The Deer Island Waste Water Treatment Plant (also known as Deer Island Sewage Treatment Plant) is located on Deer Island, one of the Boston Harbor Islands in Boston Harbor. The plant is operated by the Massachusetts Water Resources Authority (MWRA) and began partial operations in 1995. The facility was fully operational in 2000 with the completion of the outfall tunnel. Deer Island is the second largest sewage treatment plant in the United States. [2] The plant is a key part of the program to protect Boston Harbor from pollution from sewer systems in eastern Massachusetts, mandated by a 1984 federal court ruling by Judge Paul G. Garrity, in a case brought under the Clean Water Act. [3] [4] These lawsuits culminated in Federal District Judge A. David Mazzone’s 1985 ruling that made the cleanup of the Boston Harbor a non-voluntary, court-ordered mandate. [5]

From the 1880s until 1991, the northeastern side of the island was the location of the Deer Island Prison.

History

The first sanitary sewer system for the Boston area, serving eighteen cities and towns, opened in 1884. It collected raw sewage on Moon Island in the harbor, and discharged it 500 feet off shore, with the ebbing tide. [1]

In 1889, the Metropolitan Sewerage District was established. Over the next fifteen years, the agency built one of the finest regional sewerage systems in the country, although it still discharged the raw sewage into the ocean. [1]

By 1940 there were three points, on Nut, Deer, and Moon islands, for the discharge of raw sewage into the Atlantic Ocean. [1] This sewage had contaminated the shellfish beds to the point that discussions of building treatment plants began. The Nut Island plant opened in 1951. The Deer Island plant opened in 1968, and the Moon Island plant was converted to standby, overflow, operation. [1]

The Metropolitan Sewerage District was reorganized into the MWRA, a larger agency, in 1985. [1] Under the federal court order, [3] MWRA completely rebuilt the treatment system between 1985 and 2000. [1] Subsequently, all sewage is treated and the effluent is discharged at the sea floor 9.5 miles (15.3 km) from shore. [1] [2] [6]

After nearly a decade of construction the project was capped-off by the deaths of two divers deep under the earth and sea in the narrowing anoxic outfall tunnel ten miles from land. After the contractors who built the outfall tunnel completed their assignment had packed up and left with the life supporting machinery to make work possible in such an environment the plugs holding the sea at bay remained in place in the extreme outfall end leaving the 3.8-billion-dollar project in irons. The ill-fated solution for supporting the dive team's attempt to remove the plugs is as instructional as is a study of the political and administrative conditions that failed to address the critical final step of removing the plugs. In 2017, MWRA, Massport, the US Army Corps of Engineers, and Eversource reached a settlement [10] to re-lay the Deer Island power cable that was blocking bigger ships from docking at Conley Terminal. The cable was laid too shallow by Boston Edison across the Reserved Channel in Boston Harbor, violating its permit and blocking the Corps from dredging a deeper shipping channel. In August 2019, a new cable was energized, requiring Deer Island to run on backup power for a few days but adding a redundant fiber optic line from South Boston. Eversource paid $17.5 million to reimburse the remaining value of the existing cable, and MWRA sewer customers are paying $97.5 million for the re-laying. [11]

Operation

Wastewater from the 43 communities in the Boston area served by the MWRA reaches the plant through four tunnels. Three pump stations with a combined capacity of 1270 million gallons per day (mgd) lift the wastewater about 150 feet to primary treatment clarifiers that use gravity to remove about half of the pollutants. The next stage, secondary treatment, uses pure oxygen to activate microorganisms that consume organic matter. Deer Island cryogenically generates 130 to 220 tons of oxygen per day for this purpose. Sludge and scum from the primary and secondary treatment stages are thickened and fed to twelve 130 foot high egg-shaped digesters. Methane gas produced by the digestion process is burned to make steam which is fed to a turbine that generates about 3 megawatts of electricity and provides heat for the treatment processes and keeping buildings warm. (Additional on-site power began generation by two 600 kW wind turbines in 2009). [12] Digested sludge is then sent across the harbor via a tunnel to a pelletizing plant at the Fore River Shipyard in Quincy. The output is sold as fertilizer and shipped to customers by rail and truck. [13]

