Previously known as NATO Undersea Research Centre (NURC), the Centre for Maritime Research and Experimentation (CMRE) is a scientific research and experimentation NATO facility that organizes and conducts scientific research and technology development, centered on the maritime domain, to address defense and security needs of the Alliance. It is an executive body of NATO Science and Technology Organization (STO). [2] It was established in 1959. [3]

Organisation

CMRE employs scientists and support staff from NATO member nations. Scientists rotate through the centre on a contract basis with a fixed time limit (typically three years with a possible two-year extension).

As of December 2023, the Director is Dr. Eric Pouliquen. [4] Dr. Pouliquen assumed duties in December 1 2023, taking over from the previous Director, Dr. Catherine Warner. After 2012, the post of Research Division Head, in charge of the scientific programme, was occupied by Dr. Sandro Carniel. [5]

Facilities

CMRE has two ships for conducting NATO research: the NATO Research Vessel (NRV) Alliance and the Coastal Research Vessel (CRV) Leonardo. [6] The NRV Alliance is a 93-meter ship commissioned in 1988. Its double hull and propulsion system make it one of the quietest research vessels in the world. The smaller CRV Leonardo, [7] commissioned in 2002, was designed for conducting experiments in shallower waters. In addition to supporting NURC's scientific mission, the two vessels are chartered to commercial or government organizations within the NATO nations.

CMRE has specialized facilities and equipment for research at-sea, including a fleet of AUVs and other unmanned vehicles and instrumentation, linear array assembly facilities, and the Oceanography Calibrating Laboratory, which provides instrument calibration according to the World Ocean Circulation Experiment (WOCE) standard.

Operation Active Endeavour was a maritime operation of the North Atlantic Treaty Organization. It operated in the Mediterranean Sea and was designed to prevent the movement of terrorists or weapons of mass destruction. It had collateral benefits in enhanced security of shipping in general. It was one of the first military actions taken by NATO in response to an invocation of Article 5 of the North Atlantic Treaty which provides for collective defense and the first-ever operation conducted by the Alliance in direct application of the defense clause of the Treaty. In November 2016 it was replaced by the non-Article-5 Operation Sea Guardian.

The Hawaiʻi Undersea Research Laboratory (HURL) is a regional undersea research program within the School of Ocean and Earth Science and Technology (SOEST) at University of Hawaiʻi at Mānoa, in Honolulu. It is considered one of the more important of the independently run undersea research laboratories in the U.S. HURL operated two deep diving submersibles, the Pisces IV and Pisces V and specializes in supporting scientific ocean research and exploration. The SACLANT ASW Research Centre was the predecessor to the NATO Undersea Research Centre. It was known as The SACLANT ASW Research Centre from 1959 through 1986, and the SACLANT Undersea Research Centre from 1987 through 2003. The centre was commonly referred to as SACLANTCEN.

The Structure of the North Atlantic Treaty Organization is complex and multi-faceted. The decision-making body is the North Atlantic Council (NAC), and the member state representatives also sit on the Defence Policy and Planning Committee (DPPC) and the Nuclear Planning Group (NPG).
