The Coatzacoalcos Underwater Tunnel is a tunnel under the Coatzacoalcos River, connecting the cities of Coatzacoalcos and Villa de Allende in the Mexican state of Veracruz. The tunnel was formally opened on April 27, 2017, making it the first undersea tunnel in Mexico. [1] after a 13-year construction process characterized by delays and increased costs and for which it has been described as a "monument to corruption". [2] [3] It is operated by a subsidiary of IDEAL, a company controlled by Carlos Slim.

History

Existing river crossings

With the development of petrochemical complexes on the east bank of the river, the two existing crossings were insufficient for traffic. The first crossing to open was the Coatzacoalcos I bridge, which carries two-lane Mexican Federal Highway 180 and a rail line across the river and opened on March 18, 1962. [4] In 1984, the four-lane Coatzacoalcos II bridge, formally named the Puente Ing. Antonio Dovalí Jaime (Coatzacoalcos II)  [ es ], opened to traffic on the mainline of Mexican Federal Highway 180D; this bridge, built 12 kilometres (7.5 mi) to the south, primarily serves to carry traffic bypassing the city. With just one two-lane local bridge connecting the cities of Coatzacoalcos and Villa de Allende, a third and higher-capacity river crossing was needed.

Awarding and construction

In 2004, the state government of Veracruz selected a consortium led by Spanish company Fomento de Construcciones y Contratas (FCC Construcción), known as Concesionaria Túnel de Coatzacoalcos, S.A. de C.V., to receive the concession to build the tunnel and operate it for 30 years, with a special 15-year extension added after. [1] The project was originally budgeted for 2.065 billion pesos and scheduled to open in 2010. [5]

Construction was heavily delayed for several reasons. At the start, the state government failed to apply for the proper permits; [6] as construction got going, delays started to become evident, while the state government was being billed for higher quality raw materials than those being used. [6] At times, the contractors were not being paid for materials, causing further delays. [7] By the time Fidel Herrera, who governed Veracruz from 2004 to 2010, left office, the project was already a "white elephant". [6]

During the six-year term of Javier Duarte as Governor of Veracruz, the Superior Auditor of the Federation (Auditoría Superior de la Federación or ASF), the federal agency responsible for conducting audits, as well as its state counterpart (ORFIS), signaled the project each year for diversion of resources, and it warned that the project failed to comply with state planning policies and was being built below standards. [5] Pecuniary losses soared into the hundreds of millions of pesos. [6] Despite this, the state government continued to plow public resources into the project. In 2013, halfway through Duarte's term, the state Secretary of Infrastructure and Public Works, Gerardo Buganza, asked the state legislature to authorize Carlos Slim to inject additional resources into the project, asking them to "have faith" that the tunnel would be completed by the end of the state administration in 2016; while the deputies approved the project, the tunnel yet again missed a deadline. [5] Indeed, that same year, construction ground to a halt for what would become two years, and cracked concrete and rusting metal were visible on the worksite. [6] Nationally, the tunnel was generating comparisons to another project marked by delays and cost increases, Line 12 of the Mexico City Metro. [8]

During construction, workers uncovered artifacts from Olmec settlements in Villa de Allende dating from 1200 to 400 BCE and in smaller amounts on the Coatzacoalcos side of the project. Twenty archeologists from the Instituto Nacional de Antropología e Historia spent two months on site. [9] Among the items later exhibited were counterweights used for fishing nets, pots, and human figures. [10]

Opening and operation

The Coatzacoalcos Underwater Tunnel opened with a formal dedication on April 27, 2017, at a cost of 5.398 billion pesos — a 256% increase over the original budget. [5] Speaking at the dedication, Governor Miguel Ángel Yunes Linares suggested that the tunnel be known as the Túnel Puerto México, in honor of one of the former names of Coatzacoalcos. [7] A piece of concrete fell from the ceiling of the eastbound (Coatzacoalcos-Allende) tunnel during the 2017 Chiapas earthquake. [11]

Local residents have presented several complaints about the tunnel. In Villa Allende, residents blocked the access road to the tunnel and threatened to sabotage the event if insurers did not visit homes in the area that they claimed were damaged during construction. [7]

