The Defence Staff (Spanish: Estado Mayor de la Defensa, EMAD), based in Madrid, is an organ of the Ministry of Defence that operates as an auxiliary to the Chief of the Defense Staff (JEMAD) within the organic structure of the Spanish Armed Forces and in a military hierarchical position of dependence on the former.

Functions

The EMAD is regulated by the Organic Law 5/2005, of 17 November 2005, on the National Defence, the Royal Decree 1551/2004 and the Order of Defence 1076/2005. Its objectives are to support the Chief of Staff, develop military strategy and design military operations. These are basic organs of the Defence Staff:

The aims of the EMAD are the assistance to the Prime Minister and the Minister of Defence, the command of the military structure, the direction of the military operations, the planning and joint action of the Spanish Armed Forces and multinational actions, as well as the coordination of the Chiefs of Staff of the Army, the Navy and the Air Force.

The Chief of the Defence Staff (JEMAD) is the highest-ranking military officer in the Spanish Armed Forces and is the principal military advisor to the Prime Minister, the Minister of Defence, the National Defence Council and the National Security Council. It is the fourth military authority of the country after the Monarch, the Prime Minister and the Minister of Defence because the Secretary of State for Defence and the Under Secretary of Defence do not have military authority.

Fernando Alejandre Martínez is Spanish Army officer. A General of the Army, he served as the 10th Chief of the Defence Staff of Spain from 24 March 2017 to 15 January 2020, when was ceased and succeeded by Miguel Ángel Villarroya Vilalta.

Chief of Staff of the Army (Spain)

The Chief of Staff of the Army (JEME) is a military office held by a four-star general in the Spanish Army. Because of this, the JEME is the principal advisor to the Chief of the Defence Staff (JEMAD) on ground warfare and it is also an advisor to the Minister of Defence, the Secretary of State for Defence (SEDEF) and the Under-Secretary of Defence (SUBDEF).

Chief of Staff of the Air Force (Spain)

The Chief of Staff of the Air Force (JEMA) is a four-star general that under the authority of the defence minister exercises command over the Spanish Air Force, and as such is the principal military advisor to the Chief of the Defence Staff, the Minister of Defence, the Secretary of State for Defence and the Under Secretary of Defence. It's also a member of the Council of Chiefs of Staff and a military advisor to the National Defence Council.

Teodoro Esteban López Calderón is a Spanish Navy Admiral General who serves as the 12th and current Chief of the Defence Staff of the Spanish Armed Forces since January 27, 2021. Previously, he served as Admiral Chief of Staff of the Navy from 2017 and 2021.

Defence High Command Military unit

The Defence High Command was the principal staff body of the Spanish Armed Forces during the Francoist regime and the Spanish transition to democracy. It operated between 1939 and 1980, and was in charge of coordination between the staffs of the three branches of the Armed Forces.

Board of Joint Chiefs of Staff Military unit

The Board of Joint Chiefs of Staff was the highest joint military command body of the Spanish Armed Forces that operated between 1977 and 2005. The Board, subject to the political dependence of the Prime Minister, constituted the highest collegiate body of the chain of military command of Army, the Navy and the Air Force. The Board consisted of a president, selected from among lieutenant generals or admirals of the three branches of the Armed Forces, their chiefs of staff and a secretary. The president had to belong to the Group of Arms Command or Group "A" and was also chief of the Defence High Command, until the dissolution of this body in 1980. The Board also had a General Headquarters, created in 1980 as a result of the dissolution of the Defence High Command, where the organs of aid to the command were integrated. Of the General Headquarters of the JUJEM they depended:

A General of the Army ranks immediately above a Lieutenant general and is equivalent to an Admiral General and a General of the Air. There is no equivalent in the Civil Guard or in the Spanish Navy Marines; in both cases the top rank is Lieutenant General.

General of the Air(Spanish: General del Aire) also called Air General, is a four-star general officer and the second highest possible rank in the Spanish Air Force. A General of the Air ranks immediately above a Lieutenant general and is equivalent to a General of the Army and an Admiral General. There is not equivalent in the Civil Guard or in the Spanish Navy Marines; in both cases the top rank is Lieutenant general.

Admiral general (Spain) Four star general of the Spanish Navy

Admiral general also called general admiral, is a four-star flag officer and the second highest possible rank in the Spanish Navy. Admiral general ranks immediately above admiral and is equivalent to a General of the Army and a General of the Air. There is not equivalent in the Civil Guard or in the Spanish Navy Marines; in both cases the top rank is Lieutenant general.

The Chief of the Joint Defence Staff (JEMACON) is a high-ranking military officer. The JEMACON is the closest assistant and advisor to the Chief of the Defence Staff and it is appointed by the Monarch at the request of the Minister of Defence.

Miguel Ángel Villarroya Spanish Air Force general

Miguel Ángel Villarroya Vilalta is a Spanish Air Force general who served as the 11th Chief of the Defence Staff of Spain from 2020 to 2021. Before this, from 2017 to 2020 he was the Chief of the Technical Cabinet of the Defence Ministers María Dolores de Cospedal (2017–2018) and Margarita Robles (2018–2020).

The Joint Operations Headquarters is the Italian joint operational command directly reporting to the Chief of the Defence Staff. This command exercises the planning, coordination and direction of the military operations of the Italian armed forces, and on joint and multinational exercises and all activities connected to them. Through the COVI, the Chief of the Defence Staff is able to exercise his functions as Operational Commander of the Armed Forces.

Gustavo Nelson Fajardo Bustamante is a Uruguayan Army General who serves as Chief of the Defence Staff of the Uruguayan Armed Forces since February 1, 2021.
