The Twenty-third Amendment to the United States Constitution extends the right to participate in presidential elections to the District of Columbia. The amendment grants the district electors in the Electoral College as though it were a state,though the district can never have more electors than the least-populous state. The manner in which the electors are appointed is to be determined by Congress. The Twenty-third Amendment was proposed by the 86th Congress on June 16,1960;it was ratified by the requisite number of states on March 29,1961.

The Hatch Act of 1939,An Act to Prevent Pernicious Political Activities,is a United States federal law. Its main provision prohibits civil service employees in the executive branch of the federal government,except the president and vice president,from engaging in some forms of political activity. It became law on August 2,1939. The law was named for Senator Carl Hatch of New Mexico. It was most recently amended in 2012.

Walter Edward Washington was an American civil servant and politician. After a career in public housing,Washington was the chief executive of Washington,D. C. from 1967 to 1979,serving as the first and only Mayor-Commissioner from 1967 to 1974,and as the first home-rule mayor of the District of Columbia from 1975 to 1979.
