash payments to disabled children, disabled adults, and individuals aged 65 or older who are citizens or nationals of the United States. SSI was created by the Social Security Amendments of 1972 and is incorporated in Title 16 of the Social Security Act. The program began operations in 1974.

Special education is the practice of educating students in a way that provides accommodations that address their individual differences, disabilities, and special needs. Ideally, this process involves the individually planned and systematically monitored arrangement of teaching procedures, adapted equipment and materials, and accessible settings. These interventions are designed to help individuals with special needs achieve a higher level of personal self-sufficiency and success in school and in their community which may not be available if the student were only given access to a typical classroom education. Special Education is separate from a 504 plan, as a 504 plan allows students with disabilities to participate in the general education classroom and special education services involve a special classroom that has a class of students only with disabilities that receive special education services. Some students with an IEP go into a special classroom, and some students with an IEP can participate in general education classes with accommodations and/or modifications.

Supportive housing, which was developed by different professional academics and US governmental departments than supported housing, is a combination of housing and services intended as a cost-effective way to help people live more stable, productive lives, and is an active "community services and funding" stream across the United States. Supportive housing is widely believed to work well for those who face the most complex challenges—individuals and families confronted with homelessness and who also have very low incomes and/or serious, persistent issues that may include substance use disorders, mental health, HIV/AIDS, chronic illness, diverse disabilities or other serious challenges to stable housing.

Early childhood intervention (ECI) is a support and educational system for very young children who have been victims of, or who are at high risk for child abuse and/or neglect as well as children who have developmental delays or disabilities. Some states and regions have chosen to focus these services on children with developmental disabilities or delays, but Early Childhood Intervention is not limited to children with these disabilities.

Social Security Disability Insurance is a payroll tax-funded federal insurance program of the United States government. It is managed by the Social Security Administration and designed to provide monthly benefits to people who have a medically-determinable disability that restricts their ability to be employed. SSDI does not provide partial or temporary benefits but rather pays only full benefits and only pays benefits in cases in which the disability is "expected to last at least one year or result in death." Relative to disability programs in other countries in the Organisation for Economic Co-operation and Development (OECD), the SSDI program in the United States has strict requirements regarding eligibility.

Direct Support Professionals (DSPs) are people who work directly with people with physical disabilities and/or intellectual disabilities with the aim of assisting the individual to become integrated into his/her community or the least restrictive environment.

A mental health professional is a health care practitioner or social and human services provider who offers services for the purpose of improving an individual's mental health or to treat mental disorders. This broad category was developed as a name for community personnel who worked in the new community mental health agencies begun in the 1970s to assist individuals moving from state hospitals, to prevent admissions, and to provide support in homes, jobs, education, and community. These individuals were the forefront brigade to develop the community programs, which today may be referred to by names such as supported housing, psychiatric rehabilitation, supported or transitional employment, sheltered workshops, supported education, daily living skills, affirmative industries, dual diagnosis treatment, individual and family psychoeducation, adult day care, foster care, family services and mental health counseling.

A group home is a residence model of medical care for those with complex health needs. Traditionally, the model has been used for children or young people who cannot live with their families or afford their own homes, people with chronic disabilities who may be adults or seniors, or people with dementia and related aged illnesses. Typically, there are no more than six residents, and there is at least one trained caregiver there 24 hours a day. In some early "model programs", a house manager, night manager, weekend activity coordinator, and four part-time skill teachers were reported. Originally, the term group home referred to homes of 8 to 16 individuals, which was a state-mandated size during deinstitutionalization. Residential nursing facilities, also included in this article, may be as large in 2015 as 100 individuals, which is no longer the case in field such as intellectual and developmental disabilities. Depending on the severity of the condition requiring one to need to live in a group home, some clients are able to attend day programs and most clients are able to live normal lifestyles.

Learning disability Range of neurodevelopmental conditions

Learning disability, learning disorder, or learning difficulty is a condition in the brain that causes difficulties comprehending or processing information and can be caused by several different factors. Given the "difficulty learning in a typical manner", this does not exclude the ability to learn in a different manner. Therefore, some people can be more accurately described as having a "learning difference", thus avoiding any misconception of being disabled with a lack of ability to learn and possible negative stereotyping. In the United Kingdom, the term "learning disability" generally refers to an intellectual disability, while difficulties such as dyslexia and dyspraxia are usually referred to as "learning difficulties".

