Deaf-mute

Deaf-mute is a term which was used historically to identify a person who was either deaf and used sign language or both deaf and could not speak. The term continues to be used to refer to deaf people who cannot speak an oral language or have some degree of speaking ability, but choose not to speak because of the negative or unwanted attention atypical voices sometimes attract. Such people communicate using sign language. [1] Some consider it to be a derogatory term if used outside its historical context; the preferred term today is simply deaf. [2]

Historical usage of deaf-mute and other terms

United Kingdom

In 19th-century British English mute and dumb meant 'non-speaking', and were not pejorative terms. For example, in 1889 Queen Victoria instigated the Royal Commission on The Blind, the Deaf and Dumb etc. in the United Kingdom. The intention was to examine contemporary education and employment of blind or deaf people, with a view to improving conditions for them. [3] The Oxford English Dictionary states that the North American pejorative usage of the word to imply stupidity was first noted in the UK in 1928. [4] According to the OED, deaf-mute was coined in the early 19th century as a medical term for an inability to speak as a consequence of deafness. There is no mention of offensiveness of this term in the UK. [5]

North America

The primary definition of dumb in Webster's Dictionary is "lacking intelligence" or "stupid". Its second definition of the word is "lacking the ability to speak ... now often offensive". [6] Webster's definition of "mute", on the other hand, gives the adjectival meaning as "unable to speak", whereas one of its usages as a noun is "a person who cannot speak ... sometimes offensive". [7]

In informal American English the term dumb is sometimes used to refer to other hearing people in jest, to chide, or to invoke an image of someone who refuses to employ common sense or who is unreliable. [8] In the past deaf-mute was used to describe deaf people who used sign language, but in modern times, the term is frequently viewed today as offensive and inaccurate. [9] From antiquity (as noted in the Code of Hammurabi) until recent times, the terms deaf-mute and deaf and dumb were sometimes considered analogous to stupid by some hearing people. [10] The simple identity of deaf has been embraced by the community of signing deaf people since the foundations of public deaf education in the 18th century and remains the preferred term of reference or identity for many years. Within the deaf community there are some who prefer the term Deaf (upper-case D) to deaf (lower-case) as a description of their status and identity. [11]

Jewish law

Classification as a deaf-mute has a particular importance in Jewish law. Because historically it was thought impossible to teach or communicate with them, deaf-mutes were not moral agents, and therefore were unable to own real estate, act as witnesses, or be punished for any crime. However, today when techniques for educating deaf people are known, they are no longer classed as such. [12] [13]

Deaf-mute people in history

The Ottoman Sultans used people referred to as "congenital deaf-mutes" (called in Turkish dilsiz or bizeban, i.e. 'mute' or 'without tongue') in their own personal service from the 15th century to the end of the Ottoman Empire. Due to their nature, they were often entrusted with confidential and delicate missions, including executions. [14] [15]

Deaf-muteness in art and literature

Stephen King's novel The Stand features a main character named Nick Andros who is referred to as "deaf-mute." Though deaf people almost always have a voice, King interpreted the term literally and made Nick unable to vocalize. However, he could read lips and make himself clearly understood by pantomiming and in writing.

The phrase is used in The Catcher in the Rye to indicate someone who does not speak his mind, and hears nothing, in effect becoming isolated from the world.

Chief Bromden, in One Flew Over the Cuckoo's Nest , is believed by all to be deaf and mute, but in fact he can hear and speak; he does not let anyone know this because, as he grew up, he was not spoken to (making him "deaf") and ignored (making him "mute").

The character Singer in the novel The Heart Is a Lonely Hunter , written in 1940, is referred to as "deaf-mute" throughout.

In the classic Zorro stories, television series, etc. Zorro's aid Bernardo, a mute, pretends that he can also not hear, in order to get information to aid his master in his fight for justice.

In the early 87th Precinct novels written by Ed McBain, Teddy Carella, the wife of Detective Steve Carella, was referred to as a "deaf-mute," but in later books, McBain stopped using the term. In the foreword to a reprinted edition of The Con Man, originally published in 1957, McBain says, "A reader pointed out to me two or three years ago that this expression was now considered derogatory. Out the window it went, and Teddy is now speech-and-hearing impaired."

It was a special school for deaf children, accepting both day and residential pupils, as well being as a resource centre providing services and support for parents, mainstream students and their teachers in the South Island and the Lower North Island.

The history of deaf people and deaf culture make up deaf history. The Deaf culture is a culture that is centered on sign language and relationships among one another. Unlike other cultures the Deaf culture is not associated with any native land as it is a global culture. By some, deafness may be viewed as a disability, but the Deaf world sees itself as a language minority. Throughout the years many accomplishments have been achieved by deaf people. To name the most famous, Ludwig van Beethoven and Thomas Alva Edison were both deaf and contributed great works to culture.

Indo-Pakistani Sign Language (IPSL) is the predominant sign language in the subcontinent of South Asia, used by at least 15 million deaf signers. As with many sign languages, it is difficult to estimate numbers with any certainty, as the Census of India does not list sign languages and most studies have focused on the north and urban areas. As of 2021, it is the most used sign language in the world, and Ethnologue ranks it as the 151st most "spoken" language in the world.

