The design speed is a tool used to determine geometric features of a new road or street during road design. Contrary to the word's implication, the design speed of the road or street is not necessarily its vehicle speed limit or maximum safe speed; that can be higher or lower.
Choosing a design speed means finding a balance between several interests which compete for priority, [1] such as high vehicle speeds to allow drivers to travel to their destinations quickly versus low vehicle speeds for the safety of people outside the vehicle (such as pedestrians and cyclists), [2] or quick movement of peak traffic (traffic engineering) versus maximising the economic development potential of the street (urban planning). [3]
The design speed chosen for a high-speed roadway is a major factor in choosing superelevation rates and radii of curves, sight distance, and the lengths of crest and sag vertical curves. Roads with higher design speeds require wider lanes, [2] sweeping curves, wider recovery areas, broader clear zones, steeper curve banking, longer sight distances, and more gentle hill crests and valleys. Roads and streets with lower design speeds require narrower lanes, sharper/tighter curves, smaller or no clear zones, less banking, less sight distance, and sharper hill crests and valleys. [2]
While a road's design speed is sometimes used to determine an initial speed limit, it is an imperfect measure of the maximum speed at which a motor vehicle can be operated for reasons including:
Recognizing the limitations on the use of the design speed for speed limit determination, "operating speeds and even posted speed limits can be higher than design speeds without necessarily compromising safety" [7] and "arbitrarily setting lower speed limits at point locations due to a lower inferred design speed is neither effective nor good engineering practice." [8]
To be safe, the street must communicate the real level of risk to the driver. In other words, the driver must feel discomfort driving in a manner that is unsafe.

The concept of design speed is evolving. The definition in the 1994 edition of the AASHTO Green Book, [10] was "the maximum safe speed that can be maintained over a specified section of highway when conditions are so favorable that the design features of the highway govern. The assumed design speed should be a logical one with respect to the topography, the adjacent land use, and the functional classification of highway." Most US states used this definition. [11] In 2004, the first sentence was changed to "a selected speed used to determine the various geometric design features of a roadway." [12] This reflects the fact that meeting a minimum design speed is not enough to ensure a safe roadway.
Recently, the concept of design consistency has been used instead of minimum design speeds. This attempts to connect driver's expectations about the roadway with the roadway design. It uses driver behavior models to predict vehicle speeds on highway segments, and compares the predicted speed on adjacent segments. Significant reductions in speed from one segment to the next are flagged as locations where drivers may end up driving too fast for road conditions. [13]
A major shift in philosophy is also taking place regarding design speed of urban and suburban streets. Highway engineers would measure the prevailing speed on a road, round up to the next multiple of 5 miles per hour (8.0 km/h), and design the road for that speed, assuming that it would be safe. Recent research [14] and design practices [15] have focused on using the street design to influence drivers to choose a speed appropriate for the neighborhood. This speed has been called the "target speed," and is ideally equal to the speed limit. [16]

Speed limits on road traffic, as used in most countries, set the legal maximum speed at which vehicles may travel on a given stretch of road. Speed limits are generally indicated on a traffic sign reflecting the maximum permitted speed, expressed as kilometres per hour (km/h) or miles per hour (mph) or both. Level of service (LOS) is a qualitative measure used to relate the quality of motor vehicle traffic service. LOS is used to analyze roadways and intersections by categorizing traffic flow and assigning quality levels of traffic based on performance measure like vehicle speed, density, congestion, etc. In a more general sense, levels of service can apply to all services in asset management domain.
Road traffic safety refers to the methods and measures used to prevent road users from being killed or seriously injured. Typical road users include pedestrians, cyclists, motorists, vehicle passengers, and passengers of on-road public transport.
In road transport, a lane is part of a roadway that is designated to be used by a single line of vehicles to control and guide drivers and reduce traffic conflicts. Most public roads (highways) have at least two lanes, one for traffic in each direction, separated by lane markings. On multilane roadways and busier two-lane roads, lanes are designated with road surface markings. Major highways often have two multi-lane roadways separated by a median.
A passing lane, overtaking lane is a lane on a multi-lane highway or motorway closest to the median of the road used for passing vehicles in other lanes. Countries with right-hand traffic put the passing lane on the left; those with left-hand traffic put the passing lane on the right. Motorways typically have passing lanes along their entire length, but other roads might only have passing lanes for certain segments, depending on design specifications typically related to available space, funding, and traffic levels. A 2+1 road alternates the passing lane between directions every few kilometers/miles.
Standards for Interstate Highways in the United States are defined by the American Association of State Highway and Transportation Officials (AASHTO) in the publication A Policy on Design Standards: Interstate System. For a certain highway to be considered an Interstate Highway, it must meet these construction requirements or obtain a waiver from the Federal Highway Administration.
Vehicular cycling is the practice of riding bicycles on roads in a manner that is in accordance with the principles for driving in traffic. The phrase vehicular cycling was coined by John Forester in the 1970s. In his book Effective Cycling, Forester contends that "Cyclists fare best when they act and are treated as drivers of vehicles".
In the field of road transport, an interchange or a grade-separated junction is a road junction that uses grade separations to allow for the movement of traffic between two or more roadways or highways, using a system of interconnecting roadways to permit traffic on at least one of the routes to pass through the junction without interruption from crossing traffic streams. It differs from a standard intersection, where roads cross at grade. Interchanges are almost always used when at least one road is a controlled-access highway or a limited-access divided highway (expressway), though they are sometimes used at junctions between surface streets.