The Arc of the United States is an organization serving people with intellectual and developmental disabilities. The organization was founded in the 1950s by parents of people with developmental disabilities. Since then, the organization has established state chapters in 39 states, and 730 local chapters in states across the country. The Arc of the United States is based in Washington, D.C.

Intellectual disability Generalized neurodevelopmental disorder

Intellectual disability (ID), also known as general learning disability and formerly mental retardation (MR), is a generalized neurodevelopmental disorder characterized by significantly impaired intellectual and adaptive functioning. It is defined by an IQ under 70, in addition to deficits in two or more adaptive behaviors that affect everyday, general living. Intellectual functions are defined under DSM-V as reasoning, problem‑solving, planning, abstract thinking, judgment, academic learning, and learning from instruction and experience, and practical understanding confirmed by both clinical assessment and standardized tests. Adaptive behavior is defined in terms of conceptual, social, and practical skills involving tasks performed by people in their everyday lives.

The Arc New York is the largest organization serving people with developmental disabilities. A non-profit, The Arc New York serves over 60,000 people with intellectual and other developmental disabilities through its 55 chapters in New York state. The Arc New York is an affiliated member of Arc of the United States.

The Kessler Foundation was established in 1985 and is one of the largest public charities in the United States supporting people with disabilities. Kessler Foundation Research Center has research programs designed to improve function and quality of life for persons with spinal cord and traumatic brain injury, stroke, multiple sclerosis and other neurological and orthopedic conditions. Kessler Foundation has also distributed millions of dollars to programs that promote the employment of people with disabilities through its "Transition to Work" Signature and Community Employment grants. The Foundation's Special Initiative grants also support related community programs like ThinkFirst, an injury prevention program for children. Kessler Foundation has a full-time staff of 90 individuals, divided between two locations in West Orange, NJ.

Sexuality and disability

Sexuality and disability is regarding the sexual behavior and practices of people with disabilities have a range of sexual desires and differ in the ways they choose to express their sexuality. Commonly, people with disabilities lack comprehensive sex education that would assist in their sexual lives. This roots from the idea that people with disabilities are asexual in nature and are not sexually active. Although some people with disabilities are asexual, it is a misconception to label all as such. Many people with disabilities lack rights and privileges that would enable them to have intimacy and relationships. When it comes to sexuality and disability there is a sexual discourse that surrounds it. The intersection of sexuality and disability is often associated with victimization, abuse, and purity.

Ableism is discrimination and social prejudice against people with disabilities and/or people who are perceived to be disabled. Ableism characterizes people who are defined by their disabilities as inferior to the non-disabled. On this basis, people are assigned or denied certain perceived abilities, skills, or character orientations.

Our Voice Today (OVT) is a bi-weekly publication of NYSARC, Inc. Originally published as print newsletter Our Children's Voice in March 1949, OVT has a long history of providing information and resources related to individuals with intellectual and other developmental disabilities.

Family support is the support of families with a member with a disability, which may include a child, an adult or even the parent in the family. In the United States, family support includes "unpaid" or "informal" support by neighbors, families and friends, "paid services" through specialist agencies providing an array of services termed "family support services", school or parent services for special needs such as respite care, specialized child care or peer companions, or cash subsidies, tax deductions or other financial subsidies. Family support has been extended to different population groups in the US and worldwide. Family support services is currently a "community services and funding" stream in New York and the US which has had variable "application" based on disability group, administrating agency, and even, regulatory and legislative intent.

The world's poor are significantly more likely to have or incur a disability within their lifetime compared to more financially privileged populations. The rate of disability within impoverished nations is notably higher than that found in more developed countries. Since the early 2010s there has been growing research in support of an association between disability and poverty and of a cycle by which poverty and disability are mutually reinforcing. Physical, cognitive, mental, emotional, sensory, or developmental impairments independently or in tandem with one another may increase one's likelihood of becoming impoverished, while living in poverty may increase one's potential of having or acquiring special needs in some capacity.

People with disabilities are at greater risk of contracting COVID-19 and have higher rates of mortality than non-disabled populations. This is especially true for people with intellectual and developmental disabilities, individuals who reside in care facilities, and women with disabilities. People with disabilities are at greater risk of experiencing mental health issues related to the pandemic, such as feelings of loneliness and isolation. They may be at greater risk of domestic violence and abuse during the pandemic. People with disabilities are more likely to experience unemployment as a result of the pandemic and may require changes to the types of accommodations they require for work. Children with disabilities are experiencing disruptions to their educational programming. Remote learning poses a host of challenges for children with disabilities, including disruptions to physical and occupational therapies and access to assistive technologies.
