Diarchy was established in Bombay Presidency based on the recommendations of the Montague-Chelmsford report. It ended with the election in 1937 when the Government of India Act 1935 came into effect.
Government of India Act of 1919 enlarged the provincial legislative councils and increased the strength of elected members to be greater than that of nominated and official members. It introduced a system of dyarchy in the Provinces. Although this Act brought about representative Government in India, the Governor was empowered with overriding powers. It classified the subjects as belonging to either the Centre or the Provinces. The Governor General could override any law passed by the Provincial councils. It brought about the concept of "Partial Responsible Government" in the provinces. Provincial subjects were divided into two categories - reserved and transferred. Education, Sanitation, Local self-government, Agriculture and Industries were listed as the transferred subjects. Law, Finance, Revenue and Home affairs were the reserved subjects. The provincial council could decide the budget in so far it related to the transferred subjects. Executive machinery dealing with those subjects was placed under the direct control of provincial legislature. However, the provincial legislature and the ministers did not have any control over the reserved subjects, which came under the Governor and his Executive council. [1]
The Council had a total of 116 members in addition to the ex - officio members of the Governor's Executive Council. Out of the 116, 86 were elected from constituencies of the presidency reserved for Non-Muhammadans, Muhammadans, Europeans, Landholders, Universities and Commerce & Industry. 7 constituencies were reserved for Marathas.
As per the principle of dyarchy, certain responsibilities such as agriculture, health, education, and local government, were transferred to elected ministers. However, the important portfolios like finance, police and irrigation were reserved with official members of the Governor's Executive Council.

The Central Provinces and Berar was a province of British India and later the Dominion of India which existed from 1903 to 1950. It was formed by the merger of the Central Provinces with the province of Berar, which was territory leased by the British from the Hyderabad State. Through an agreement signed on 5 November 1902, 6th Nizam Mahbub Ali Khan, Asaf Jah VI leased Berar permanently to the British for an annual payment of 25 lakhs rupees. Lord Curzon decided to merge Berar with the Central Provinces, and this was proclaimed on 17 September 1903.
The Bombay Presidency or Bombay Province, also called Bombay and Sind (1843–1936), was an administrative subdivision (province) of India, with its capital in the city that came up over the seven islands of Bombay. The first mainland territory was acquired in the Konkan region with the Treaty of Bassein. Poona was the summer capital.
The Montagu–Chelmsford Reforms or more briefly known as the Mont–Ford Reforms, were introduced by the colonial government to introduce self-governing institutions gradually in British India. The reforms take their name from Edwin Montagu, the Secretary of State for India from 1917 to 1922, and Lord Chelmsford, the Viceroy of India between 1916 and 1921. The reforms were outlined in the Montagu–Chelmsford Report, prepared in 1918, and formed the basis of the Government of India Act 1919. These are related to constitutional reforms. The Government of India Act 1919 was an Act of the Parliament of the United Kingdom. It was passed to expand participation of Indians in the government of India. The Act embodied the reforms recommended in the report of the Secretary of State for India, Edwin Montagu, and the Viceroy, Chelmsford. The Act covered ten years, from 1919 to 1929. This Act began the genesis of responsible government in India. It was set to be reviewed by the Simon Commission in 10 years.
Bihar and Orissa was a province of British India, which included the present-day Indian states of Bihar, Jharkhand, and parts of Odisha. The territories were conquered by the British in the 18th and 19th centuries, and were governed by the then Indian Civil Service of the Bengal Presidency, the largest administrative subdivision in British India.
The British Punjab Legislative Council, or simply the Punjab Legislative Council, was the unicameral legislature of British Punjab, a province of the British Raj. It was established in 1921 by the British authorities under Government of India Act 1919, the council had nominal powers and a membership of mainly pro-British politicians and government officials. Voting was largely boycotted until the Government of India Act 1935 increased representation and the powers of the assembly. It was dissolved in 1936 and was succeeded by British Punjab Provincial Assembly.
