Lieutenant commander (United States) Naval rank of the United States

Lieutenant commander (LCDR) is a Senior Officer rank in the United States Navy, the United States Coast Guard, the United States Public Health Service Commissioned Corps, and the National Oceanic and Atmospheric Administration Commissioned Officer Corps, with the pay grade of O-4 and NATO rank code OF-3. When introducing a lieutenant commander their full rank should always be used; however, in general conversation they are usually called "commander" even though they are not a "full" commander. Simply "lieutenant" is never used because it is one rank lower. The predecessors of the NOAA Corps, the United States Coast and Geodetic Survey Corps (1917–1965) and the Environmental Science Services Administration Corps (1965–1970), also used the lieutenant commander rank, and the rank is also used in the United States Maritime Service and the United States Naval Sea Cadet Corps. Lieutenant commanders rank above lieutenants and below commanders. The rank is equivalent to a major in the United States Army, United States Air Force, United States Marine Corps, and United States Space Force.

Joseph Francis Dunford Jr.KBE AO MSC OMRI is a retired United States Marine Corps four-star general, who served as the 19th chairman of the Joint Chiefs of Staff from October 1, 2015 until September 30, 2019. He was the 36th commandant of the Marine Corps. Dunford is the first Marine Corps officer to serve in four different four-star positions; the others include commander of the International Security Assistance Force and United States Forces – Afghanistan from February 2013 until August 2014, and as the 32nd Assistant Commandant of the Marine Corps from October 23, 2010, to December 15, 2012. He has commanded several units, including the 5th Marine Regiment during the 2003 invasion of Iraq.

The Deputy Commandant for Aviation (DCA) is the United States Marine Corps' principle advisor on all aviation matters and is the spokesperson for Marine Corps Aviation programs, requirements, and strategy throughout the Department of the Navy and the Department of Defense. DCA is normally the highest-ranking naval aviator in the Marine Corps and reports directly to the Commandant of the Marine Corps. The role of DCA is an administrative position and has no operational command authority over United States Marine Corps Aviation forces.
