The Citizen Armed Force Geographical Unit, variously called Citizens Armed Forces Geographical Unit, Civilian Armed Forces Geographical Unit and commonly referred to by its acronym CAFGU (pronounced "kahf-goo") is an irregular auxiliary force of the Armed Forces of the Philippines focusing on anti-insurgency efforts in the countryside. As of 2022, an estimated 69,938 CAFGU troopers are active in the country, taking part in military operations alongside regular soldiers of the AFP. [1]
The CAFGU was created on July 25, 1987, when President Corazon C. Aquino signed Executive Order No. 264 entitled "Providing for the Citizen Armed Force". [2] The creation of the unit was based on the "clear, consolidate, hold and develop" strategy adopted by then-Defense Secretary Fidel V. Ramos in dealing with insurgent-infiltrated villages. [3]
CAFGU units are components of the AFP Ready Reserve detailed to Military Auxiliary Service. Article X, Sec. 61, sub-paragraph 2 of Republic Act 7077 [4] describes this manner of service as follows:
Military auxiliary service entails services rendered in meeting local insurgency threat. Reservists serving under this category will be organized into Ready Reserve units. They must be issued and allowed to carry firearms: Provided, That these reservists will be utilized only for the defense of their respective localities and will not be employed outside their localities. Elected/appointed local government officials are expected to perform their duties and responsibilities in their respective peace and order council levels or similar organizations efficiently and effectively to enhance a total integrated system approach against threats to national security. The Secretary of National Defense shall prescribe the rules and regulations to implement this section in coordination with the Secretary of the Interior and Local Government.
In 2020, President Rodrigo Duterte established a comprehensive social benefits program for CAFGU members, alongside the military and the police, who are killed in the performance of their duties. [5]
In 1993, the Philippine government considered deactivating the CAFGU units due to allegations of human rights abuses; 60 CAFGU units comprising 10,000 troops were disbanded. However, in 1996, the government halted its program to completely disband the CAFGU units. [6] The Commission on Human Rights' records show that as of 2000, 853 human rights abuse cases have been filed against 1,070 CAFGU members. [7]
CAFGU units are administered by, and under the operational control of, regular units of the Armed Forces of the Philippines. Philippine Army infantry battalions assigned to this function are also referred to as "Cadre Battalions". Deactivation of CAFGU units assigned to these battalions result in the return of their status as regular infantry battalions.
The CAFGU units are tasked to prevent the re-infiltration of insurgents into communities that have already been cleared of their influence by combat operations conducted by regular units of the Armed Forces of the Philippines.
The CAFGU units are issued small arms; typically U.S. sourced M-14, or M-16 type rifles, and receive a monthly stipend of Php 4,500.00 (about US$92.43).
The Armed Forces of the Philippines (AFP) are the military forces of the Philippines. It consists of three main service branches; the Army, the Air Force, and the Navy. The President of the Philippines is the Commander-in-Chief of the AFP and forms military policy with the Department of National Defense, an executive department acting as the principal organ by which military policy is carried out, while the Chief of Staff of the Armed Forces of the Philippines serves as the overall commander and the highest-ranking officer in the AFP.
The Philippine Constabulary was a gendarmerie-type military police force of the Philippines from 1901 to 1991, and the predecessor to the Philippine National Police. It was created by the American occupational government to replace the Spanish colonial Guardia Civil, happened on the 19th century history of the Philippines. It was the first of the four branches of the Armed Forces of the Philippines. On January 29, 1991, it was merged with the Integrated National Police to form the Philippine National Police.
The orders and decorations conferred upon civilians and military personnel in the Republic of the Philippines are listed by orders of precedence. Philippine civilian orders and decorations are conferred by the President of the Philippines in his or her capacity as head of state. In certain instances, the conferment of certain orders and decorations requires the concurrence of the Congress of the Philippines, or of certain advisory bodies.
A military reserve force is a military organization whose members (reservists) have military and civilian occupations. They are not normally kept under arms, and their main role is to be available when their military requires additional manpower. Reserve forces are generally considered part of a permanent standing body of armed forces, and allow a nation to reduce its peacetime military expenditures and maintain a force prepared for war. During peacetime, reservists typically serve part-time alongside a civilian job, although most reserve forces have a significant permanent full-time component as well. Reservists may be deployed for weeks or months-long missions during peacetime to support specific operations. During wartime, reservists may be kept in service for months or years at a time, although typically not for as long as active duty soldiers.
The Philippine Army (PA) is the main, oldest and largest branch of the Armed Forces of the Philippines (AFP), responsible for ground warfare and as of 2021 had an estimated strength of 143,100 soldiers The service branch was established on December 21, 1935, as the Philippine Commonwealth Army. The Philippine Army has engaged in many conflicts including the ongoing Communist rebellion in the Philippines, the Moro conflict and, alongside other national military forces, in conflicts of international scope.
Alfredo Manapat Santos was Chief of Staff of the Armed Forces of the Philippines in 1962 to 1965, making him the first four-star general of the Philippines' armed forces.

The 7th Regional Community Defense Group, Army Reserve Command; is a line unit of the Army Reserve Command. It was created for the sole purpose of Reserve Force management, procurement, and organisation in the areas encompassing Central Visayas.
The Integrated Civilian Home Defense Forces, also called the Civilian Home Defense Force and commonly referred to by its acronym CHDF, was an irregular paramilitary force supervised and deployed by the heads of the local government in the Philippines — provincial governors, city and municipal mayors. The CHDF was active during the 1970s, and was officially disbanded in 1986 after the People Power Revolution. However, the creation of the Citizen Armed Force Geographical Unit in 1987 provided the opportunity for CHDF members to once again perform their former duties.
Bartolome Vicente "Bob" Orpilla Bacarro is a retired Philippine Army lieutenant general who served as the 58th chief of staff of the Armed Forces of the Philippines from 2022 to 2023. He previously commanded the Southern Luzon Command. In 1991, Bacarro was awarded the Armed Forces of the Philippines Medal of Valor for his actions against the New People's Army in Maconacon, Isabela.
Eduardo "Ed" Drueco del Rosario is a Philippine Army veteran and government official who served as the first Secretary of Human Settlements and Urban Development of the Philippines under the Duterte administration, from January 2, 2020 to June 30, 2022. He previously served as Chairperson of the now-defunct Housing and Urban Development Coordinating Council which was abolished and replaced by the Department of Human Settlements and Urban Development created through Republic Act No. 11201 on February 14, 2019. Del Rosario served 37 years in the Armed Forces of the Philippines, retiring as a major general in 2012. His service included tours as commander of the AFP Southern Luzon Command and of the 2nd Infantry Division.
The Alsa Masa was a rightwing vigilante group in the Philippines initially formed in early 1984 specifically to combat the New People's Army in Barangay Agdao, Davao City. It was then later revived and expanded in April 1986 with the support of the Philippine Constabulary's Davao Metro District Command. It was created at a time when the NPA was still experimenting with approaches like urban insurrectionism, creating an atmosphere of extreme violence in Mindanao. However, Alsa Masa itself was soon noted to also be a perpetrator of numerous human rights violations, creating a cycle of violence in the locality. Many of Alsa Masa's members were later recruited into the Civilian Armed Forces Geographical Units which the Philippine government created in July 1987.
