Deliberative planning refers to a planning process that focuses on making decisions through dialogue, making seasoned arguments and in depth deliberations to take the correct course of action. Deliberative Planning focuses on actions, and the effect that they have on the course of a project. This planning method is a form of participatory planning, an urban planning theory that focuses on involving the community in the planning and management process. Participatory planning works to include all points of view in the decision making process, and gather them all into one vision. Being deliberative involves being motivated by an intended outcome and choosing a vision that is based on sound evidence and reason.

Deliberation can take many forms in understanding planning, whether it be more formal and technical, or more organic and exploratory. [1] According to Diane Hopkins, deliberative planning has three main parts: "the motives behind involving citizens in decision-making (Philosophy); the design and dynamics of the decision-making (Process); and the intended and actual outcomes of deliberative planning (Outcome)." [2] These three steps are ultimately intended to involve the majority of the community, and the largest stakeholders for the proposed development. [3]

Deliberative planning does not have to be solely based in the planning field, but also has applications in computational programming and AI. [4] In computational programming, the idea of being deliberative focuses on understanding planning, intent, and motivation to achieve the desired result.

Deliberative democracy or discursive democracy is a form of democracy in which deliberation is central to decision-making. It adopts elements of both consensus decision-making and majority rule. Deliberative democracy differs from traditional democratic theory in that authentic deliberation, not mere voting, is the primary source of legitimacy for the law.

Participatory democracy or participative democracy emphasizes the broad participation of constituents in the direction and operation of political systems. Etymological roots of democracy imply that the people are in power and thus that all democracies are participatory. However, participatory democracy tends to advocate more involved forms of citizen participation and greater political representation than traditional representative democracy.

The United Nations defines community development as "a process where community members come together to take collective action and generate solutions to common problems." It is a broad concept, applied to the practices of civic leaders, activists, involved citizens, and professionals to improve various aspects of communities, typically aiming to build stronger and more resilient local communities.

Participatory action research

Participatory action research (PAR) is an approach to research in communities that emphasizes participation and action. It seeks to understand the world by trying to change it, collaboratively and following reflection. PAR emphasizes collective inquiry and experimentation grounded in experience and social history. Within a PAR process, "communities of inquiry and action evolve and address questions and issues that are significant for those who participate as co-researchers". PAR contrasts with many research methods, which emphasize disinterested researchers and reproducibility of findings.

Televoting, telephone voting or phone voting is a method of decision making and opinion polling conducted by telephone. Televoting can also extend to voting by SMS text message via a mobile cell phone.

Public participation participation of citizens in various policy decisions and planning processes

Public participation, also known as citizen participation, is the inclusion of the public in the activities of any organization or project. Public participation is similar to but more inclusive than stakeholder engagement.

Public engagement is a term that has recently been used, particularly in the UK, to describe "the involvement of specialists listening to, developing their understanding of, and interacting with, non-specialists".

Participatory development communication is the use of mass media and traditional, inter-personal means of communication that empowers communities to visualise aspirations and discover solutions to their development problems and issues.

AmericaSpeaks was a Washington, D.C.-based non-profit organization whose mission was to "engage citizens in the public decisions that impact their lives." AmericaSpeaks' work is focused on trying to create opportunities for citizens to impact decisions and to encourage public officials to make informed, lasting decisions. AmericaSpeaks has developed and facilitated deliberative methods such as the 21st Century Town Hall Meeting, which enables facilitated discussion for 500 to 5,000 participants. Carolyn Lukensmeyer is the President and Founder of AmericaSpeaks. Its partners have included regional planning groups, local, state, and national government bodies, national and international organizations. Issues have ranged from Social Security reform, the redevelopment of ground zero in New York City and rebuilding New Orleans.

Participatory planning is an urban planning paradigm that emphasizes involving the entire community in the strategic and management processes of urban planning; or, community-level planning processes, urban or rural. It is often considered as part of community development. Participatory planning aims to harmonize views among all of its participants as well as prevent conflict between opposing parties. In addition, marginalized groups have an opportunity to participate in the planning process.

