Cuba's foreign policy has been fluid throughout history depending on world events and other variables, including relations with the United States. Without massive Soviet subsidies and its primary trading partner, Cuba became increasingly isolated in the late 1980s and early 1990s after the fall of the USSR and the end of the Cold War, but Cuba opened up more with the rest of the world again starting in the late 1990s when they have since entered bilateral co-operation with several South American countries, most notably Venezuela and Bolivia beginning in the late 1990s, especially after the Venezuela election of Hugo Chávez in 1999, who became a staunch ally of Castro's Cuba. The United States used to stick to a policy of isolating Cuba until December 2014, when Barack Obama announced a new policy of diplomatic and economic engagement. The European Union accuses Cuba of "continuing flagrant violation of human rights and fundamental freedoms". Cuba has developed a growing relationship with the People's Republic of China and Russia. Cuba provided civilian assistance workers – principally medical – to more than 20 countries. More than one million exiles have escaped to foreign countries. Cuba's present foreign minister is Bruno Rodríguez Parrilla.
The Straits of Florida, Florida Straits, or Florida Strait is a strait located south-southeast of the North American mainland, generally accepted to be between the Gulf of Mexico and the Atlantic Ocean, and between the Florida Keys (U.S.) and Cuba. It is 93 mi (150 km) wide at the narrowest point between Key West and the Cuban shore, and has been sounded to a depth of 6,000 feet (1,800 m). The strait carries the Florida Current, the beginning of the Gulf Stream, from the Gulf of Mexico.
Ibrahim Ahmed Mahmoud al Qosi is a Sudanese militant and paymaster for al-Qaeda. Qosi was held from January 2002 in extrajudicial detention in the United States Guantanamo Bay detainment camps, in Cuba. His Guantanamo Internment Serial Number is 54.
The Taipei Economic and Cultural Representative Office (TECRO), also known as Taipei Economic and Cultural Office (TECO), Taipei Representative Office (TRO) or Taipei Mission, is an alternative diplomatic institution serving as a de facto embassy or a consulate of the Republic of China to exercise the foreign affairs and consular services in specific countries which have established formal diplomatic relations with the People's Republic of China. As the PRC denies the legitimacy of the ROC as a sovereign state and claims the ROC-controlled territories as an integral part of its China. An exclusive mandate namely One-China policy, mandates any country that wishes to establish a diplomatic relationship with the PRC must first sever any formal relationship with the ROC. According to The Fletcher Forum of World Affairs, "non-recognition of the Taiwanese government is a prerequisite for conducting formal diplomatic relations with the PRC—in effect forcing other governments to choose between Beijing and Taipei." As a result, these countries only allow the ROC to establish representative offices instead of a fully-fledged embassy or consulate for the purpose of conducting practical bilateral relations without granting full diplomatic recognition.
