Chad, officially known as the Republic of Chad, is a landlocked country at the crossroads of North and Central Africa. It is bordered by Libya to the north, Sudan to the east, the Central African Republic to the south, Cameroon to the south-west, Nigeria to the southwest, and Niger to the west. Chad has a population of 16 million, of which 1.6 million live in the capital and largest city N'Djamena.

During the 1970s, he served successively as Ambassador to the United States and France. Later, he was President of the National Assembly in 1990. He served in the government as Minister of Justice from 2008 to 2010 and as Minister of Posts and New Information Technologies from 2010 to 2013.
The Government of Chad had been ruled and controlled by Idriss Déby and his Patriotic Salvation Movement since December 2, 1990, and officially since February 28, 1991. An amendment to the Constitution of Chad, passed in 2005, allowed Déby to run for his next term which would be his third. He ran for it and won, although the election was criticized harshly.. The Chadian Government would be dissolved following Deby's death on April 20, 2021.
