The Combined Construction and Operating License (Regulatory Guide 1.206, COL) replaced the previous Draft Regulatory Guide 1145 as the licensing process for new nuclear power plants in the United States. It is a part of a newer "streamlined" process that encourages standard plant designs, and prevents delays in operation that contributed to the mothballing of many plants since the 1980s. "A combined license authorizes construction and conditional operation of a nuclear power plant. The application for a combined license must contain essentially the same information required in an application for an operating license issued under 10 CFR Part 50, including financial and antitrust information and an assessment of the need for power. The application must also describe the inspections, tests, analyses, and acceptance criteria (ITAAC) that are necessary to ensure that the plant has been properly constructed and will operate safely." Previously, the licensing process had two steps, a construction permit and an operating license, each of which required a different application to be filed and reviewed. Oppositions raised before a plant started operation versus before it started construction could thus be extremely financially damaging to a utility.
A COL may reference an Early Site Permit (ESP), a standard Design Certification (DC), both, or neither. An ESP addresses the site that plant will be built on while a DC describes the reactor design. A COL application must address the information contained in an ESP or a DC if it does not reference them.
Seven COLs have been issued [2] and one application is currently under active review. [3] Five ESPs have been granted and one application is currently under active review. [4] Six Design Certification have been granted, one is under renewal review, and three applications are under active review. [5]
The United States Nuclear Regulatory Commission (NRC) is an independent agency of the United States government tasked with protecting public health and safety related to nuclear energy. Established by the Energy Reorganization Act of 1974, the NRC began operations on January 19, 1975, as one of two successor agencies to the United States Atomic Energy Commission. Its functions include overseeing reactor safety and security, administering reactor licensing and renewal, licensing radioactive materials, radionuclide safety, and managing the storage, security, recycling, and disposal of spent fuel.
The Harris Nuclear Plant is a nuclear power plant with a single Westinghouse designed pressurized-water nuclear reactor operated by Duke Energy. It was named in honor of W. Shearon Harris, former president of Carolina Power & Light. Located in New Hill, North Carolina, in the United States, about 20 miles (30 km) southwest of Raleigh, it generates 900 MWe, has a 523-foot (160 m) natural draft cooling tower, and uses Harris Lake for cooling. The reactor achieved criticality in January 1987 and began providing power commercially on May 2 of that year.
Turkey Point Nuclear Generating Station is a nuclear and gas-fired power plant located on a 3,300-acre (1,300 ha) site two miles east of Homestead, Florida, United States, next to Biscayne National Park located about 25 miles (40 km) south of Miami, Florida near the southernmost edge of Miami-Dade County. The facility is owned by Florida Power & Light.
The H. B. Robinson Steam Electric Plant, also known as Robinson Nuclear Plant, is a nuclear power plant located near Hartsville, South Carolina. The plant consists of one Westinghouse 759 MW pressurized water reactor. The site once included a coal-fired unit that generated 174 MW and a combustion turbine unit that generated 15 MW.
The Calvert Cliffs Nuclear Power Plant (CCNPP) is a nuclear power plant located on the western shore of the Chesapeake Bay near Lusby, Calvert County, Maryland, in the Mid-Atlantic United States. It is the only nuclear power plant in the state of Maryland.
The North Anna Nuclear Generating Station is a nuclear power plant on a 1,075-acre (435 ha) site in Louisa County, Virginia, in the Mid-Atlantic United States. The site is operated by Dominion Generation company and is jointly owned by the Dominion Virginia Power corporation (88.4%) and by the Old Dominion Electric Cooperative (11.6%).
The Alvin W. Vogtle Electric Generating Plant, also known as Plant Vogtle, is a four-unit nuclear power plant located in Burke County, near Waynesboro, Georgia, in the southeastern United States. With a power capacity of 4,536 megawatts, it is the largest nuclear power plant, the largest source of low-carbon electricity, and largest power station overall in the United States. It is also the only nuclear plant in the country with four units. It is named after a former Alabama Power and Southern Company board chairman, Alvin Vogtle.
The Virgil C. Summer Nuclear Power Station occupies a site near Jenkinsville, South Carolina, in Fairfield County, South Carolina, approximately 20 miles (32 km) northwest of Columbia.
Grand Gulf Nuclear Station is a nuclear power station with one operational GE BWR reactor. It lies on a 2,100 acres (850 ha) site near Port Gibson, Mississippi. The site is wooded and contains two lakes. The plant has a 520-foot natural draft cooling tower. As of January 2023, the plant employs 675 people.