Turkish Sign Language is the language used by the deaf community in Turkey. As with other sign languages, TİD has a unique grammar that is different from the oral languages used in the region.

Thomas Braidwood (1715–1806) was a Scottish educator, significant in the history of deaf education. He was the founder of Britain's first school for the deaf.

Italian Sign Language or LIS is the visual language used by deaf people in Italy. Deep analysis of it began in the 1980s, along the lines of William Stokoe's research on American Sign Language in the 1960s. Until the beginning of the 21st century, most studies of Italian Sign Language dealt with its phonology and vocabulary. According to the European Union for the Deaf, the majority of the 60,000–90,000 Deaf people in Italy use LIS.

In the United States, deaf culture was born in Connecticut in 1817 at the American School for the Deaf, when a deaf teacher from France, Laurent Clerc, was recruited by Thomas Gallaudet to help found the new institution. Under the guidance and instruction of Clerc in language and ways of living, deaf American students began to evolve their own strategies for communication and for living, which became the kernel for the development of American Deaf culture.

The Second International Congress on Education of the Deaf was an international conference of deaf educators held in Milan, Italy in 1880. It is commonly known as the "Milan Conference" or "Milan Congress". This Congress was preceded by the First International Congress in Paris in 1878. Joseph Marius Magnat, a Swiss former oralist, received a significant donation to organise the more well-known Second Congress two years hence.

Francis Maginn (1861–1918) was a Church of Ireland missionary who worked to improve living standards for the deaf community by promoting sign language and was one of the co-founders of the British Deaf Association.

Venezuelan Sign language or VSL is the national deaf sign language of Venezuela. The term, "Venezuelan Sign Language," began to be used in the 1930s. It is widely used, and Venezuela has a national bilingual education program for VSL and Spanish, though the language used by adults differs from that of the classroom. There is a large VSL dictionary published by the Federación Venezolana de Sordos. VSL has been used in schools since 1937.

Around seven Tanzanian sign languages were independently developed among deaf students in separate Tanzanian schools for the deaf, starting in 1963. However, the use of several is forbidden by their respective schools. In 1984, a standardized Tanzanian Sign Language was proposed by the Tanzania Association for the Deaf, using common or similar signs where these exist in schools that allowed research. However, it has not been officially implemented, and there remains little influence between the languages. A dictionary has been produced. Lexically, the variety that developed in the oralist deaf school in Tabora is significantly different from the dictionary and is under investigation.

The history of deaf education in the United States began in the early 1800s when the Cobbs School of Virginia, an oral school, was established by William Bolling and John Braidwood, and the Connecticut Asylum for the Deaf and Dumb, a manual school, was established by Thomas Hopkins Gallaudet and Laurent Clerc. When the Cobbs School closed in 1816, the manual method, which used American Sign Language, became commonplace in deaf schools for most of the remainder of the century. In the late 1800s, schools began to use the oral method, which only allowed the use of speech, as opposed to the manual method previously in place. Students caught using sign language in oral programs were often punished. The oral method was used for many years until sign language instruction gradually began to come back into deaf education.

<span class="mw-page-title-main">Ottoman Sign Language</span> Extinct deaf sign language

Ottoman Sign Language, also known as Seraglio Sign Language or Harem Sign Language, was a deaf sign language of the Ottoman court in Istanbul. Nothing is known of it directly, but it is reported that it could communicate ideas of any complexity, and that it was passed on to the young through fables, histories, and scripture.

Deafness has varying definitions in cultural and medical contexts. In medical contexts, the meaning of deafness is hearing loss that precludes a person from understanding spoken language, an audiological condition. In this context it is written with a lower case d. It later came to be used in a cultural context to refer to those who primarily communicate through sign language regardless of hearing ability, often capitalized as Deaf and referred to as "big D Deaf" in speech and sign. The two definitions overlap but are not identical, as hearing loss includes cases that are not severe enough to impact spoken language comprehension, while cultural Deafness includes hearing people who use sign language, such as children of deaf adults.

<span class="mw-page-title-main">Deaf rights movement</span>

The Deaf rights movement encompasses a series of social movements within the disability rights and cultural diversity movements that encourages deaf and hard of hearing to push society to adopt a position of equal respect for them. Acknowledging that those who were Deaf or hard of hearing had rights to obtain the same things as those hearing lead this movement. Establishing an educational system to teach those with Deafness was one of the first accomplishments of this movement. Sign language, as well as cochlear implants, has also had an extensive impact on the Deaf community. These have all been aspects that have paved the way for those with Deafness, which began with the Deaf Rights movement.

Letter on the Deaf and Dumb, for the Use of those who hear and speak is a work by Denis Diderot containing a psychological investigation on the deaf-mute. It was published in 1751. It was meant to be a companion volume to Diderot's Letter on the Blind.

The establishment of schools and institutions specializing in deaf education has a history spanning back across multiple centuries. They utilized a variety of instructional approaches and philosophies. The manner in which the language barrier is handled between the hearing and the deaf remains a topic of great controversy. Many of the early establishments of formalized education for the deaf are currently acknowledged for the influence they've contributed to the development and standards of deaf education today.
