The Department of Agriculture was a department in the Government of New Brunswick, Canada. It was responsible for management of the Province's Agriculture industries. The member of the Executive Council responsible for the department was initially called the Commissioner of Agriculture. The department would become known as the Department of Agriculture and Rural Development in the late 1990s.
From 1882, the Department of Agriculture was also responsible for fisheries until 1963 when the government of Premier Louis Robichaud created a separate Department of Fisheries. This department would be renamed the Department of Fisheries & Aquaculture which in 2000 was merged with the Department of Agriculture and Rural Development to become the Department of Agriculture, Fisheries and Aquaculture. This department lasted until October 3, 2006, when Premier Shawn Graham split the departments into the Department of Agriculture and Aquaculture and reestablished the separate Department of Fisheries.

The Department for Environment, Food and Rural Affairs (Defra) is a ministerial department of the Government of the United Kingdom. It is responsible for environmental protection, food production and standards, agriculture, fisheries and rural communities in the entire United Kingdom. Concordats set out agreed frameworks for cooperation, between it and the Scottish Government, Welsh Government and Northern Ireland Executive, which have devolved responsibilities for these matters in their respective nations.

He split the departments, introducing a Bill On March 2, 2007, disbanding the Department of Agriculture, Fisheries and Aquaculture and creating the Department of Agriculture and Aquaculture and a separate Department of Fisheries. Once it received Royal Assent, the Bill was retroactive to October 3, 2006.

Having served in Sierra Leone, he then worked in Hong Kong, where, from December 1965 to January 1980, he was the director of the territory's Agriculture and Fisheries Department. From October 1976 to January 1980, he was a member of the Legislative Council of Hong Kong. He was a major proponent of country parks in Hong Kong. He was also a regulator, and promoter, of cooperatives and credit unions.
