In India, a Deputy Collector , often abbreviated to DC, is a state administrative service officer in charge of revenue collection and administration of a sub-division. Since deputy collectors are also empowered as executive magistrates, the post is also referred to as Sub-Divisional Magistrate and the office-bearer works under the direction of a District Collector [1] and assists him/her in day to day working.

The collectorate play a pivotal role in the District administration. Collector in the Cadre of I.A.S. heads the district. He/She acts as the district magistrate for maintaining law and order in his/her jurisdiction. He/She deals mainly with social security schemes, land matters and arms licensing etc. The additional collector/ district revenue officer runs the revenue administration under various enactments in the district. He/She is also designated as an additional district magistrate, mainly dealing with civil supplies, land matters, mines and minerals, village officers etc.

Deputy collectors / deputy district collectors are usually Revenue Divisional Officers (RDO) who report to the Additional District Collector (who is overall in-charge of revenue department for the district). The Additional District Collector in turn reports into the District Collector (also called Deputy Commissioner) who is in-charge of overall management of the district across all departments. [2] Deputy Collectors are hired through State's Service Selection Commission, where as DRO and District Collector are usually Centre Civil Services employees appointed to the state cadre. In some districts, a District Revenue Officer is specially appointed in the cadre of special grade Deputy Collector who reports into Additional Collector (Revenue).

Selection

Deputy collectors are selected through competitive examinations conducted by Public Service Commission of the respective states. PSC recommends the officers as required by the state government. Deputy collector is the highest rank post filled through direct recruitment conducted by PSC. [3]

Deputy Collectors are gazetted officers and they get their powers from various acts such as Land Revenue code, Criminal Procedure Code and other acts made by Parliament and state legislatures from time to time. They have versatile nature of duties as given below.

Additionally, Indian Administrative Service officers selected from UPSC or State Public Services Commission also serve as AC&SDM in their training period. In India and Pakistan, a Tehsildar or Mamlatdar is a tax officer accompanied by revenue inspectors. They are in charge of obtaining taxes from a tehsil with regard to land revenue. Karnataka Administrative Service (KAS) is the civil service of Karnataka state in India. The Public Service Commission conducts exams to recruit candidates for the service. These young officers recruited by KPSC take up various administrative posts at the district and state level. At the start they play the role of Sub Divisional Magistrate and, on promotion, Additional District Magistrates. After promotion to IAS, they take up various key positions at the district level as Deputy Commissioners and also equivalent IAS cadre jobs at the state level.

Deputy Commissioner or District Magistrate is a chief administrative, land revenue officer/collector and representative of government in district or an administrative sub-unit of a Division in Pakistan He belongs to the commission of Pakistan Administrative Service (PAS) erstwhile DMG/CSP or the Provincial Management Service (PMS) erstwhile Provincial Civil Service PCS. The PMS officers serve in there respective provinces only whereas PAS officers are posted throughout Pakistan. Deputy commissioners perform their duties under the supervision of a divisional commissioner and commissioners have generally a ceremonial role.
