Chairman Planning & Development Board

The Chairman Planning and Development Board (Sindh) is the head of the Planning and Development Department and serves as the Chief Executive of the Board. The Chairman of P&D is considered the highest-ranking office in the Government of Sindh, after the Chief Minister and the Chief Secretary of Sindh. The office of the Chairman has been vacant since May 2021 to the present. [1] [2]

The Chairman oversees all policy matters of the board and issues related to development in Sindh. The Chairman is also responsible for coordinating with organizations such as the World Bank, the Asian Development Bank, and USAID. The Chairman of P&D can engage with these foreign organizations through the Economic Affairs Division of the Government of Pakistan. [3] In addition, the Chairman must maintain a close liaison with national planning and development agencies. [4] The Chairman is the competent authority responsible for processing and approving all development schemes [5] and proposals submitted by other departments of the Government of Sindh. [6]

The Planning and Development Department has various wings, including the Monitoring and Evaluation Cell, the Bureau of Statistics, and the Research and Training Wing. [7] The department also manages over 100 specialized projects across Sindh, making it one of the largest provincial departments, not only in Sindh but also in the country.

History

Previously, the post of Chairman of the Planning and Development Board was referred to as Additional Chief Secretary for Planning and Development. However, as the department and its board expanded, the post was abolished and replaced with the position of Chairman P&D. [10]

Aftab Ghulam Nabi KaziSPk, SK, also known as AGN Kazi, was a Pakistani civil servant and a bureaucrat during the Cold War and during the post cold war. Kazi was born in Sindh, Bombay Presidency, in 1919 to an academic family. He started his career in the Indian Civil Service in 1944 and served as the Deputy Commissioner of Bihar and Orissa. After the partition of India, Kazi migrated to Pakistan and joined the Provincial Government of Sindh, and held positions such as Secretary of Finance and Secretary to the Governor.

Bilawal Bhutto Zardari is a Pakistani politician who served as the 37th Minister of Foreign Affairs, in office from 27 April 2022 to 10 August 2023. He became the chairman of Pakistan People's Party in 2007 following his mother's assassination. Mutawakkil Kazi was a Pakistani civil servant who served in BPS-22 grade as the Planning and Development Secretary of Pakistan and Chief Secretary Sindh. He also served as Cabinet Secretary of Pakistan for a very brief period as his tenure was cut short after the 1999 coup and he was transferred by General Pervez Musharraf.

Alhaj Shamim Uddin was a senior politician of Pakistan. He migrated from Badaun, India to Karachi, Pakistan on 7 May 1950 with over 40 families. He has been associated with social causes, politics and public welfare. He died on 23 March 2021 in Karachi on Pakistan Day.

District coordination officer (DCO) was the administrative head of the newly formed district and city district governments on 14-Aug-2001 in Pakistan and a senior officer belonging from the provincial or federal government service cadre. He was often denoted as ''Commissioner' in bureaucracy due to equivalent grade. The officer supervised the affairs of all the public offices and public facilities in the district or a city district for purposes of integrated development, efficient use of public resources and effective service delivery. The officer ensures that the standards set by the government in respect of a public facility are fully observed and supervises and coordinates the implementation of the policies, instructions and guidelines of the government.

The Commissioner Karachi Division is the top executive of the Karachi Division, overseeing all maters within the division. The position holder is a Grade-21 Officer who reports to the Chief Secretary and the Chief Minister. The position is deemed as one of the most important posts in Pakistan.

Rabiya Javeri Agha is the Chairperson of the National Commission for Human Rights (NCHR) in Pakistan, and a retired civil servant officer who served in the Government of Pakistan in BPS-22 grade as Federal Secretary. She was the first unanimously elected female President of the Pakistan Administrative Service (PAS) Officers Association, and she has had an extensive career ranging from human rights, women's development, sustainable tourism, energy, finance and trade.

<span class="mw-page-title-main">Naveed Kamran Baloch</span> Pakistani civil servant

Naveed Kamran Baloch is a retired Pakistani civil servant who served in BPS-22 grade at the top bureaucratic offices of Cabinet Secretary and Finance Secretary of Pakistan. Baloch belonged to the Pakistan Administrative Service and was promoted to the rank of Federal Secretary in October 2017. After retirement from active civil service as one of the senior-most federal secretaries in the country, Baloch was appointed as the executive director to World Bank.

The COVID-19 pandemic in Pakistan is part of the pandemic of coronavirus disease 2019 caused by severe acute respiratory syndrome coronavirus 2. The virus was confirmed to have reached Pakistan on 26 February 2020, when two cases were recorded. On 18 March 2020, cases had been registered in all four provinces, the two autonomous territories, and Islamabad Capital Territory, and by 17 June, each district in Pakistan had recorded at least one confirmed case of COVID-19.

Sajjad Saleem Hotiana is a retired Pakistani civil servant who served in BPS-22 grade as Chief Secretary Sindh. Hotiana also served as Chief Secretary Gilgit Baltistan and Senior Member Federal Land Commission. After retirement from active civil service, he tenured as Member of Punjab Public Service Commission (PPSC). He is civil service batchmates with Babar Yaqoob Fateh Muhammad, Shehzad Arbab and Tariq Bajwa.