In road transport, an oversize load is a load that exceeds the standard or ordinary legal size and/or weight limits for a truck to convey on a specified portion of road, highway, or other transport infrastructure, such as air freight or water freight. In Europe, it may be referred to as special transport or heavy and oversized transportation. There may also be load-per-axle limits. However, a load that exceeds the per-axle limits but not the overall weight limits is considered overweight. Road transport is statistically the most dangerous situation people deal with on a daily basis, but casualty figures from such incidents attract less media attention than other, less frequent types of tragedy. The commonly used term car accident is increasingly falling out of favor with many government departments and organizations, with the Associated Press style guide recommending caution before using the term. Some collisions are intentional vehicle-ramming attacks, staged crashes, vehicular homicide or vehicular suicide.
A roadway departure is a type of incident that occurs when a vehicle leaves the roadway. Such incidents can lead to a single-vehicle collision.
The geometric design of roads is the branch of highway engineering concerned with the positioning of the physical elements of the roadway according to standards and constraints. The basic objectives in geometric design are to optimize efficiency and safety while minimizing cost and environmental damage. Geometric design also affects an emerging fifth objective called "livability", which is defined as designing roads to foster broader community goals, including providing access to employment, schools, businesses and residences, accommodate a range of travel modes such as walking, bicycling, transit, and automobiles, and minimizing fuel use, emissions and environmental damage.
A traffic bottleneck is a localized disruption of vehicular traffic on a street, road, or highway. As opposed to a traffic jam, a bottleneck is a result of a specific physical condition, often the design of the road, badly timed traffic lights, or sharp curves. In legal terminology, the assured clear distance ahead (ACDA) is the distance ahead of any terrestrial locomotive device such as a land vehicle, typically an automobile, or watercraft, within which they should be able to bring the device to a halt. It is one of the most fundamental principles governing ordinary care and the duty of care for all methods of conveyance, and is frequently used to determine if a driver is in proper control and is a nearly universally implicit consideration in vehicular accident liability. The rule is a precautionary trivial burden required to avert the great probable gravity of precious life loss and momentous damage. Satisfying the ACDA rule is necessary but not sufficient to comply with the more generalized basic speed law, and accordingly, it may be used as both a layman's criterion and judicial test for courts to use in determining if a particular speed is negligent, but not to prove it is safe. As a spatial standard of care, it also serves as required explicit and fair notice of prohibited conduct so unsafe speed laws are not void for vagueness. The concept has transcended into accident reconstruction and engineering.
Speed limits in the United States vary depending on jurisdiction. Rural freeway speed limits of 70 to 80 mph are common in the Western United States, while such highways are typically posted at 65 or 70 mph in the Eastern United States. States may also set separate speed limits for trucks and night travel along with minimum speed limits. The highest speed limit in the country is 85 mph (137 km/h), which is posted on a single stretch of tollway in exurban areas outside Austin, Texas. The lowest maximum speed limit in the country is 30 miles per hour (48 km/h) in American Samoa.

There may also be regional differences within a single country, and some terms differ based on the side of the road traffic drives on. A stroad is a type of street–road hybrid. Common in the United States and Canada, stroads are wide arterials that often provide access to strip malls, drive-throughs, and other automobile-oriented businesses. Stroads have been criticized by urban planners for their safety issues and inefficiencies. While streets serve as a destination and provide access to shops and residences at safe traffic speeds, and roads serve as a high-speed connection that can efficiently move traffic at high speed and volume, stroads are often expensive, inefficient, and dangerous.
Because of differences in design and operation criteria, there are locations where the posted speed limit based on an 85th percentile speed exceeds the roadway's design speed. This situation is because criteria used in highway design incorporate a significant factor of safety. Consequently, it is not surprising that motorists feel comfortable traveling at speeds greater than the roadway's design speed during good weather conditions. ... Although it is obvious that the "maximum" safe speed can be exceeded without difficulty on vertical and horizontal curves when good weather conditions are present, it is difficult to convince the general public that a roadway's design speed can be exceeded with safety.
A significant concern with the 1954 design speed concept was the language of the definition and its relationship with operational speed measures. The term "maximum safe speed" is used in the definition, and it was recognized that operating speeds and even posted speed limits can be higher than design speeds without necessarily compromising safety. In 1997, Fambro et al. (15) recommended a revised definition of design speed for the Green Book while maintaining the five provisions noted above. The definition recommended was, "The design speed is a selected speed used to determine the various geometric design features of the roadway." The term "safe" was removed in order to avoid the perception that speeds greater than the design speed were "unsafe". The AASHTO Task Force on Geometric Design voted in November 1998 to adopt this definition and it was included in the 2001 Green Book (17).