Governance is a broader concept than government and also includes the roles played by the community sector and the private sector in managing and planning countries, regions and cities. Collaborative governance involves the government, community and private sectors communicating with each other and working together to achieve more than any one sector could achieve on its own. Ansell and Gash (2008) have explored the conditions required for effective collaborative governance. They say “The ultimate goal is to develop a contingency approach of collaboration that can highlight conditions under which collaborative governance will be more or less effective as an approach to policy making and public management” Collaborative governance covers both the informal and formal relationships in problem solving and decision-making. Conventional government policy processes can be embedded in wider policy processes by facilitating collaboration between the public, private and community sectors. Collaborative Governance requires three things, namely: support; leadership; and a forum. The support identifies the policy problem to be fixed. The leadership gathers the sectors into a forum. Then, the members of the forum collaborate to develop policies, solutions and answers.

Group decision-making is a situation faced when individuals collectively make a choice from the alternatives before them. The decision is then no longer attributable to any single individual who is a member of the group. This is because all the individuals and social group processes such as social influence contribute to the outcome. The decisions made by groups are often different from those made by individuals. In workplace settings, collaborative decision-making is one of the most successful models to generate buy-in from other stakeholders, build consensus, and encourage creativity. According to the idea of synergy, decisions made collectively also tend to be more effective than decisions made by a single individual. In this vein, certain collaborative arrangements have the potential to generate better net performance outcomes than individuals acting on their own. Under normal everyday conditions, collaborative or group decision-making would often be preferred and would generate more benefits than individual decision-making when there is the time for proper deliberation, discussion, and dialogue. This can be achieved through the use of committee, teams, groups, partnerships, or other collaborative social processes.

A public participation geographic information system (PPGIS) is meant to bring the academic practices of GIS and mapping to the local level in order to promote knowledge production by local and non-governmental groups. The idea behind PPGIS is empowerment and inclusion of marginalized populations, who have little voice in the public arena, through geographic technology education and participation. PPGIS uses and produces digital maps, satellite imagery, sketch maps, and many other spatial and visual tools, to change geographic involvement and awareness on a local level. The term was coined in 1996 at the meetings of the National Center for Geographic Information and Analysis (NCGIA).

Inclusive management is a pattern of practices by public managers that facilitate the inclusion of public employees, experts, the public, and politicians in collaboratively addressing public problems or concerns of public interest.

Archon Fung, is the Ford Foundation Professor of Democracy and Citizenship at Harvard University's Kennedy School of Government and co-founder of the Transparency Policy Project. Fung served as an Assistant Professor of Public Policy at the Kennedy School from July 1999-June 2004, then as an Associate Professor of Public Policy at the Kennedy School from July 2004-October 2007, and finally as a Professor of Public Policy from October 2007-March 2009 before being named as the Ford Foundation Chair of Democracy and Citizenship in March 2009. In 2015, he was elected to the Common Cause National Governing Board.

A citizens' assembly is a body formed from the citizens of a state to deliberate on an issue or issues of local or national importance. The membership of a citizens' assembly is randomly selected, as in other forms of sortition.

Knowledge-based decision making Decision-making Process

Knowledge-based decision-making (KBDM) in management is a decision-making process that uses predetermined criteria to measure and ensure the optimal outcome for a specific topic. It is used to make effective and strategic decisions by establishing a thought process and reasoning behind a decision. It gathers vital background essentials to collectively increase understanding about a topic or agreed criteria.

The "argumentative turn" refers to a group of different approaches in policy analysis and planning that emphasize the increased relevance of argumentation, language and deliberation in policy making. Inspired by the "linguistic turn" in the field of humanities, it was developed as an alternative to the epistemological limitations of "neo-positivist" policy analysis and its underlying technocratic understanding of the decision-making process. The argumentative approach systematically integrates empirical and normative questions into a methodological framework oriented towards the analysis of policy deliberation. It is sensitive to the situative context and the multiple kinds of knowledge practices involved in each stage of the policy process, drawing attention to different forms of argumentation, persuasion and justification.

Communicative planning is an approach to urban planning that gathers stakeholders and engages them in a process to make decisions together in a manner that respects the positions of all involved. It is also sometimes called collaborative planning among planning practitioners or collaborative planning model.