The South Texas Project Electric Generating Station, is a nuclear power station southwest of Bay City, Texas, United States. STP occupies a 12,200-acre (4,900 ha) site west of the Colorado River about 90 miles (140 km) southwest of Houston. It consists of two Westinghouse Pressurized Water Reactors and is cooled by a 7,000-acre (2,800 ha) reservoir, which eliminates the need for cooling towers.
The Enrico Fermi Nuclear Generating Station is a nuclear power plant on the shore of Lake Erie near Monroe, in Frenchtown Charter Township, Michigan on approximately 1,000 acres (400 ha). All units of the plant are operated by the DTE Energy Electric Company and owned by parent company DTE Energy. It is approximately halfway between Detroit, Michigan, and Toledo, Ohio. It is also visible from parts of Amherstburg and Colchester, Ontario as well as on the shore of Lake Erie in Ottawa County, Ohio. Two units have been constructed on this site. The first unit's construction started on August 4, 1956 and reached initial criticality on August 23, 1963, and the second unit received its construction permit on September 26, 1972. It reached criticality on June 21, 1985 and was declared commercial on November 18, 1988. The plant is connected to two single-circuit 345 kV Transmission Lines and three 120 kV lines. They are operated and maintained by ITC Transmission.
The AP1000 is a nuclear power plant designed and sold by Westinghouse Electric Company. The plant is a pressurized water reactor with improved use of passive nuclear safety and many design features intended to lower its capital cost and improve its economics.
The Economic Simplified Boiling Water Reactor (ESBWR) is a passively safe generation III+ reactor design derived from its predecessor, the Simplified Boiling Water Reactor (SBWR) and from the Advanced Boiling Water Reactor (ABWR). All are designs by GE Hitachi Nuclear Energy (GEH), and are based on previous Boiling Water Reactor designs.
The Susquehanna Steam Electric Station is a nuclear power station on the Susquehanna River in Salem Township, Luzerne County, Pennsylvania.
Comanche Peak Nuclear Power Plant is located in Somervell County, Texas. The nuclear power plant is located 40 miles (64 km) southwest of Ft. Worth and about 60 miles (97 km) southwest of Dallas. It relies on nearby Comanche Creek Reservoir for cooling water. The plant has about 1,300 employees and is operated by Luminant Generation, a subsidiary of Vistra Corp.
A Next Generation Nuclear Plant (NGNP) is a specific proposed generation IV very-high-temperature reactor (VHTR) that could be coupled to a neighboring hydrogen production facility. It could also produce electricity and supply process heat. Up to 30% of this heat could be used to produce hydrogen via high-temperature electrolysis significantly reducing the cost of the process. The envisioned reactor design is helium-cooled, using graphite-moderated thermal neutrons, and TRISO fueled.
The William States Lee III Nuclear Station was a planned two-unit nuclear power plant in Cherokee County, South Carolina. Duke Energy filed the Combined Construction and Operating License (COL) application for the plant on December 13, 2007 to the NRC. On December 19, 2016, the NRC issued two Combined Licenses authorizing Duke to build and operate two AP1000 reactors at the site.
The Levy County Nuclear Power Plant was a proposed nuclear power plant in Levy County, Florida. Progress Energy Florida originally estimated that the reactors would cost $5 billion and would commence operation in 2016. It later became clear that the Levy County reactors would not have started operation until at least 2026. Since Progress filed its application for the new plant in 2008 demand for electricity had been growing very slowly, and natural gas prices were extremely low at the time. The utility estimated that the reactors would cost between $17 billion and $22 billion, not counting financing charges and cost overruns. According to economist Mark Cooper, opposition to the project has mounted, threatening a rerun of the 1970s and 1980s, when the majority of nuclear construction plans were canceled or abandoned.
The Victoria County Station was a proposed nuclear power plant, in Victoria County, 13.3 miles south of Victoria, Texas. The plant, consisting of two 1535 MWe General-Electric-Hitachi economic simplified boiling water reactors was applied for by the Exelon Nuclear Texas Holdings, LLC on September 2, 2008. The project was canceled in August 2012.

Established in June 2007, GEH is a nuclear alliance created by General Electric and Hitachi. In Japan, the alliance is Hitachi-GE Nuclear Energy. In November 2015, Jay Wileman was appointed CEO.
