The Democracy and Boundary Commission Cymru etc. Act 2013 (Welsh : Deddf Comisiwn Democratiaeth a Ffiniau Cymru etc. 2013) [note 1] is an act of the National Assembly for Wales which made certain reforms to local government and governance.
The main focus of the act is reform to the structure and functions of the Local Government Boundary Commission for Wales. [1] [2] The Commission is renamed to be the Local Democracy and Boundary Commission for Wales. [3]
The act amends the responsibilities of the Independent Remuneration Panel for Wales and the structure of local audit committees within the Local Government (Wales) Measure 2011. [2] The creation of joint standards committees is facilitated by the act. [2] Public access to information about town and community councils is improved. [2]
The act allows councils to separate the ceremonial and civic functions from presiding over meetings, if that is their wish. [2]
The act requires county and borough councils in Wales to undertake "Community Review" processes where the boundaries and electoral arrangements of community and town councils in their areas are considered. [4]