Tunnel

The Coatzacoalcos Tunnel carries four lanes of traffic under the Coatzacoalcos River, providing a third crossing of the river. The 1.1 km (0.68 mi) tunnel is 25 metres (82 ft) wide and dips to 21 metres (69 ft) below the river at its lowest point. [1] The tunnel was built with the immersed tube method in order to reduce impact on urban areas; nearly 700 metres (2,300 ft) of the tunnel was prefabricated and installed on site. [1] Cemex provided 48,000 cubic metres (63,000 cu yd) of concrete for the project, including structural elements and pavement. [1] Combined with the access ramps, the road is 2.8 kilometres (1.7 mi) in length. [12]

The tunnel also features 18 ventilators to control the temperature and humidity, as well as lighting, carbon monoxide and smoke detection and closed-circuit cameras. [1]

Currently, users are tolled on the Villa Allende side of the tunnel. [12] :18

The company was formed in 1998 following the privatization of Mexico's railways. Ferrosur won the concession to operate the southeastern railway. DR-3 is one of three main dual carriageway highways of the Dominican Republic, connecting Santo Domingo to the eastern cities of the republic. The highway begins at the Plaza de La Bandera, on the western side of Santo Domingo, and travels eastward through downtown Santo Domingo and continues east to Santo Domingo Este. Outside Santo Domingo it runs roughly parallel to the Caribbean Sea toward the eastern cities of the nation. DR-3 creates a rapid connection to the Las Américas International Airport, located only 30 kilometers east of Santo Domingo. DR-3 continues eastward to the beach towns of Andrés and Boca Chica. DR-3 then continues east and slightly north to the eastern cities of San Pedro de Macorís, La Romana, and Higüey and has connections to the routes that lead to the resort towns of Bayahibe, Bávaro, and Punta Cana. La Línea is a highway tunnel between the cities of Calarcá, Quindío and Cajamarca, Tolima in Colombia. It crosses beneath the locally famous "Alto de La Línea" in the Cordillera Central or central range of the Andes mountains, easing traffic on one of Colombia's main east-west road connections which links Bogotá with Cali and the Pacific port of Buenaventura. It is the longest road tunnel in Latin America, and in the Americas, well ahead of the 13,300 ft (4,100 m) Anton Anderson Memorial Tunnel which is the longest road tunnel in North America. The total length of the tunnel is 8,652 metres (28,386 ft), its western entrance being at 2,420 metres (7,940 ft) above msl, 19 kilometres (12 mi) east of the city of Armenia and the eastern one at 2,505 metres (8,219 ft) above msl, at 37.8 kilometres (23.5 mi) west of Ibagué. Constructions of the pilot tunnel started on 30 September 2004 and both sides of the pilot met on 2 August 2008. In September 2007 Ministry of Transport launched the tender process for the construction of tunnel and connecting roads. Construction work started in December 2008 in head of Union Temporal Segundo Centenario led by Carlos Collins and was originally expected to finish in 2016. In May 2016, the opening was delayed to 2018. The tunnel was finally opened on 4 September 2020, after 14 years of construction work, at a total cost of around 2.9 trillion pesos.

Javier Duarte de Ochoa is a Mexican politician formerly affiliated with the Institutional Revolutionary Party (PRI) who served as Governor of Veracruz from 2010 to 2016. He also served as congressman during the LXI Legislature of the Mexican Congress representing Veracruz, leaving his seat on 16 February 2010. On 4 July 2010 Duarte de Ochoa won the election for governor, becoming the candidate to receive the most votes in the state's history with 1,392,386 votes according to the final electoral tally. In October 2016, Duarte was officially declared a fugitive criminal by Mexican authorities due to corruption during his time as governor of Veracruz and was apprehended on April 15, 2017. He was extradited to Mexico on July 17, 2017. He sentence of nine years in prison was ratified on May 18, 2020.

