The City Protocol is a new open, global, and progressive working framework for cities worldwide to assess and improve performance in environmental sustainability, economic competitiveness, quality of life, and city services, by innovating and demonstrating new leadership models, new ways of engaging society, and by leveraging new information and communication technologies (ICT).
Many initiatives exist today on various indicators (quality, performance and life) and on normalization of trade. The City Protocol addresses the city under a systemic approach. Cities can usefully be described as complex systems since their components interact and co-determine their future. Thus, urban planning is limited by the very nature of their complexity. The city has a metabolism and a rich ecosystem, it’s very heterogeneous. Like any complex system, it changes over time, it evolves, it is fragile and must adapt to changes. Resilience is the key to also ensure continuity of services in the city at any time of crisis. Two major vectors through the development of the city, the need, its uses and functions, and chance, hazard and risk. The city should be adaptive, learning, evolving, robust, autonomous, self-repairing, and self-reproducing. [1]
The City Protocol has five fundamental goals:
The City Protocol will move worldwide city thinking forward effectively and remain appealing and available to a wide range of cities and smart city communities. City Protocol will create a reflection community, a sharing space and opportunities to build complete or partly solutions to allow the emergent new generation solutions for a sustainable city. [2]
The City Protocol will be created through a number of stages that will span some 18 months:
Infrastructure is the set of facilities and systems that serve a country, city, or other area, and encompasses the services and facilities necessary for its economy, households and firms to function. Infrastructure is composed of public and private physical structures such as roads, railways, bridges, tunnels, water supply, sewers, electrical grids, and telecommunications. In general, infrastructure has been defined as "the physical components of interrelated systems providing commodities and services essential to enable, sustain, or enhance societal living conditions" and maintain the surrounding environment.
Sustainable urban infrastructure expands on the concept of urban infrastructure by adding the sustainability element with the expectation of improved and more resilient urban development. In the construction and physical and organizational structures that enable cities to function, sustainability also aims to meet the needs of the present generation without compromising the capabilities of the future generations.
Adaptive reuse refers to the process of reusing an existing building for a purpose other than which it was originally built or designed for. It is also known as recycling and conversion. Adaptive reuse is an effective strategy for optimizing the operational and commercial performance of built assets. Adaptive reuse of buildings can be an attractive alternative to new construction in terms of sustainability and a circular economy. It has prevented thousands of buildings' demolition and has allowed them to become critical components of urban regeneration. Not every old building can qualify for adaptive reuse. Architects, developers, builders and entrepreneurs who wish to become involved in rejuvenating and reconstructing a building must first make sure that the finished product will serve the need of the market, that it will be completely useful for its new purpose, and that it will be competitively priced.
An eco-city or ecocity is "a human settlement modeled on the self-sustaining resilient structure and function of natural ecosystems", as defined by Ecocity Builders. Simply put, an eco-city is an ecologically healthy city. The World Bank defines eco-cities as "cities that enhance the well-being of citizens and society through integrated urban planning and management that harness the benefits of ecological systems and protect and nurture these assets for future generations". Although there is no universally accepted definition of an 'eco-city', among available definitions, there is some consensus on the basic features of an eco-city.
Environmental planning is the process of facilitating decision making to carry out land development with the consideration given to the natural environment, social, political, economic and governance factors and provides a holistic framework to achieve sustainable outcomes. A major goal of environmental planning is to create sustainable communities, which aim to conserve and protect undeveloped land.
Livability or liveability is the degree to which a place is good for living. Livability refers to the concerns that are related to the long-term wellbeing of individuals and communities. It encompasses factors like neighborhood amenities, including parks, open space, walkways, grocery shops and restaurants as well as environmental quality, safety and health. It also incorporates things like cost and friendliness. These features contribute to the pleasantness and accessibility of communities. Additionally, livability considers the availability and quality of public transport, educational institutions and healthcare facilities. It also considers the overall cultural and social atmosphere of a place, including the presence of diverse recreational activities and community engagement opportunities. All these factors combined create an environment that enhances the overall quality of life for residents.
A sustainable city, eco-city, or green city is a city designed with consideration for social, economic, environmental impact, and resilient habitat for existing populations, without compromising the ability of future generations to experience the same. The UN Sustainable Development Goal 11 defines sustainable cities as those that are dedicated to achieving green sustainability, social sustainability and economic sustainability. They are committed to doing so by enabling opportunities for all through a design focused on inclusivity as well as maintaining a sustainable economic growth. The focus will also includes minimizing required inputs of energy, water, and food, and drastically reducing waste, output of heat, air pollution – CO2, methane, and water pollution. Richard Register, a visual artist, first coined the term ecocity in his 1987 book Ecocity Berkeley: Building Cities for a Healthy Future, where he offers innovative city planning solutions that would work anywhere. Other leading figures who envisioned sustainable cities are architect Paul F Downton, who later founded the company Ecopolis Pty Ltd, as well as authors Timothy Beatley and Steffen Lehmann, who have written extensively on the subject. The field of industrial ecology is sometimes used in planning these cities.
ICLEI – Local Governments for Sustainability is an international non-governmental organization that promotes sustainable development. ICLEI provides technical consulting to local governments to identify and meet sustainability objectives. It has a strong focus on biodiversity and has worked across local, national, and global levels. ICLEI was the first and is the largest transnational network of local governments engaging in climate action.
