The Cagayan Economic Zone Authority(CEZA) is a Filipino special economic zone that is a government-owned and controlled corporation (GOCC) tasked to manage and supervise the development of the Cagayan Special Economic Zone and Freeport (CSEZFP) in the Philippines.

Its creation and operation are mandated by virtue of Republic Act 7922, otherwise known as the “Cagayan Special Economic Zone Act of 1995” by then President Fidel V. Ramos. The Cagayan Economic Zone Act of 1995 was authored by former Senator Juan Ponce Enrile, a native of Gonzaga town in Cagayan. It is the first economic zone in the Philippines to offer to host of financial technology companies in the emerging fintech industry with the issuance of the first batch of FTSOVC certificates to three locators.

Overview

The Cagayan Special Economic Zone and Freeport, also known as Cagayan Freeport, is a special economic zone in Cagayan Province, northern Luzon, in the Philippines. It is envisioned to be a self-sustaining industrial, commercial, financial, tourism, and recreational center, in order to effectively encourage and attract legitimate and productive local and foreign investments and eventually create employment opportunities and increase income and productivity in the rural areas around Freeport Zone. The Cagayan Special Economic Zone also serves as one of the main gambling jurisdictions in the Philippines.

CEZA is headed by Secretary Katrina Ponce Enrile as Administrator and Chief Executive Officer.

Location

Spatially, the Cagayan Economic Zone & Freeport covers the entire Municipality of Sta. Ana, including the Islands of Fuga, Barit, and Mabbag in the Municipality of Aparri in the Province of Cagayan. Approximately 54,118 hectares of land for prime development fall within the jurisdiction of CEZA. It is surrounded by the waters of Babuyan Channel and the South China Sea on the North and the Pacific Ocean in the east.

Cagayan North International Airport, sometimes referred as Lal-lo International Airport, is an airport serving the general area of the Cagayan Special Economic Zone, located in the northern province of Cagayan, Philippines. The Aurora Pacific Economic Zone and Freeport, also known as APECO, was established by virtue of Republic Act No. 9490, otherwise known as the Aurora Special Economic Zone Act of 2007. It is being supervised and managed by the Aurora Pacific Economic Zone and Freeport Authority into a self-sustaining industrial, commercial, financial, and recreational center, with a suitable residential area, in order to create employment opportunities around Casiguran, Aurora, and to effectively encourage and attract legitimate and productive local and foreign investments. Anti-APECO advocates, which include farmers, fishers, and indigenous peoples, have cited issues of land grabbing as well as misspending and poor financial management.

Juan Castañer Ponce Enrile Jr., also known as Jack Enrile or JPEJ, is a Filipino politician. He was a representative of the 1st District of Cagayan in the 11th, 12th, 13th and 15th Congresses. He is the only son and namesake of former Senate President Juan Ponce Enrile of Cagayan and the former ambassador to the Holy See, Cristina Castañer of Manila. He is married to former Cagayan Province Congresswoman Salvacion "Sally" Santiago.

The Authority of the Freeport Area of Bataan (AFAB) is a government agency attached to the Office of the President of the Philippines that operates and manages the Freeport Area of Bataan (FAB) in Mariveles, Bataan, Philippines. It was created on October 23, 2009 through RA 9728 where the agency originally partially operated and managed the zone from October 2009 to June 29, 2010 when Philippine Economic Zone Authority (PEZA) stil had ongoing plans and programs over the zone and then took over the zone's full operations and management from PEZA on June 29, 2010 which resulted on the abolishment of BEPZ/BEZ the following day on June 30, 2010.

It was envisioned by Congressman Pablo Roman, Sr., a representative from Bataan, who authored Republic Act 5490 designating the said location as the first free trade zone in the Philippines. It is also the second freeport zone in the province since October 23, 2009, after Subic Special Economic and Freeport Zone in Hermosa and Morong.