Gregorio Jiménez de la Cruz was a Mexican journalist and photographer. He was murdered in February 2014 in Veracruz, which has been described as the most dangerous state for journalists in Mexico. He was at least the tenth journalist killed in Veracruz since Javier Duarte became governor 38 months earlier. At the time of Jiménez's murder, four additional journalists were missing in the state.

<span class="mw-page-title-main">Emisor Oriente Tunnel</span> Tunnel in Mexiko

The Emisor Oriente Tunnel, also known as the Tunel Emisor Oriente, Eastern Discharge Tunnel, Eastern Wastewater Tunnel, and East Issuing Tunnel, is a wastewater treatment tunnel in Mexico City, Mexico. At 62,500 m (38.8 mi), it is the eighth longest tunnel in the world. It was constructed between 2008 and 2019 using a tunnel boring machine. Serving a population of 20 million, it runs from Mexico City to the Atotonilco Wastewater Treatment Plant in Hidalgo state. It runs at a maximum depth of 200 meters below ground level and has a discharge capacity of 150 m3/s. This tunnel will help prevent flooding and serves as an alternate exit for the Emisor Central, another drainage tunnel.

Federal Highway 180D is the toll highways paralleling Highway 180 in seven separate segments of highway. Three are in Veracruz:, the Libramiento de Cardel, the highway from Cardel to Veracruz, and the Nuevo Teapa-Cosoleacaque highway. Four segments exist beyond Veracruz: one between Agua Dulce and Cárdenas, Tabasco, facilitating a connection from the city of Coatzacoalcos in Veracruz; a bypass of Villahermosa; one connecting Champotón to Campeche City, Campeche; and another connecting the cities of Mérida, Yucatán, and Cancún, Quintana Roo. An additional segment, connecting the latter highway to Playa del Carmen, is officially part of Highway 180D, but is signed as Highway 305D.

Federal Highway 95D is a toll highway connecting Mexico City to Acapulco, Guerrero. Highway 95D is among the most important toll roads in the country, serving as a backbone for traffic out of Mexico City toward Morelos and tourist destinations in Guerrero.

Federal Highway 150D is a toll highway connecting Mexico City to Veracruz City via Puebla City and Córdoba. It serves as one of the backbones of Mexico's toll road system. The road is primarily operated by Caminos y Puentes Federales, which charges cars 520 pesos to travel Highway 150D, with one segment in the Puebla metropolitan area built and maintained by OHL and PINFRA.

Federal Highway 145D is a toll highway in the state of Veracruz. It connects southern Veracruz to Mexican Federal Highway 150D, continuing the other road's east-west trajectory. The road is operated by Caminos y Puentes Federales, who charges a toll of 183 pesos per car to travel Highway 145D.

Federal Highway 40D is the designation for toll highways paralleling Mexican Federal Highway 40. Highway 40D connects Mazatlán, Sinaloa to Reynosa, Tamaulipas. It forms most of the highway corridor between Mazatlán and Matamoros, Tamaulipas, one of 14 major highway corridors in the country.

Federal Highway 45D is a toll part of the paralleling Fed. 45. Eleven separate tolled segments exist of Fed. 45D between Querétaro City and Villa Ahumada in Chihuahua, between Chihuahua City and Ciudad Juárez.

Federal Highway 190D is the tolled Federal Highway that parallels Federal Highway 190. Highways with the 190D signage are in the states of Oaxaca and Chiapas.

The Interoceanic Corridor of the Isthmus of Tehuantepec, abbreviated as CIIT, is an ongoing Mexican construction project, under the control of the Secretariat of the Navy, which seeks to connect the Pacific and Atlantic Oceans through a railway system, both for cargo and passengers, that crosses the Isthmus of Tehuantepec, and through the modernization and growth of seaports, particularly the ports of Salina Cruz (Oaxaca) and Coatzacoalcos (Veracruz), and of the Minatitlán oil refinery and the Salina Cruz oil refinery in Southern Mexico. In addition, it also plans to attract private investors through the creation of 10 industrial parks in the Isthmus area. The project has the goal of developing the economy and industry of the Mexican South through encouraging economic investment, both national and international, and facilitate commerce and transportation of goods internationally.
