USS Cole (DDG-67) is an Arleigh Burke-class Aegis-equipped guided missile destroyer home-ported in Naval Station Norfolk, Virginia. Cole is named in honor of Marine Sergeant Darrell S. Cole, a machine-gunner killed in action on Iwo Jima on 19 February 1945, during World War II. Cole is one of 62 authorized Arleigh Burke-class guided missile destroyers, and one of 21 members of the Flight I-class that used the 5 in(127 mm)/54 caliber gun mounts found on the earliest of the Arleigh Burke-class destroyers. The ship was built by Ingalls Shipbuilding and was delivered to the Navy on 11 March 1996.
Carrier Strike Group 9 is a U.S. Navy carrier strike group. Commander Carrier Strike Group 9 is responsible for unit-level training, integrated training, and material readiness for the ships and aviation squadrons assigned to the group. The group reports to Commander, U.S. Third Fleet, which also supervises its pre-deployment training and certification that includes Composite Unit Training Exercises.

Naval Station Norfolk is a United States Navy base in Norfolk, Virginia, that is the headquarters and home port of the U.S. Navy's Fleet Forces Command. The installation occupies about 4 miles (6.4 km) of waterfront space and 11 miles (18 km) of pier and wharf space of the Hampton Roads peninsula known as Sewell's Point. It is the world's largest naval station, with the largest concentration of U.S. Navy forces through 75 ships alongside 14 piers and with 134 aircraft and 11 aircraft hangars at the adjacently operated Chambers Field. Port Services controls more than 3,100 ships' movements annually as they arrive and depart their berths.
A destroyer squadron is a naval squadron or flotilla usually consisting of destroyers rather than other types of vessel. In some navies other vessels, such as frigates, may be included. In English the word "squadron" tends to be used for larger and "flotilla" for smaller vessels; both may be used for destroyer units. Similar formations are used in non-English-speaking countries, e.g., the "escadrille"—which would translate directly as "squadron"—in France.
A carrier strike group (CSG) is a type of carrier battle group of the United States Navy. It is an operational formation composed of roughly 7,500 personnel, usually an aircraft carrier, at least one cruiser, a destroyer squadron of at least two destroyers or frigates, and a carrier air wing of 65 to 70 aircraft. A carrier strike group also, on occasion, includes submarines, attached logistics ships and a supply ship. The carrier strike group commander operationally reports to the commander of the numbered fleet, who is operationally responsible for the area of waters in which the carrier strike group is operating.
Destroyer Squadron 23 is a squadron of United States Navy destroyers based out of San Diego, California. The squadron is best known for its actions during World War II, most notably the Battle of Cape St. George, under the command of then-Commodore Arleigh Burke. Currently, the DESRON is assigned to Carrier Strike Group Nine, which includes USS Theodore Roosevelt (CVN-71), USS Chosin (CG-65), USS Lake Erie (CG-70), and Carrier Air Wing Eleven.

As of 2021, the other units of the group are the guided-missile cruiser USS San Jacinto (CG-56), Carrier Air Wing One, the ships of Destroyer Squadron 28 as well as the Royal Norwegian Navy's frigate HNoMS Fridtjof Nansen (F310), which joined the strike group for one deployment.

The Strike Group Flagship is the Nimitz-class aircraft carrier USS George Washington (CVN-73) which also embarks Strike Warfare Commander, Carrier Air Wing Five and its nine squadrons. DESRON 28 was re-established on 1 September 1995, during the most recent reorganization of the Atlantic Fleet surface force. The mission of DESRON 28 is to provide a fully trained, combat ready force of surface combatants.
David Andrew Welch is a retired United States Navy rear admiral and surface warfare officer who last served as the 74th commander of Carrier Strike Group 15 from June 13, 2019 to June 11, 2021. He previously served as the 3rd commander of the Naval Surface and Mine Warfighting Development Center from May 8, 2018 to May 31, 2019, with command tours as commodore of Destroyer Squadron 31 from January 2011 to July 2012 and commanding officer of USS Chung-Hoon (DDG-93) from September 2005 to April 2007. He also served on the staff of the Office of the Chief of Naval Operations as Director of International Engagement from December 2017 to April 2018.
