David John Francis (born 5 October 1965) [2] is a Sierra Leonean politician,academic and author,who served as Chief Minister of Sierra Leone from April 2018 to April 2021. [3] He is the first person to hold the office of Chief Minister since it was abolished in 1978. He is widely seen as the most highly influential government official in Sierra Leone,after the president and the vice president. [3]
Francis studied at Fourah Bay College,Raoul Wallenberg Institute of Human Rights and Humanitarian Law and International Institute of Social Studies. From 1994 to 1998 he was a postdoctoral research associate at University of Southampton. Prior to his current position in the government of Sierra Leone,he was a professor at the University of Bradford where he was the coordinator of the UNESCO Chair in African Peace and Conflict Studies. [4] [5] [6] He is the author of nine books and over fifty journal articles and commissioned-policy papers. [7] [4]
Francis was born and raised in Kenema in Eastern Sierra Leone,and he is a member of the Mende ethnic group.
In 1993,he earned a Bachelor of Arts with Honours in History at Fourah Bay College,University of Sierra Leone,Sierra Leone. [7] [4] [8] In 1994,he earned a master's degree in Human Rights at the Raoul Wallenberg Institute of Human Rights and Humanitarian Law and a second degree in 1995 in Diploma in Law,Development and Social Justice at the International Institute of Social Studies,The Hague,The Netherlands. [7] [4] [8] In 1998,he received his doctorate in International Relations at the University of Southampton,in the United Kingdom. [7] [4] [8]
Since 2015,Francis has been a member of the board of trustees and joined the Advocates Coalition for Development and Environment (ACODE). [8] He was the Head of Department of Peace Studies &Director of the John &Elnora Ferguson Centre for African Studies (JEFCAS) at the University of Bradford. [7] [8] He was as Interim Vice Chancellor of the UNESCO-Affiliated African Peace University project in Sierra Leone. [7] [4] [8]
Prior to his appointment as Chief Minister,he was appointed Chair of the Governance Transition team by President Julius Maada Bio. [7] [8] [9] [10]
He was a professor at the University of Bradford,where he was director of the Africa Centre for Peace and Conflict Studies and Personal Research Chair. [4] [5] [6]
Sierra Leone,officially the Republic of Sierra Leone,is a country on the southwest coast of West Africa. It shares its southeastern border with Liberia and is bordered by Guinea to the north. Sir Milton Augustus Strieby Margai was a Sierra Leonean physician and politician who served as the country's head of government from 1954 until his death in 1964. He was titled chief minister from 1954 to 1960,and then prime minister from 1961 onwards. Margai studied medicine in England,and upon returning to his homeland became a prominent public health campaigner. He entered politics as the founder and inaugural leader of the Sierra Leone People's Party. Margai oversaw Sierra Leone's transition to independence,which occurred in 1961. He died in office aged 68,and was succeeded as prime minister by his brother Albert. Margai enjoyed the support of Sierra Leoneans across classes,who respected his moderate style,friendly demeanor,and political savvy.
Julius Maada Wonie Bio is a Sierra Leonean politician who has served as president of Sierra Leone since 4 April 2018. He is a retired brigadier in the Sierra Leone Army and was the military head of state of Sierra Leone from 16 January 1996 to 29 March 1996,in a military junta government known as the National Provisional Ruling Council (NPRC).
Fourah Bay College is a public university in the neighbourhood of Mount Aureol in Freetown,Sierra Leone. Founded on 18 February 1827,it is the first western-style university built in Sub-Saharan Africa and,furthermore,the first university-level institution in Africa. It is a constituent college of the University of Sierra Leone (USL) and was formerly affiliated with Durham University (1876–1967).
Haja Zainab Hawa Bangura is a Sierra Leonean politician and social activist who has been serving as the Director-General of the United Nations Office at Nairobi (UNON) since 2018,appointed by United Nations Secretary-General António Guterres. She served as the second United Nations Special Representative on Sexual Violence in Conflict with the rank of Under-Secretary-General of the United Nations from 2012 to 2017,in succession to the first holder of the post,Margot Wallström. In 2017 she was succeeded by Pramila Patten.

Paramount Chief Ella Koblo Gulama OBE,GCOR was a Sierra Leonean paramount chief and politician. In 1957,she became the first elected female Member of Parliament in Sierra Leone. She was re-elected in 1962. During the government of Milton Margai,Gulama became Sierra Leone and sub-Saharan Africa's first female Cabinet Minister.