Tamil Nadu Legislative Council was the upper house of the former bicameral legislature of the Indian state of Tamil Nadu. It began its existence as Madras Legislative Council, the first provincial legislature for Madras Presidency. It was initially created as an advisory body in 1861, by the British colonial government. It was established by the Indian Councils Act 1861, enacted in the British parliament in the aftermath of the Indian Rebellion of 1857. Its role and strength were later expanded by the second Council Act of 1892. Limited election was introduced in 1909. The Council became a unicameral legislative body in 1921 and eventually the upper chamber of a bicameral legislature in 1937. After India became independent in 1947, it continued to be the upper chamber of the legislature of Madras State, one of the successor states to the Madras Presidency. It was renamed as the Tamil Nadu Legislative Council when the state was renamed as Tamil Nadu in 1969. The Council was abolished by the M. G. Ramachandran administration on 1 November 1986. In 1989, 1996 and 2010, the DMK regime headed by M. Karunanidhi tried to revive the Council. The former AIADMK regime (2016-2021) expressed its intention not to revive the council and passed a resolution in the Tamil Nadu Legislative Assembly in this regard.
Bombay Legislative Council was the legislature of the Bombay Province and later the upper house of the bicameral legislature of Bombay Province in British India and the Indian state of Bombay.
Sangguniang Panlalawigan, commonly known as the Provincial Board, are the legislatures in Philippine provinces. They are the legislative branches of the provinces, and their powers and responsibilities are defined by the Local Government Code of 1991. Along with the provincial governor, the executive branch of the province, they form the province's government.
The first legislative assembly election for the Madras Presidency was held in February 1937, as part of the nationwide provincial elections in British India. The Indian National Congress obtained a majority by winning 159 of 215 seats in the Legislative Assembly. This was the first electoral victory for the Congress in the presidency since elections were first conducted for Madras Legislative Council in 1920. The Justice Party which had ruled the presidency for most of the previous 17 years was voted out of power. The assembly was constituted in July 1937 and C. Rajagopalachari (Rajaji) became the first Congress Prime Minister of Madras.
The Constitution of 1962 was the fundamental law of Republic of Pakistan from 8 June 1962 until martial law was declared in 25 March 1969. It was abrogated on 25 March 1969 by President Yahya Khan.
The first legislative council election to Madras Presidency after the establishment of dyarchical system of government by the Government of India Act 1919, was held in November 1920. Indian National Congress boycotted the election due to its participation in the Non-cooperation movement. The election occurred during the early stages of non-Brahmin movement and the major issue of the election was anti-Brahminism. Justice party won the election with no significant opposition and A. Subbarayalu Reddiar became the inaugural First Minister of the presidency.
The third legislative council election to Madras Presidency after the establishment of dyarchical system of government by the Government of India Act, 1919, was held in November 1926. Justice party lost the election to Swaraj Party. However, as the Swaraja Party refused to form the Government, the Governor of Madras set up an independent government under the leadership of P. Subbarayan and with the support of nominated members.
The fourth legislative council election to Madras Presidency after the establishment of dyarchical system of government by the Government of India Act, 1919 in September 1930. Justice party won the election and P. Munuswamy Naidu became the first First Minister. The main opposition party - Swaraj Party did not contest the elections due to its participation in the Civil Disobedience Movement.
The second legislative council election to Madras Presidency after the establishment of diarchical system of government by the Government of India Act, 1919 was held in 1923. Voter turnout was higher than the previous election. Swarajists, a breakaway group from Indian National Congress participated in the election. The ruling Justice Party had suffered a split, when a splinter group calling themselves anti-Ministerialists left the party. It won the highest number of seats but fell short of a majority. Nevertheless, Madras Governor Willington invited it to form the government. Incumbent Justice First Minister Panagal Raja was nominated by party leader Theagaraya Chetty to continue as First Minister for a second term. The government survived a no-confidence motion, brought against it on the first day of its tenure by the opposition headed by C. R. Reddy.
In the fifth legislative council election to Madras Presidency after the establishment of dyarchical system of government by the Government of India Act, 1919 the ruling Justice party lost the election and the opposition Swaraj Party emerged as the single largest party. However, it refused to form the government, due to its opposition to dyarchy. The incumbent First Minister, Raja of Bobbili retained power and formed a minority government.

After reforms and elections in 1937, the largest parties in provincial legislatures formed governments headed by a prime minister. A few British Indian subjects were elected to the Parliament of the United Kingdom, which had superior powers than colonial legislatures. British Indian legislatures did not include Burma's legislative assembly after 1937, the State Council of Ceylon nor the legislative bodies of princely states.
The Bengal Legislative Council was the legislative council of Bengal Presidency . It was the legislature of the Bengal Presidency during the late 19th and early 20th centuries. After reforms were adopted in 1937, it served as the upper house of the Bengali legislature until the partition of India.
Sir Dhanjishah Bomanji Cooper was an Indian Parsi industrialist, politician and the first Prime Minister of Bombay Presidency. Cooper was made a Knight Bachelor in the 1937 New Year Honours.
