It is both a crime and a tort and, therefore, may result in criminal prosecution, civil liability, or both. Self-harm is intentional behavior that is considered harmful to oneself. This is most commonly regarded as direct injury of one's own skin tissues usually without a suicidal intention. Other terms such as cutting, self-injury, and self-mutilation have been used for any self-harming behavior regardless of suicidal intent. The most common form of self-harm is using a sharp object to cut the skin. Other forms include scratching, hitting, or burning body parts. While earlier usage included interfering with wound healing, excessive skin-picking, hair-pulling, and the ingestion of toxins, current usage distinguishes these behaviors from self-harm. Likewise, tissue damage from drug abuse or eating disorders is not considered self-harm because it is ordinarily an unintended side-effect but context may be needed as intent for such acts varies.

Preferring his studies over speed skating, he did not participate in the 1972 Winter Olympics, a decision he still regrets today. The best year of his speed skating career was 1975, when he became World Allround Champion, after having won silver the year before. From 1971 to 1976, Kuipers also was a successful amateur bicycle racer.

The Société Anversoise was a concession company of the Congo Free State, headquartered in Antwerp. It was, with the Lulonga Company and the Abir Congo Company, one of the main producers of rubber in the Free State. Alongside Abir and the Lulonga Company the Société Anversoise handed back control of the concession to the Congo Free State in 1906. The Société Anversoise merged with Abir in 1911 to form the Compagnie du Congo Belge with a focus of the management of rubber plantations instead of the harvesting of naturally occurring rubber. The Société Anversoise was quoted on the Antwerp Stock Exchange from 27 July 1898.
The Lulonga Company was a concession company of the Congo Free State. It was, with the Société Anversoise and the Abir Congo Company, one of the main producers of rubber in the Free State. The company's rubber production declined in the early 20th century as a result of over harvesting of the natural rubber vine and the entire concession produced just seven tons of rubber in 1905. Like Abir and the Société Anversoise, the Lulonga Company handed back control of the concession to the Congo Free State in 1906.

From 2005 to 2012 he served as alderman in Doetinchem. From 20 September 2012 to 6 July 2016 he was a member of the national parliament. Upon his resignation he was replaced by Harm Brouwer. On 8 July he was installed as mayor of the municipality of Oude IJsselstreek, a neighbouring municipality of Doetinchem.
