David George Zatezalo (born June 7,1955) is an American coal industry executive who served as the Assistant Secretary of Labor for Mine Safety and Health in President Donald Trump's administration,where he headed the Mine Safety and Health Administration. [3]
In 1974,Zatezalo began his mining career with Consolidation Coal Company,where he worked as a United Mine Workers laborer. He became a foreman and was later named general superintendent for Southern Ohio Coal Company and general manager of the Windsor Coal Company. Zatezalo has served as vice president of operations of American Electric Power's Appalachian mining operations,as general mine manager for Broken Hill Proprietary,and as president of Hopedale Mining. From 2007 to 2014,Zatezalo was chairman of the coal company Rhino Resources. [5] Rhino Resources clashed with federal regulators when the Obama administration tried to boost industry-wide mine safety enforcement. [4] The company received pattern of violations warning letters from MSHA in 2010 and 2011,during a time when agency executive Joe Main was increasing enforcement following the Upper Big Branch Mine disaster. [6]
In September 2017,Zatezalo was nominated by President Donald Trump to become the next head of the Mine Safety and Health Administration. [7] Robert E. Murray urged him to come out of retirement to take the role. [2] Zatezalo's first task will be to shepherd a relaxed inspection rule for hard rock mines. [8]
Zatezalo's nomination was received in the Senate and referred to the Committee on Health,Education,Labor,and Pensions on September 5,2017. Ahead of his confirmation hearings,Democrats asked for details of the warnings at the Eagle #1 mine. [9] [10] Senator Joe Manchin (D-WV) said he would oppose Zatezalo's nomination. [11] Zatezalo's confirmation hearing was October 4,2017. [12] The committee voted 12–11 in favor of advancing his nomination. [13] Zatezalo's nomination was secured by a 52–46 vote on November 15. Under Zatezalo,the MSHA indicated it would reexamine standards for rock and coal dust and diesel emissions in mines. In December 2017,the agency asked for public comment on procedures that would be less burdensome on the industry. [15]

A member of the Republican Party,Capito served seven terms as the U.S. representative from West Virginia's 2nd congressional district from 2001 to 2015. The Mine Safety and Health Administration (MSHA) is a large agency of the United States Department of Labor which administers the provisions of the Federal Mine Safety and Health Act of 1977 to enforce compliance with mandatory safety and health standards as a means to eliminate fatal accidents,to reduce the frequency and severity of nonfatal accidents,to minimize health hazards,and to promote improved safety and health conditions in the nation's mines. The Sago Mine disaster was a coal mine explosion on January 2,2006,at the Sago Mine in Sago,West Virginia,United States,near the Upshur County seat of Buckhannon. The blast and collapse trapped 13 miners for nearly two days;only one survived. It was the worst mining disaster in the United States since the Jim Walter Resources Mine disaster in Alabama on September 23,2001,and the worst disaster in West Virginia since the 1968 Farmington Mine disaster. It was exceeded four years later by the Upper Big Branch Mine disaster,also a coal mine explosion in West Virginia,which killed 29 miners in April 2010.
Safety and Health in Mines Convention,1995 is an International Labour Organization Convention. It was adopted at the 82nd International Labour Conference (ILC) of the International Labour Organization (ILO). The ILO is an agency under the United Nations that deals with international labor issues while promoting workers rights and opportunities. One of ILO's goals is to hold annual labor conventions to create legally binding contracts for participating nations to ratify. During the Safety and Health in Mines Convention (C176),it was recognized that there are inherent hazards in the mining workplace,and a need for a convention was mandatory.

The Upper Big Branch Mine disaster occurred on April 5,2010 roughly 1,000 feet (300 m) underground in Raleigh County,West Virginia at Massey Energy's Upper Big Branch coal mine located in Montcoal. Twenty-nine out of thirty-one miners at the site were killed. The coal dust explosion occurred at 3:27 pm. The accident was the worst in the United States since 1970,when 38 miners were killed at Finley Coal Company's No. 15 and 16 mines in Hyden,Kentucky. A state funded independent investigation later found Massey Energy directly responsible for the blast.

Andrew R. Wheeler is an American attorney who served as the 15th administrator of the United States Environmental Protection Agency (EPA) from 2019 to 2021. He served as the deputy administrator from April to July 2018,and served as the acting administrator from July 2018 to February 2019. Wheeler served as chief counsel to the United States Senate Committee on Environment and Public Works and to the chairman U.S. senator James Inhofe,prominent for his rejection of climate change. Wheeler is a critic of limits on greenhouse gas emissions and the Intergovernmental Panel on Climate Change.

After the Upper Big Branch Mine disaster of 2010,where an explosion caused by negligence led to the death of 29 miners,McAteer Served on Governor Earl Ray Tomblin's independent investigation panel to determine the cause of the explosion. McAteer is the author of "Monongah:The Tragic Story of the 1907 Monongah Mine Disaster".
