Diana Pilia is a judge of the Constitutional Court of Abkhazia and a former Head of the Cabinet Staff.

Early life

Pilia was born on 15 September 1967 in Gudauta. In 1989 she graduated in jurisprudence from the Faculty for History and Law of the Abkhazian State University. [1]

Career

Since 1989, Pilia has worked in the Department for Public Administration and Law of the Abkhazian State University, as senior lecturer, associate professor and deputy head. From 2003 until 2015, Pilia additionally worked as notary in Sukhumi and between 2007 and 2010, she completed a Candidate of Sciences programme at the Moscow State Law Academy. In 2012, Pilia became chairwoman of the Association of Lawyers of Abkhazia, and she has cofounded the organisation of Businesswomen of Abkhazia. [1]

On 26 May 2015, Pilia was appointed as Head of the Cabinet Staff by President Raul Khajimba, succeeding Leila Dzyba. [2]

Following opposition protests against the government of Khajimba in December 2016, the opposition and the government reached an agreement whereby the opposition could nominate two members of the Constitutional Court. It selected Pilia after its two initial candidates respectively refused and were rejected by the People's Assembly. Pilia was elected on 10 February 2017 with 25 votes in favour, 2 against and 2 spoiled ballots. [1]

Sergei Uasyl-ipa Bagapsh was an Abkhaz politician who served as the second President of Abkhazia from 12 February 2005 until his death on 29 May 2011. He previously served as Prime Minister of Abkhazia from 1997 to 1999. He was re-elected in the 2009 presidential election. Bagapsh's term as Prime Minister included the 1998 war with Georgia, while he oversaw both the recognition of Abkhazia by Russia and the Russo-Georgian War during his presidency.

Sergei Shamba is a senior politician from Abkhazia. He is currently a member of the People's Assembly of Abkhazia and Chairman of United Abkhazia. He was Prime Minister of Abkhazia under President Sergei Bagapsh from 13 February 2010 until 27 September 2011. Between 1997 and 2010 he had been Minister for Foreign Affairs under both Bagapsh and his predecessor Vladislav Ardzinba, with only a half-year interruption in 2004. Shamba has twice unsuccessfully participated in presidential elections, in 2004 and 2011. He has been a staunch proponent for dialogue between Abkhazia and Georgia.

<span class="mw-page-title-main">2004 Abkhazian presidential election</span>

Presidential elections were held in Abkhazia on 3 October 2004, the first that were competitive. Election law prohibited incumbent President Vladislav Ardzinba from running for a third term and he instead backed Prime Minister Raul Khadjimba, who also enjoyed support from the Russian authorities. Khadjimba's main opponent was Sergei Bagapsh, who was supported by the two major opposition parties, United Abkhazia and Amtsakhara, and later also by Aitaira when their candidate Alexander Ankvab was barred from running in a controversial decision by the Central Election Commission.

Iakub Uasyl-Ipa Lakoba was an opposition politician and former presidential candidate in the internationally unrecognised Republic of Abkhazia. Some called him the "Abkhaz Zhirinovsky".

The office of Minister for Defence has been one of the most important in the breakaway Republic of Abkhazia due to the ongoing conflict with Georgia. The person in the position heads the Ministry of Defence of Abkhazia, which controls the Abkhazian Armed Forces.

<span class="mw-page-title-main">2009 Abkhazian presidential election</span>

Presidential elections were held in Abkhazia on 12 December 2009, the fourth such elections since the post of President of the Autonomous Republic of Abkhazia was created in 1994. The result was a victory for incumbent president Sergei Bagapsh, who received 63% of the vote, winning a second term in office. Bagapsh competed against four opposition candidates: former vice president and prime minister Raul Khajimba, who came second behind Bagapsh in the 2004 presidential election, and newcomers Beslan Butba, Zaur Ardzinba and Vitali Bganba. Khajimba had stated that he, Ardzinba and Butba would support each other should one of them reach the second round of the election. Bagapsh was inaugurated on 12 February 2010.

The Social-Democratic Party of Abkhazia is an oppositional political party in Abkhazia. It was founded during the crisis that followed the October 2004 presidential election by people from the presidential campaign of Sergei Shamba, who had come third in the election. Besides Shamba himself, initial members included his vice presidential candidate Vladimir Arshba, chief of staff Gennady Alamia and former vice premier Albert Topolian. The foundational congress of the Social-Democratic Party took place on 15 October 2005 in the State Drama Theatre of Abkhazia, where Gennadi Alamia was elected its first chairman. The Union of Social-Democratic Youth was founded as the party's youth wing, headed by Abkhazian State University student Astamur Logua.

Valeri Ramshukhovich Bganba is an Abkhazian politician who served as the Prime Minister of Abkhazia from 18 September 2018 to 23 April 2020 and as the acting President of Abkhazia from 13 January to 23 April 2020. Prior to that he was the Speaker of the People's Assembly of Abkhazia from 2012 until 2017. He was elected as speaker on 3 April 2012 and was succeeded by Valery Kvarchia on 12 April 2017. Bganba became acting President on 1 June 2014, following the resignation of Alexander Ankvab as a result of the 2014 Abkhazian political crisis. On 25 September 2014 he was replaced by Raul Khajimba, the winner of the presidential elections on 24 August.

The Minister for Internal Affairs holds a ministerial position in the government of the Republic of Abkhazia. The post existed in the Soviet period within the Council of Ministers of the Abkhaz Autonomous Soviet Socialist Republic, and since then has been occupied by 10 politicians, of whom three have occupied it twice. The current Minister is Aslan Kobakhia.

The Government of President Raul Khajimba was the Government of the Republic of Abkhazia from 2014 until 2020.

The State Security Service of Abkhazia is the principal security and intelligence agency of Abkhazia.

Leila Dzyba is a former Chief of the Cabinet Staff of Abkhazia. Dzyba was appointed on 22 October 2014 by newly elected President Raul Khajimba. On 26 May 2015, Khajimba appointed Diana Pilia as new Head of the Cabinet Staff.

Daur Arshba is an Abkhazian politician. He is the Head of the Presidential Administration, having been appointed by President Raul Khajimba on 10 October 2016, and Chairman of the pro-government Forum for the National Unity of Abkhazia. In the past, he has served as Vice Speaker of the People's Assembly and as Head of Tkvarcheli District. Following the death of Gennadi Gagulia on 8 September 2018, Arshba was appointed Acting Prime Minister of Abkhazia, a position he held until 18 September 2018.

The Constitutional Court of the Republic of Abkhazia was created in 2016. Judges are elected by the People's Assembly with a two-thirds majority for fifteen year terms and may not be re-elected. Candidates are nominated by the President and must have a law degree, at least fifteen years experience in a legal profession and must at least forty years old. A group of at least one third of all deputies may formally propose candidates to the President.

<span class="mw-page-title-main">Aslan Bzhania</span> Abkhaz politician

Aslan Georgievich Bzhania is an Abkhaz politician that has served as the President of Abkhazia since 23 April 2020. He was the Head of the State Security Service from 2010 to 2014, and one of the leaders of the opposition in Abkhazia from 2016. He ran in the 2019 presidential election, but was forced to withdraw due to poisoning. He won the subsequent 2020 presidential election.
