De-alerting

De-alerting introduces some reversible physical change(s) to nuclear weapons or weapon systems in order to lengthen the time required to use nuclear weapons in combat. [1] Because thousands of strategic nuclear warheads mounted on ballistic missiles remain on high-alert, launch-ready status, capable of being launched in only a few minutes, [2] de-alerting has been proposed as a means to reduce likelihood that these forces will be used deliberately or accidentally. [3]

De-alerting can be used to rapidly implement existing nuclear arms control agreements ahead of schedule. [4] Arms control agreements create a timetable to introduce irreversible changes to weapon systems (designed to reduce or eliminate the total numbers of these systems), but these changes generally occur incrementally over the course of a number of years. De-alerting can quickly implement the entire range of negotiated reductions in a reversible fashion (which over time are then made irreversible), thereby bringing the benefits of the negotiated reductions into being much more rapidly.

It has been proposed that de-alerted nuclear weapon systems be classified into at least two categories or stages. [1] Stage I de-alerted weapons would require 24 hours to bring the weapon system back to high-alert status, and would preclude Launch-on-Warning capability and policy, thereby making impossible an accidental nuclear war caused by a false warning generated by early warning systems. [5]

Examples of de-alerting

  1. Placing large, visible barriers on top of missile silo lids which would be difficult to rapidly remove and could be easily monitored by on-site observers or national technical means (satellites). [1]
  2. Removing or altering firing switches of missiles to prevent rapid launch.
  3. Removing batteries, gyroscopes, or guidance mechanisms from rockets or re-entry vehicles.
  4. Removing warheads from missiles and storing them in a separate, monitored location. Technical means could be engineered to provide frequent checks that nuclear missiles posed no immediate threat. [4]

Limitations

De-alerting may require negotiations and verification procedures in order to accomplish symmetrical force reductions on both sides. [6] However, de-alerting can occur rapidly if sufficient political will exists, e.g., in 1991, the Bush and Gorbachev Presidential Nuclear Initiatives resulted in the de-alerting of US and Soviet strategic bombers and the storage of their nuclear weapons, as well as the early retirement of 503 ICBMs, including 134 with multiple warheads scheduled for elimination under START I. The process eventually led to a reduction of 17,000 deployed tactical nuclear weapons, the deepest reductions in nuclear arsenals to date. [7] [ failed verification ]

The LGM-118 Peacekeeper, originally known as the MX for "Missile, Experimental", was a MIRV-capable intercontinental ballistic missile (ICBM) produced and deployed by the United States from 1985 to 2005. The missile could carry up to twelve Mark 21 reentry vehicles, each armed with a 300-kiloton W87 warhead. Initial plans called for building and deploying 100 MX ICBMs, but budgetary concerns limited the final procurement; only 50 entered service. Disarmament treaties signed after the Peacekeeper's development led to its withdrawal from service in 2005.

START I was a bilateral treaty between the United States and the Soviet Union on the reduction and the limitation of strategic offensive arms. The treaty was signed on 31 July 1991 and entered into force on 5 December 1994. As the collapse of the Soviet Union appeared imminent, the United States and their NATO allies grew concerned of the risk of nuclear weapons held in the Soviet republics falling into enemy hands. The Cooperative Threat Reduction (CTR) program was initiated by the Nunn–Lugar Act, which was authored and cosponsored by Sens. Sam Nunn (D-GA) and Richard Lugar (R-IN). According to the CTR website, the purpose of the CTR Program was originally "to secure and dismantle weapons of mass destruction and their associated infrastructure in former Soviet Union states." As the peace dividend grew old, an alternative 2009 explanation of the program was "to secure and dismantle weapons of mass destruction in states of the former Soviet Union and beyond". The CTR program funds have been disbursed since 1997 by the Defense Threat Reduction Agency (DTRA).

START III was a proposed bilateral arms control treaty between the United States and Russia that was meant to reduce the deployed nuclear weapons arsenals of both countries drastically and to continue the weapons reduction efforts that had taken place in the START I and START II negotiations. The framework for negotiations of the treaty began with talks in Helsinki between US President Bill Clinton and Russian President Boris Yeltsin in 1997. However, negotiations broke down, and the treaty was never signed.

A tactical nuclear weapon (TNW) or non-strategic nuclear weapon (NSNW) is a nuclear weapon that is designed to be used on a battlefield in military situations, mostly with friendly forces in proximity and perhaps even on contested friendly territory. A high-alert nuclear weapon commonly refers to a launch-ready ballistic missile that is armed with a nuclear warhead whose launch can be ordered and executed within 15 minutes. It can include any weapon system capable of delivering a nuclear warhead in this time frame.

Conventional Prompt Strike (CPS), formerly called Prompt Global Strike (PGS), is a United States military effort to develop a system that can deliver a precision-guided conventional weapon airstrike anywhere in the world within one hour, in a similar manner to a nuclear ICBM. Such a weapon would allow the United States to respond far more swiftly to rapidly emerging threats than is possible with conventional forces. A CPS system could also be useful during a nuclear conflict, potentially replacing the use of nuclear weapons against up to 30% of targets. The CPS program encompasses numerous established and emerging technologies, including conventional surface-launched missiles and air- and submarine-launched hypersonic missiles, although no specific CPS system has yet been finalized as of 2018.

<span class="mw-page-title-main">Global Zero (campaign)</span> Organization dedicated to achieving the elimination of nuclear weapons

Global Zero is an international non-partisan group of 300 world leaders dedicated to achieving the elimination of nuclear weapons. The initiative, launched in December 2008, promotes a phased withdrawal and verification for the destruction of all devices held by official and unofficial members of the nuclear club. The Global Zero campaign works toward building an international consensus and a sustained global movement of leaders and citizens for the elimination of nuclear weapons.

The Pershing II Weapon System was a solid-fueled two-stage medium-range ballistic missile designed and built by Martin Marietta to replace the Pershing 1a Field Artillery Missile System as the United States Army's primary nuclear-capable theater-level weapon. The U.S. Army replaced the Pershing 1a with the Pershing II Weapon System in 1983, while the German Air Force retained Pershing 1a until all Pershings were eliminated in 1991. A nuclear close call is an incident that might have led to at least one unintended nuclear detonation or explosion, but did not. These incidents typically involve a perceived imminent threat to a nuclear-armed country which could lead to retaliatory strikes against the perceived aggressor. The damage caused by international nuclear exchange is not necessarily limited to the participating countries, as the hypothesized rapid climate change associated with even small-scale regional nuclear war could threaten food production worldwide—a scenario known as nuclear famine.

Prompt-launch status and delayed launch status are generic classifications of combat readiness applied to describe nuclear-armed missiles.