After secondary treatment, 85% of the pollutants in the waste stream have been removed. The stream is then treated with sodium hypochlorite to kill bacteria, and then with sodium bisulfite to remove the chlorine. The waste stream is then discharged into a 9.5-mile long, 24-foot diameter gravity-powered outfall tunnel that bores underneath the bay towards the ocean. It is one of the longest underwater tunnels in the world. In the last mile of the tunnel, 52 mushroom-shaped riser pipes carry treated effluent up from the tunnel to the ocean floor, where it is dispersed. Two divers died in an avoidable accident in the final phase of construction in 1999. [7]

Before the new plant fully opened in 2000, the Deer Island plant had average flow capacity of 343 mgd (million gallons per day), and peak flow capacity of 848 mgd. The system had combined sewer overflows an average of 60 days per year, with a total of about 10 billion gallons per year of untreated sewage flowing into Boston Harbor. The new plant has a peak capacity of 1.2 billion gal/day, with average flows of 380 mgd, and no raw sewage discharges. [8]

A combined sewer is a type of gravity sewer with a system of pipes, tunnels, pump stations etc. to transport sewage and urban runoff together to a sewage treatment plant or disposal site. This means that during rain events, the sewage gets diluted, resulting in higher flowrates at the treatment site. Uncontaminated stormwater simply dilutes sewage, but runoff may dissolve or suspend virtually anything it contacts on roofs, streets, and storage yards. As rainfall travels over roofs and the ground, it may pick up various contaminants including soil particles and other sediment, heavy metals, organic compounds, animal waste, and oil and grease. Combined sewers may also receive dry weather drainage from landscape irrigation, construction dewatering, and washing buildings and sidewalks.

A marine outfall is a pipeline or tunnel that discharges municipal or industrial wastewater, stormwater, combined sewer overflows (CSOs), cooling water, or brine effluents from water desalination plants to the sea. In the case of municipal wastewater, effluent is often being discharged after having undergone no or only primary treatment, with the intention of using the assimilative capacity of the sea for further treatment. Sewage is a type of wastewater that is produced by a community of people. It is typically transported through a sewer system. Sewage consists of wastewater discharged from residences and from commercial, institutional and public facilities that exist in the locality. Sub-types of sewage are greywater and blackwater. Sewage also contains soaps and detergents. Food waste may be present from dishwashing, and food quantities may be increased where garbage disposal units are used. In regions where toilet paper is used rather than bidets, that paper is also added to the sewage. The term was coined by Paul F. Levy, a former Massachusetts state official, in an article in the Harvard Business Review published in 2001. The article outlines a situation which resulted in massive pollution of Boston Harbor, and proposes that the name of the facility involved be applied to similar situations in other business enterprises. The work is used as a source in human resources management case studies and is featured on the websites of several business management consulting firms and health care institutions.

A gravity sewer is a conduit utilizing the energy resulting from a difference in elevation to remove unwanted water. The term sewer implies removal of sewage or surface runoff rather than water intended for use; and the term gravity excludes water movement induced through force mains or vacuum sewers. Most sewers are gravity sewers because gravity offers reliable water movement with no energy costs wherever grades are favorable. Gravity sewers may drain to sumps where pumping is required to either force sewage to a distant location or lift sewage to a higher elevation for entry into another gravity sewer, and lift stations are often required to lift sewage into sewage treatment plants. The Bondi Ocean Outfall Sewer is a heritage-listed sewerage infrastructure at Blair Street, North Bondi, Sydney, Australia. The sewer line commences at the intersection of Oxford Street and College Street in Darlinghurst and then travels in a more-or-less easterly direction for 6.1 kilometres (3.8 mi) passing through a number of suburbs until it reaches Blair Street in North Bondi. It was designed and built by the Public Works Department between 1880 and 1889. It is also known as BOOS (Bondi Ocean Outfall Sewer) and Main Northern Ocean Outfall Sewer. The property is owned by Sydney Water.

Crossness treats the waste water from the Southern Outfall Sewer serving South and South East London, and is operated by Thames Water.
