David Muna Borja (born May 21, 1954) is a Northern Mariana Islands educator, military veteran and politician. Borja, who ran for Lieutenant Governor of the Northern Mariana Islands, was the running mate of gubernatorial candidate Ramon "Kumoi" Guerrero in the 2009 gubernatorial election. [1]

Biography

David Borja was born on May 21, 1954, to parents, Gregorio Flores and Catalina Tudela Muna Borja. [2] The family resided in the village of San Vicente, Saipan. [2]

Education

Borja attended Mount Carmel elementary school for grades 1-3 and Tamuning elementary school for grades 4th - 6th. [2]

Borja graduated from John F. Kennedy High School in Tumon, Guam. He enrolled as the University of Guam from 1972 to 1975, where he received a bachelor's degree in mathematics. [2] He enrolled at Central Michigan University from 1979 to 1980 and obtained a master's degree in management and supervision. [2]

In 2002, Borja earned an online-only doctorate in business administration through California Coast University which he attended from 1999 until the completion of his doctoral program. [2] In doing so, Borja became the first Chamorro from the Northern Mariana Islands to obtain a doctorate in business administration. [2]

Career

Borja had a long career with the United States Army before he retired on July 31, 1994, with the rank of major. [2]

Borja enlisted and completed United States Army Corps of Engineers basic training in 1977. [2] He further completed the U.S. Army Engineer Officer Advance Course in 1981 and the U.S. Army Command and services staff school in 1984. [2] Finally, Borja graduated from the United States Army Command and General Staff College at Fort Leavenworth in 1987. [2]

Borja initially entered as an enlisted soldier, which was his position within the Army from December 1976 until June 1979. [2] He served as an Army Company Commander for two years, from August 1982 until April 1984. [2] He next became a U.S. Engineer Officer from July 1987 until July 1994. [2] He finally served as Battalion Executive Officer from July 1992 until his retirement from the Army on July 31, 1994. [2]

Borja refocused his career on education after his departure from the U.S. Army in 1994. He became an assistant professor of Military Science at California State University from July 1994 until July 1997. [2] Simultaneously, Borja taught in the classroom at Marianas High School in Saipan from August 1994 until July 1995, and returned to the faculty of the school for a second time from September 1996 until July 2000. [2] Between July 1995 and September 1996, Borja served as the principal of Hopwood Junior High School on Saipan. [2]

Borja became the teacher representative to the CNMI Board of Education from 1997 until 2000, while he a faculty member at Marianas High School. [2] In the 2000s, Borja became the Associate Commissioner of Administrative Services with the CNMI Public School System. [2]

In 2006, Borja became the Northern Mariana Islands Public School System (PSS) education commissioner, succeeding Dr. Rita Inos. [1] In June 2008 Borja was succeeded as education commissioner by Dr. Rita Sablan. [1]

In March 2009, Borja was chosen by independent gubernatorial candidate Ramon "Kumoi" Guerrero to be his running mate Lieutenant Governor in the 2009 election for governor. [1] Guerrero selected Borja from a listed of 18 possible running mates. [1] The Guerrero-Borja ticket adopted the campaign slogan "Time for a Change!" [1]

David Borja is married to his wife, Karen Lawson Borja. The couple have four children - Gregory Pat, Anmari Jo, Christina Gannon and Andrew Lewis. [2]

Benigno Repeki Fitial is a Northern Marianan politician who served was the sixth governor of the Northern Mariana Islands. The second longest-serving governor in CNMI history, Fitial was elected on November 6, 2005, assumed office on January 9, 2006, and was re-elected to a (five-year) second term in 2009. He was impeached by the CNMI House of Representatives on February 11, 2013, and was scheduled to face trial before the CNMI Senate to determine if he should be removed from office. He resigned on February 20, 2013, after 7 years, 1 month, and 11 days in office.

United States gubernatorial elections were held on November 3, 2009, in the states of New Jersey and Virginia, as well as in the U.S. commonwealth of the Northern Mariana Islands on November 7, 2009. Both state governorships were previously held by Democrats elected in 2005, and both were won by Republicans in 2009; the local Covenant Party maintained control of the governorship of the Marianas. These elections formed part of the 2009 United States elections. As of 2023, this is the last election after which the Democratic party held a majority of governorships.

Education in the Northern Mariana Islands is linked to the United States Department of Education as the Northern Mariana Islands form part of the United States Commonwealth. This encompasses the sectors of pre-K, elementary schools, middle schools, high schools and college education. The main governing body in the region is the Commonwealth of the Northern Mariana Islands Public School System whose headquarters are located on Capital Hill, Saipan. Currently, there are 20 schools operating within the CNMI PSS. There are also a number of private and home school systems operating in the region. The educational system follows a similar model to the United States educational system whereby children between the ages of 5-16 are mandated to attend formal school. All educational institutions, systems and budget are governed first by the US Board of Education, followed by the Northern Mariana Islands State Board of Education, which was established in 1988 as a requirement of the Northern Mariana Islands Constitution.

The 2009 Northern Mariana Islands general election was held on Saturday, November 7, 2009. This was the last general election to be held on a odd year. This election also saw the extension all office holding officials by one year to move the elections to even-years, corresponding with the elections of other federal and state offices, including the nationwide United States House of Representatives elections and the United States general elections. This election also oversaw the first run-off to be held in the Northern Mariana Islands, which were held on Monday, November 23, 2009.

Lorenzo Iglecias "Larry" De Leon Guerrero was a Northern Mariana Islander politician who served as the third governor of the Northern Mariana Islands from 1990 to 1994 and the first president of the Northern Mariana Islands Senate from 1978 to 1980. He was a member of the CNMI Republican Party.

Rita Hocog Inos was a Northern Mariana Island educator, activist and politician. Inos was the former Education Commissioner of the Northern Marianas school system and served on the Northern Marianas College Board of Regents. Inos was a two-time candidate for Lieutenant Governor of the Northern Mariana Islands, becoming the first woman to seek election to that particular office.

Joseph James Norita Camacho (born ?) is a Northern Mariana Islands lawyer and politician. He is a Representative in the Northern Mariana Islands House of Representatives, as of 2009, and served as the House's floor leader in the 16th Northern Marianas Legislature.

Juan "Pan" Tenorio Guerrero is a Northern Mariana Islands politician and businessman. He has been a member of the Democratic Party of the Northern Mariana Islands in the past, and ran for Governor of the Northern Mariana Islands in 2009 as an independent, with Representative Joe Camacho as his running mate.

Heinz Sablan Hofschneider is a politician from the Northern Mariana Islands. Hofschneider served as the Speaker of the Northern Mariana Islands House of Representatives from 2002 to 2004 and is a four-time candidate for Governor of the Northern Mariana Islands.

Ramon "Kumoi" Santos Deleon Guerrero was a Northern Mariana Islands politician. Guerrero was an independent candidate for Governor of the Northern Mariana Islands in the 2009 gubernatorial election.

Jesus "Jesse" Camacho Borja is a Northern Mariana Islander politician and lawyer who served as the fourth lieutenant governor of the Northern Mariana Islands from January 10, 1994 until January 12, 1998 under former Democratic Governor Froilan Tenorio.

Apatang was elected lieutenant governor of the Northern Mariana Islands in the 2022 election on an independent ticket headed by Arnold Palacios.