World Design Organization (WDO)® is a globally recognized non-governmental organization that aims to promote and advance the discipline of industrial design and its power to enhance economic, social, cultural and environmental quality of life. Founded in 1957 as the International Council of Societies of Industrial Design by a group of international organizations focused on industrial design, WDO has grown to include over 200 member organizations across more than 40 nations, representing an estimated 400,000 designers.
A smart city is a technologically modern urban area that uses different types of electronic methods and sensors to collect specific data. Information gained from that data is used to manage assets, resources and services efficiently; in return, that data is used to improve operations across the city. This includes data collected from citizens, devices, buildings and assets that is processed and analyzed to monitor and manage traffic and transportation systems, power plants, utilities, urban forestry, water supply networks, waste, criminal investigations, information systems, schools, libraries, hospitals, and other community services. Smart cities are defined as smart both in the ways in which their governments harness technology as well as in how they monitor, analyze, plan, and govern the city. In smart cities, the sharing of data is not limited to the city itself but also includes businesses, citizens and other third parties that can benefit from various uses of that data. Sharing data from different systems and sectors creates opportunities for increased understanding and economic benefits.
In political ecology and environmental policy, climate governance is the diplomacy, mechanisms and response measures "aimed at steering social systems towards preventing, mitigating or adapting to the risks posed by climate change". A definitive interpretation is complicated by the wide range of political and social science traditions that are engaged in conceiving and analysing climate governance at different levels and across different arenas. In academia, climate governance has become the concern of geographers, anthropologists, economists and business studies scholars.
A working group, or working party, is a group of experts working together to achieve specified goals. The groups are domain-specific and focus on discussion or activity around a specific subject area. The term can sometimes refer to an interdisciplinary collaboration of researchers working on new activities that would be difficult to sustain under traditional funding mechanisms.
Urban China Initiative (UCI) is a new initiative with the aim to establish a think-tank with the express mission of finding and implementing effective solutions to China's urbanization challenge. It is a joint initiative led by Columbia University, the School of Public Policy and Management at Tsinghua University, and McKinsey & Company. UCI was launched in November 2010.
Sustainable urbanism is both the study of cities and the practices to build them (urbanism), that focuses on promoting their long term viability by reducing consumption, waste and harmful impacts on people and place while enhancing the overall well-being of both people and place. Well-being includes the physical, ecological, economic, social, health and equity factors, among others, that comprise cities and their populations. In the context of contemporary urbanism, the term cities refers to several scales of human settlements from towns to cities, metropolises and mega-city regions that includes their peripheries / suburbs / exurbs. Sustainability is a key component to professional practice in urban planning and urban design along with its related disciplines landscape architecture, architecture, and civil and environmental engineering. Green urbanism and ecological urbanism are other common terms that are similar to sustainable urbanism, however they can be construed as focusing more on the natural environment and ecosystems and less on economic and social aspects. Also related to sustainable urbanism are the practices of land development called Sustainable development, which is the process of physically constructing sustainable buildings, as well as the practices of urban planning called smart growth or growth management, which denote the processes of planning, designing, and building urban settlements that are more sustainable than if they were not planned according to sustainability criteria and principles.
Maurizio Carta is an Italian urban planner and architect. He is full professor of urban and regional planning at the Department of Architecture at the University of Palermo, he teaches urban design and planning and he is the author of several scientific publications.
The European environmental research and innovation policy is a set of strategies, actions and programmes to promote more and better research and innovation for building a resource-efficient and climate resilient society and economy in sync with the natural environment. It is based on the Europe 2020 strategy for a smart, sustainable and inclusive economy and it realises the European Research Area (ERA) and Innovation Union in the field of environment. The aim of the European environmental research and innovation policy is to contribute to a transformative agenda for Europe in the coming years, where the quality of life of the citizens and the environment are steadily improved, in sync with the competitiveness of businesses, the societal inclusion and the management of resources.
Habitat III, the United Nations Conference on Housing and Sustainable Urban Development, took place in Quito, Ecuador, from 17 – 20 October 2016.
Nature-based solutions is the sustainable management and use of natural features and processes to tackle socio-environmental issues. These issues include for example climate change, water security, food security, preservation of biodiversity, and disaster risk reduction. Through the use of NBS healthy, resilient, and diverse ecosystems can provide solutions for the benefit of both societies and overall biodiversity. The 2019 UN Climate Action Summit highlighted nature-based solutions as an effective method to combat climate change. For example, NBS in the context of climate action can include natural flood management, restoring natural coastal defences, providing local cooling, restoring natural fire regimes.
Sidewalk Toronto is a cancelled urban development project proposed by Sidewalk Labs at Quayside, a waterfront area in Toronto, Ontario, Canada. This project was first initiated by Waterfront Toronto in 2017 by issuing the request for proposal (RFP) on development of the Quayside area. Sidewalk Labs, which is a subsidiary of Google, won the bid in 2017. The Master Innovation Development Plan (MIDP) was created in 2019 through conversations with over 21,000 Toronto residents and aimed to be an innovative reinvention of Toronto's neglected eastern downtown waterfront.
