The Comptroller General of the United States is the director of the Government Accountability Office (GAO, formerly known as the General Accounting Office), a legislative branch agency established by Congress in 1921 to ensure the fiscal and managerial accountability of the federal government. The Budget and Accounting Act of 1921 "created an establishment of the Government to be known as the General Accounting Office, which shall be independent of the executive departments and under the control and direction of the Comptroller General of the United States". U.S.C. § 703. Also per 31 U.S.C. § 703 when the office of Comptroller General is to become vacant the current Comptroller General must appoint an executive or employee of the GAO to serve as the Acting Comptroller General until such time as a new Comptroller General is appointed by the President and confirmed by the Senate.The act also provided that the "Comptroller General shall investigate, at the seat of government or elsewhere, all matters relating to the receipt, disbursement, and application of public funds, and shall make to the President when requested by him, and to Congress... recommendations looking to greater economy or efficiency in public expenditures." The Comptroller General has the responsibility to audit the financial statements that the Secretary of the Treasury and the Director of the Office of Management and Budget present to the Congress and the President. For every fiscal year since 1996, when consolidated financial statements began, the Comptroller General has refused to endorse the accuracy of the consolidated figures for the federal budget, citing "(1) serious financial management problems at the Department of Defense, (2) the federal government’s inability to adequately account for and reconcile intragovernmental activity and balances between federal agencies, and (3) the federal government’s ineffective process for preparing the consolidated financial statements."
The current Comptroller General is Eugene Louis Dodaro, who became Comptroller General on December 22, 2010. He was preceded by David M. Walker.On February 15, 2008, David Walker, then Comptroller General, announced that he was resigning from GAO to head The Peter G. Peterson Foundation. Eugene Louis Dodaro became Acting Comptroller General of the United States on March 13, 2008, and was subsequently appointed by the President on September 22, 2010, and confirmed by the Senate on December 22, 2010, as the Comptroller General. Dodaro was sworn in as Comptroller General at a ceremony at the GAO on December 30, 2010.

The Department of the Treasury (USDT) is the national treasury of the federal government of the United States where it serves as an executive department. The department oversees the Bureau of Engraving and Printing, and the U.S. Mint; these two agencies are responsible for printing all paper currency and coins, while the treasury executes its circulation in the domestic fiscal system. The USDT collects all federal taxes through the Internal Revenue Service; manages U.S. government debt instruments; licenses and supervises banks and thrift institutions; and advises the legislative and executive branches on matters of fiscal policy. The Department is administered by the secretary of the treasury, who is a member of the Cabinet. The treasurer of the United States has limited statutory duties, but advises the Secretary on various matters such as coinage and currency production. Signatures of both officials appear on all Federal Reserve notes.

The U.S. Government Accountability Office (GAO) is a legislative branch government agency that provides auditing, evaluation, and investigative services for the United States Congress. It is the supreme audit institution of the federal government of the United States. It identifies its core "mission values" as: accountability, integrity, and reliability. It is also known as the "congressional watchdog".
The national debt of the United States is the total debt, or unpaid borrowed funds, carried by the federal government of the United States, which is measured as the face value of the currently outstanding Treasury securities that have been issued by the Treasury and other federal government agencies. The terms "national deficit" and "national surplus" usually refer to the federal government budget balance from year to year, not the cumulative amount of debt. A deficit year increases the debt, while a surplus year decreases the debt as more money is received than spent.

"Consolidated fund" or "consolidated revenue fund" is a term used in many states with political systems derived from the Westminster system to describe the main bank account of the government. General taxation is taxation paid into the consolidated fund for general spending, as opposed to hypothecated taxes earmarked for specific purposes.

Government Accountability Office investigations of the Department of Defense (DoD) are typically audits in which the Government Accountability Office (GAO), the United States Congress' investigative arm, studies how the Department of Defense spends taxpayer dollars. Since the GAO is accountable only to the legislative branch, it is in a unique position to investigate the military; no other agency can audit Federal departments with the same degree of independence from the President. However, the GAO is still subject to influence from powerful members of Congress. As of March 2016, the DoD was the only government agency to have failed every audit since all government agencies were required to pass such audits by the Chief Financial Officers Act of 1990.

The Defense Finance and Accounting Service (DFAS) is an agency of the United States Department of Defense (DOD), headquartered in Indianapolis, IN. DFAS was established in 1991 under the authority, direction, and control of the Under Secretary of Defense (Comptroller)/Chief Financial Officer to strengthen and reduce costs of financial management and operations within DOD. DFAS is responsible for all payments to servicemembers, employees, vendors, and contractors. It provides business intelligence and finance and accounting information to DOD decisionmakers. DFAS is also responsible for preparing annual financial statements and the consolidation, standardization, and modernization of finance and accounting requirements, functions, processes, operations, and systems for DOD.
Government financial statements are annual financial statements or reports for the year. The financial statements, in contrast to budget, present the revenue collected and amounts spent. The government financial statements usually include a statement of activities, a balance sheet and often some type of reconciliation. Cash flow statements are often included to show the sources of the revenue and the destination of the expenses.
The Budget and Accounting Act of 1921 was landmark legislation that established the framework for the modern federal budget. The act was approved by President Warren G. Harding to provide a national budget system and an independent audit of government accounts. The official title of this act is "The General Accounting Act of 1921", but is frequently referred to as "the budget act", or "the Budget and Accounting Act". This act meant that for the first time, the president would be required to submit an annual budget for the entire federal government to Congress. The object of the budget bill was to consolidate the spending agencies in both the executive and legislative branches of the government.
The Under Secretary of Defense (Comptroller)/Chief Financial Officer, abbreviated USD(C)/CFO, is a high level civilian official in the United States Department of Defense. The Under Secretary of Defense (Comptroller) is the principal staff assistant and adviser to both the Secretary of Defense and the Deputy Secretary of Defense for all budgetary and fiscal matters, including the development and execution of the Defense Department's annual budget.
Eugene Louis Dodaro is the Comptroller General of the United States and head of the U.S. Government Accountability Office (GAO). From October 1, 2000 until March 12, 2008, he was the Chief Operating Officer (COO) of the GAO and he held the equivalent second-in-command title before the late 2000 restructuring of the GAO, Principal Assistant Comptroller General, a title he had held since May 1999. This change of titles is a result of the organization-wide restructuring rather than a promotion or other event in his career; from May 1999 through to March 12, 2008, Dodaro retained the position of second in command of the GAO.
Elmer Boyd Staats was an American public servant whose career from the late 1930s to the early 1980s was primarily associated with the Bureau of the Budget (BOB) and the GAO. Staats was born to Wesley F. and Maude (Goodall) Staats. Staats received his AB from McPherson College in 1935, his MA from the University of Kansas in 1936, and his Ph.D. from the University of Minnesota in 1939.
John Raymond McCarl was an American lawyer and executive secretary of the national Republican Congressional Campaign Committee. He was the first Comptroller General of the United States, serving from 1921 to 1936. During his time in office, he was one of the most powerful and controversial officials in the U.S. federal government.
The Consolidated Appropriations Act, 2014 is an omnibus spending bill that packages several appropriation bills together in one larger bill. The 113th United States Congress failed to pass any of the twelve regular appropriations bills before the beginning of Fiscal Year 2014. The Continuing Appropriations Act, 2014 temporarily funded the government from October 1, 2013 to January 15, 2014. A second continuing resolution extended funding until January 18, 2014, giving both the House and the Senate enough time to vote on this bill.
