The Supreme People's Assembly is the highest organ of state power of North Korea. It is the only branch of government in North Korea, and per the principle of unified power, all state organs are subservient to it. It consists of one deputy from each of North Korea's 687 constituencies, elected to five-year terms.
The Vice Premier of the Cabinet assists the Premier of North Korea in guiding the work of the Cabinet of North Korea. The office is also alternatively known as Deputy Prime Minister of North Korea.

The SPA vice chairman is elected by the Supreme People's Assembly along with the SPA chairman. From 1972 until 1998, the SPA vice chairman was concurrently the SPA Standing Committee vice chairman.
